Minutes of the regular meeting of the Pulaski Town
Council, held June 7, 1966, at t~:00 P. M., in the Municipal Office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: T. J. McCarthy, C. B. Gallimore, W. A. Larson,
H. H. Eggert, F. L. Carrico, Glen K. Aust
W. S. Cummings, Rudolph Farmer

The invocation was given by Councilman Aust.
Minutes of the regular meeting d'May 17th and special
meeting of June 2nd, were approved as recorded.
A petition was presented to Council by Tawn Manager Norton,
signed by eight property owners, asking that the Town rebuild the
sidewalk on the west side of North Jefferson Avenue between Second and

Town Manager Norton read a letter from Chief Engineer Hooker
of Coleman Furniture Corporation addressed to Mr. H. C. Jackson, in which
letter Mr. Hooker asked that the Town reconstruct the alley back of the

as valves, valve boxes, hydrants and down spout.~drains belonging to
the Coleman Furniture Corporation, it would be impossible to consider
drainage to side gutters. He further advised that the alley was
looked over with Mr. Hooker and since the alley is used mainly by the
Furniture Company it was suggested that itbe paved for its full width
with an invert at the center to drain water back out to Madison Avenue and the
Furniture Company share in the cost. However, Mr. Hooker felt that
Coleman Furniture Corporation would not agree to this. Mr. Norton

estimated that the approximate cost for reconstruction of this
alley would be $750.00 or $800.00 On motion of Councilman Carrico,

There was some discussion relative to the condition

Town Manager Norton advised that in 1960 Council had
asked the Town Planning Commission to make a study of the recreational

Council at a prior meeting and having to do with a "request by the
Industrial Research Corporation to the Town that they be relieved

Aust, seconded by Councilman Farmer, and carried, it was, RESOLVED,
that it be turned over to the Water Committee for a thorough investiga-
tion, and report back to the Council.
Town Manager Norton advised that he had been contacted
by the Department of Highways Engineers concerning the preparation of
street and highway arterial plan for the Town of Pulaski and surrounding
areas by the Highway Department; that they plan to start the local
ground work in July with this phase of the work to be completed by
September, and they propose to employ teachers and college students

PLAN. and data, with final completion of. the elan in about another year. He
further stated the Highway Department would review this thoroughly with
the Town before the final draft is completed, and that it will be done at
no cost to the Town other than providing work space for those doing the
ground work. Mr. Norton stated the plan will provide a layout of
arterial streets in and around Pulaski, widths, grades and other
standards to which these streets are to be built, cost estimates,
traffic projections and a recommended schedule for the construction of
each phase of the plan. He advised that it was felt this would be a
fine development for Pulaski and would provide a realistic arterial
Alan for the Town based on detailed and expensive traffic and 7.and-use
studies and other technical work that the Town could probably not
afford to undertake; would provide a definite plan that the Town can

work toward in preserving rights-of way, in coordinating sub-
division of land by requiring street segments to be built to
tie in with the plan and cooperation in street costs ; the plan would
include cost estimates and a schedule of construction based on
traffic prtsjections, which would be of great value in setting
up the Town's capital improvement program for streets, and
that the arterial streets should be constructed at minimum cost
to the Town. The 85-15 policy of state to town participation in
costs is true for streets in the primary system and the Engi veers
stated they hoped the policy would be good for all streets in the
arterial plan, whether primary or secondary.
As there was no further business to come before the
Council, the meeting adjourned at 5:30 P. M.
