Minutes of the regular meeting of the Pulaski Town
Council, held April 15, 1969, at 4:00 P. M., in the Municipal
Office.

Councilmen: S. G. Frye, J. H. White, Glen K, Aust,
Wm. A. House, Raymond F. Ratcliff, W. D. Macgill, Jr.,
Andrew L. Graham, Mason A. Vaughan
Absent: Town Manager: J. E. Marshall due to illness.
Also present: Town Clerk: Gladys R. Dalton

The invocation was given by Councilman House.
Minutes of the regular meeting of April 1st were approved
as recorded.
On behalf of the Town Council, Mayor Edens presented to the
former Mayor C. V. Jackson, a plaque and Resolution paying tribute to
Mr. Jackson for his dedicated services to the Town of Pulaski, its
people, to this area and to the State as a whole. Said Resolution is

as follows:
WHEREAS, Charles Vernon Jackson, a native of
Meadowview, Washington County, Virginia, moved to
Pulaski County in 1943, and has resided here continuously
since then. During that time, in addition to perf orming
RESOLUTION outstanding and proficient service to the Norfolk and
PAYING TRIBUTE, Western Railway Company as their local agent, he has dedicated
TO MAYOR C. V. the greatest part of his time to worthwhile public and
JACKSON civic services; and,
WHEREAS, his services to his fellowmen have been many,
and his accomplishments numerous. Charles Vernon Jackson,
affectionately referred to as "C. V." has not given of his
ability, time and resources only to the Town of Pulaski, but
also to Pulaski County, the New River Valley and to the
entire State of Virginia; and,

WHEREAS, on September 8, 1952, he was appointed to the
Council of the Town of Pulaski, and then in 1953 was named
Mayor of Pulaski,. and since then has been re-elected con-
tinuously as Mayor until he decided not to seek re-election
in 1968 and retired at the end of his term this year.
During all of these years he not only devoted time to pro-
jects which he initiated, but has always been ready and will-
ing to work-for and assist any and every project which was
beneficial to his community. His dedication to his public
service and civic duties, his sincerity of purpose, and his
tenacious pursuit to final completion have been the out-
standing traits he so prominently displayed throughout his
tenure as Mayor; and,

WHEREAS, his services and accomplishments to
Pulaski have not gone unnoticed elsewhere in the
State, and because of this he was called in 1965 to serve
all of the towns and cities of the State as the President
of the Virginia Municipal League. This honor and res-
ponsibility came after having participated for many years,
in the League work as a member, committeeman, and a
director. Most recently he was named as a member of the
Aeronautics Commission where he continues to serve with
distinction; and,
WHEREAS, even with all his efforts in governmental
activities, he has still found time to serve in many
capacities, his church and Local organizations, such as
his Community Club, fraternal organizations, the Rotary
Club, etc.
C. V. JACKSON NOW, THEREFORE, BE IT RESOLVED by the Council
of the Town of Pulaski, meeting in special session on this
RESOLUTION 5th day of September, 1968, that:
(1) The Town Council take this opportunity
to pay tribute to the dedicated service rendered by C. V.
Jackson to the Town of Pulaski, and to its people, to
this area and to the State as a whole, on his retirement
as Mayor after fifteen years of devoted service.

(2) The Council wishes to thank Mayor Jackson
for his efforts which have been far in excess of that which
may have been required of him; to congratulate him on his
able leadership throughout his term of office, and for his
promotion and tireless efforts on the mangy projects which were
started and batapleted_'-hiring his admni;~trat~on'.~ He is to be
further congratulated upon his ability to secure the cooperation
of members of Council, officials and leaders of the commnunity,
all of which were so necessary for the success of the
endeavors of the Town. The complicated planning and the
financing of the airport, and the modern water and sewer
system of the Town are mere prime examples of his accomplish-
ments.
The image as a public servant created by Mayor C. V.
Jackson should be pointed to with great pride as an out-
standing example in a time when so many people are prone
to unjustly criticize, to speak with disrespect and mistrust
all persons in public office.
(3) The Council wishes for C. V. Jackson many
happy and fruitful years, and trusts that he will allow it the
privilege to call upon him for his counsel and advice on the
many occasions when his vast experienc of the past will aff ord
light and guidance for the future.
(4) It is directed that a copy of this Resolution
be recorded as a part of the minutes of this meeting and a
suitable copy be presented to May or Jackson.

NOTICE T B THE PUBLIC ON CLOSING OF AN ALLEY OR STREET
You will hereby take notice that on the 15th day of
April, 1969, at the regular council meeting of the council
of the Town of Pulaski, Virginia, an application will be
made by the undersigned to officially close the following
described alley or street and all portions thereof located
in the said Town of Pulaski and more particularly described
as follows:
That certain alley or street lying and being in the English
Forest Subdivision as shown and set forth in that certain
ENGLISH FOREST plat entitled: "Plat showing English Forest Subdivision,
NOTICE TO CLOSE lying about one mile eastward from the Town of Pulaski, Vir-
ALLEY ginia, owner - Anne Allison English" dated October 20, 1953,
and prepared by E. H. Millirons and R. L. Mathews, Registered
Prof essional Surveyors, and of record in the Clerks Office
of the Circuit Court of Pulaski County, Virginia, in Plat
Book 2, Page 132, which said alley or street is shown therein
as being fifty feet in width and further shown as extending
from English Forest Road in a northeasterly direction between
Lots 9 and 10 of said Subdivision to the lands of Walter
Allison.
This notice is given pursuant to Section 15.1-364 of the
Code of Virginia, 1950, as amended.

PETITION TO VACATE AN ALLEY OR STREET
PURSUANT TO SECTION 15.1-364
OF THE CODE OF VIRGINIA E.950, AS AMENDED
T0: THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA
Anne Allison English respectfully petitions the Council
of ,the Town of Pulaski, Virginia, to vacate as an alley or
street in the aforesaid Town the following:
That certain alley or street lying and being in the
PETITION OF English Forest Subdivision as shown and set forth in that
ANNE A. ENGLISH certain plat entitled, "Plat showing English Forest Sub-
TO CLOSE ALLEY division, lying about one mile eastward from the Town of
Pulaski, Virginia, owner - Anne Allison English", dated
October 20, 1953, and prepared. by E. H. Millirons and
R.:L. Mathews, Registered Professional Surveyors, and of
record in the Clerk's Office of the Circuit Court of
Pulaski County, Virginia, in Plat Book 2, page 132, which
said alley or steeet is down therein as being fifty feet
in width and further shown as extending from English Forest
Road in a northeasterly direction between Lots 9 and 10 of
said Subdivision to the lands of Walter Allison.
Y:our.petitioner,,in support of this request, would
respectfully show unto Council the following:
(1) That your petitioner is the owner of property on
each s~.de.of the above-described alley or street, namely,
Lots 9 and 10 of said Subdivision.

(2) That said alley or street is of no use to anyone and is
not used and has never been used by the public.
(3) That there would be no inconvenience to anyone by
virtue of the vacation of this alley or street.
(4) That your petitioner did on the 2nd day of April,
1969, post notice of its intent to apply for the vacation
of the above set forth alley or street at the courthouse, at
the town office building, and at the fire station, all in
accordance with Section 15.1-364 of the Code of Virginia,
1950, as amended.
WHEREFORE, your petitioner requests that viewers be
appointed as set forth in the of oresaid Code Section and
that counsel may by proper ordinance of vacation, vacate and
close the aforesaid portion of said alley.

On motion of Councilman Aust, seconded by Councilman
Frye, and carried, it was, RESOLVED, that the petition be referred to
the Street Committee for the proper steps to be taken and proceed through
the proper channels.
Councilman Frye reported that the Cemetery Committee had

met and looked over the proposed development in Oakwood Cemetery, and it was
the recommendation of his Committee that the crest of the hill be developed
first; that grading of the driveways begin immediately; and that the sum of
$3500.00 be appropriated from the Cemetery Trust account for the cost of this
$8500.

Councilman Frye reported that the Police Committee and
$6300.
APPROPRIATED
FOR PURCHASE
OF POLICE
CARS
Finance Committee had met jointly and recommended that the sum of $6300.00
be appropriated from the General Fund surplus to Account No. 9283 for the
purchase of two police cars complete with radios, etc., and so moved. The
motion was seconded by ~ ouncilman Aust, and carried on the following vote:

Mr. Frye stated that as Chairman of the Safety Committee
he wished to .bring bef ore Councila matter that probably should be ref erred
to the Committee, and asked that it be placed on the agenda for immediate
attention. Council agreed the matter be placed on the agenda, and Mr. Frye
then advised members of Council of the very dangerous situation to pedestrians
existing at the intersection of Main Street and Washington Avenue. He stated when tt
the traffic light changes from red to green arrows on the north side to allow
traffic to make a left hand turn down Main Street as well as south bound

MAIN ST. Avenue on the .south side of the traffic light has a red light, but traffic is

AVENUE proceeding south in the south bound lane and this poses a dangerous situation

to the pedestrian. He stated he felt this should be corrected before someone
is hit by south bound traffic. Mayor Edens stated that he and Town Manager
Marshall had viewed this situation only recently and were of the opinion that
something would have to be done right away. Councilman Frye moved that the
appropriate authority,-or traffic engineer, be consulted and that safety signs
be installed, possibly "walk and don't walk" signs, if necessary, to correct
the situation, and that the Committee make a study. of same and report to
Council. The motion was seconded by Councilman Sl'aughan and carried.
Mr. Ratcliff advised that members of the Land Buildings and
COMM.
VISITED Parks Committee visited the new MunicipalBuilding at Martinsville recently'
NEW MUN.
BLDG. and gained ideas for a new municipal building.
MARTINSVILLE
Mr. Frye asked that another matter be placed on the agenda
for immediate discussion and as all members were in favor, he ad~sed that the
