Minutes of a special meeting of the Pulaski Town Council,
held June 2, 1966, at l~:00 P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. S. Cummings, T. J. McCarthy, F. L• Carrico,
H. H. Eggert, Rudolph Farmer, G. B. Gallimore,
W. A. Larson
Absent: Glen K. Aust
Also present: Town Manager: Evan Norton

The invocation was given by Councilman Carrico.
Mayor Jackson advised that the special meeting of Council
had been called;to hold a,>public hearing, as had been advertised in the
local newspaper, on a petitbn of the Paul Knitting Mills, Inc., to
vacate and abandon all of that southern thirteen-foot portion of Lot..
No. 25 in Block 118, designated as an alley, which alley apparently
had been abandoned by the Town a number of years ago, but in which
instance a proper ordinance of record was not adopted; and, further
to take the necessary action to adopt an ordinance vacating and closing
.the said portion of Lot No. 25 in Block 118.
No one appeared in opposition to the closing of this alley,
and upon the reading of the report of the Viewers by the Town Attorney,
Councilman Eggert moved that the following ordinance be adopted, which

REPORT OF VIEWERS:
The undersigned, who were appointed viewers by
the Council o f the Towa of Pulaski, Virginia, to
ascertain whether or not any inaronvenience would
result from discontinuing as a dedicated alley the
southern thirteen (13) feet of Lot No. 25, Block 118
,
according to the Official Map of the Town of Pulaski,
Virginia, wish to report to the Council of the Town of
Pulaski, Virginia, as follows:
(1) That they have viewed said portion of Lot No.
25, Block 118, set forth in the Petition in this matter,
and wish to report that, in their opinion, no i neonvenience
would result from discontinuing the same as a dedicated
alley.

ORDINANCE
AN ORDINANCE TO VACATE THAT CERTAIN
PORTION OF LOT N0. 25, IN BLOCK 118, AS A
DEDICATED ALLEY AS SHOWN UPON WHAT IS KNOWN
A5 THE OFFICIAL MAP OF THE TOWN OF PULASKI,
VIRGINIA, LYING AND BEING IN THE TOWN, AND TO
PROVIDE FOR PAYMENT OF C06TS, ETC.
WHEREAS, Paul Knitting Mi11s, Inc., appeared bymm
by petition on the 17th day of May, 1966, before the Council
Town of Pulaski, Virginia, after posting due notice of the
filing of said petition as required by law in at least three
places in said Town on the lath day of May, 1966, being at
least ten days prior to the time of the filing of said
petition which requested the Town to vacate and abandon all
of that southern thirteen-foot portion of Lot No. 25 in
Block 118, designated as an alley, which alley apparently
had been abandoned by the Town a number of years ago, but
in which instance a proper ordinance or record was not
adopted; and further, to take the necessary action to adopt
an ordinance vacating and closing the said thirteen-foot
portion of Lot No. 25 In Block 118; and,
of the
WHEREAS, it further appearing to the Council that said
alley should have heretofore been formally abandoned and vacated,
and that it is now and has been axed by the petitioner for many
years under the impression that said alley had been closed and
abandoned, and that no persons own any land abounding said alley
except the said petitioner; and,
WHEREAS, upon the filing of the aforesaid petition,
the said Council did by resolution adopted on the 17th day of
May, 1966, appoint C. L. Plunkett, Odell Mayberry and W. M.
Board as viewers and F. H. Flanagan alternate, as required
under Section 15.1-3611 of the Code of Virginia of 1950, as
amended, and,
WHEREAS, subsequ®nt thereto, notice of a public
hearing to be held on the 2nd day of June, 1966, in the Town
Office of Pulaski, Virginia, was given and properly published
in the Southwest Times, a local newspaper; and,
WHEREAS, on the 2nd day of June, 1966, said public hear-
ing was convened pursuant to the aforesaid notice, and there
app Baring no person opposed to the vacating and abandoningof
said alley as set out in the petition and hereinbefore described,
and upon the filing of the report of the viewers stating that in
the opinion of the viewers no inconvenience would result from
discontinuing the use of or by closing the said portion of the
alley; and,
WHEREAS, the Council of the Town of Pulaski is of the
opinion that no incorYVenience would result to any one by reason
of the closing of said thirteen-foot portion of Lot No. 25 in
Block 118;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
TOWN OF PULASKI, VIRIGINIA, as follows:
That certain strip or parcel of land 13 feet
in width, being the southern portion of Lot No. 25
in Block 118, as shown upon the Official Map of the
Town of Pulaski, Virginia, and set out and described
in the petition filed herein,
be, and the same is hereby, vacated as a public way or alley in the
Town of Pulaski, Virginia.

BE IT FURTHER ORDAINED that the Town Manager of the Town
of Pulaski, Virginia, cause to be recorded in the Deed Book of
the County of Pulaski, Virginia, located in the Clerk's Office
of the said County, a copy of this ordi Hance, and to take any
and all other steps necessary to properly place on the record
the said ordinance.

BE IT FURTHER ORDAINED that C. L. Plunkett, Odell Mayberry,
and W. M. Board, the aforesaid viewers, be paid the sum of Ten
Dollars 010.00) each, and that the costs involved in the vacating
of the aforesaid alley be paid by the petitioners.'

Town Manager Norton read a letter from the A. D. T. Corporation
in which it was stated the Corporation had been requested by the Jefferson
Mi11s Division of Kahn & Feldman, Incorporated, to convert their ADT Local
Burglar Alarm System to a Direct Connected System terminating at the

obligation to the Town of Pulaski, or the Police Department, except
to respond to signals received from the plant. Town Manager Norton
advised that he had requested the~Virgi nia Municipal League to forward

information concerning this reauest as they are handled by other towns
and cities in the State. On motion of Councilman Carrico, seconded by

Councilman Cummings, and carried, it was, RESOLVED that the request be
turned over to the Fire and Police Committees for further study and
recommendation to the Council..

Town Manager Norton advised that the matter of the retire-
ment of Howard C. Jackson as Director of Public Works, and the appoint-

that Mr. Mathews would become Director of Public Works, and Mr.
Jackson would become Consultant to the Town Manager, according to the
duties recently outlined in a memorandum to the Council, at a salary

of $3.00 per hour, not to exceed $1500.00 per year which is the
maximum allowed him by the Social Security Administration upon
his retirement. It was also the recommendation that the salary
of Lloyd Mathews be increased to $7,600.00 as of June 1, 1966.
On motion of Councilman Eggert, seconded by Councilman Farmer, and
carried on the following recorded vote, it was, RESOLVED, that the
recommendation of the Town Manager and Mayor be put into full
force and effect as of-June 1, 1966:
