HomeMy WebLinkAbout02-18-69r ~~~~. Minutes of the regular meeting of the Pulaski Town Council, held February 18, 1969, at 4:00 P. M., in the Municipal office. There were present: Mayor C. Robert Edens, presiding. Councilmen: J. H. White, S. G. Frye, Mason A. Vaughan, Raymond F. Ratcliff, W. D. Macgill, Jr., Glen K. Aust, Andrew L. Graham Absent: William A. House Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Jane Graham, Southwest Times reporter Joyce Gardner, WPUV Radio Station Paul Dellinger, Roanoke Times reporter Tommy Huff ord, Christian'Church Youth' Fellowship Group. Mr. Gerald Clark, Leader for Boy Scout Troop ~~345, and Scouts Timmy Ratcliff, Joe Haymore and Jimmy Bryant The invocation was givenby Councilman Aust. Minutes of the regular meeting of February 4th were approved as recorded. Mayor Edens welcomed Scout Leader Clark and the members of his Troop, Timmy Ratcliff gave a very interesting resume of the "Klondike Derby" recently held by the Boy Scouts. Representing the Christian Church Youth Fellowship, Tommy Huff ord requested permission of Council for the Youth Group to paint house numbers on the curbs as a money raising project for a trip to the United Nations Youth Seminar. He stated this work had been done CHRISTIAN CHURCH se~reral years ago by the local Boy Scouts. Conncilman Macgill moved YOUTH GP. TO WORK WITH TOWN ENGR. that the Youth Group be allowed to paint house numbers on the curb RE: PAINING HOUSE NUMBERS f or those person who so desired to have their numbers painted, which motion was seconded by Councilman Ratcliff. In the discussion which followed the Town Manager pointed out that the Town is presently endeavoring to get property owners to display their house numbers as required by the ordinance, and it was felt that since there are more miles of streets without curb than with, it would be to the advantage of the group to work with the Town Engineer's office in securing the correct number for the property owners and then approach the owners with this information and sell and install the numbers. It was felt the youth group would derive more money from their endeavors than merely painting house numbers on the curb. Mr. Macgill withdrew his ~~"7"72 Council mins. contd; Feb. 18, 1969 motion and Mr. Ratcliff withdrew his second. Tommy Hufford was to discuss this with the Youth Fellowship group and later discuss the matter with Town Manager Marshall. Councilman Aust reported that as a result of the request from the Taxicab Companies for a rate increase, Council had referred the matter to the Police Committee for study and recommendation. Mr. Aust stated that the Committee recommended that a ten cent (lOC) increase per trip, be added to each zone; COMM. RECOMMDS . L41~ INCREASE that a price list be posted in each cab for the benefit of the PER TRIP FOR TAXI OPRS. public, as set forth in the ordinance, and moved that upon this ORD. TO BE DRAWN recommendation, the Town Attorney be directed to draw the proper ordinance incorporating the recommendation, which motion was seconded by Councilman Graham, and carried. Councilman Frye stated that the Finance Committee had met, RET.INVEST but no report could be made on the Retirement Investment until some MENT special investigation could be made by Town Manager Marshall. Councilman R atcliff advised that it had been proposed HOLLY ST. that the Holly Street sanitary sewer line be done in three SEWER different stages, and his Comm ittee would make a report on this later. Mr. Ratcliff further reported there was nothing to SNIDER LANE report on the S~iider Lane sanitary sewer extension at this time, SEWER EXT . as more study was necessary. The Taylor-Dillon project was discussed generally, and it TAYLOR- DIT~IAN PROJECT was hoped that construction on this line could begin within the next four weeks. Town Manager Marshall reported that progress is being made on activating a new filter unit at the Filter Plant, which was FILTER UNIT BEING INSTALLED approved in the current budget and stated when completed would mean an additional 750,000 gallons of water per day. '~ 7:3 Council continued/18/69 Mr. Marshall read to Council a letter from Daniel Corwin, 70 East Main Street, who was granted a permit by Council in 1968 to operate a Teen-age Center, Mr. Corwin stated in this letter that he no longer planned to operate the Center, but had applied to the ABC Board for an ABC license for the Restaurant which he now plans D.CORVIN DANCE HALL to operate at 70-West Main Street. In view of this inf ormation, HERMIT TO BE Councilman Frye moved that the Dance Hall permit be rescinded, which RESCINDED motion was seconded by Councilman Aust, and carried. Councilman White moved that Council go into executive session to discuss a real estate matter, which motion was seconded by Council- EXECUTIVE man Ratcliff, and carried. SESSION Mayor Edens declared Council to be in executive session at 4;45 P. M. At 5:25 P. M. the meeting was declared to be in regular session.
