Minutes of the regular meeting of the Pulaski Town
Council, held June 21, 1966, at 4:00 P. M., in the Municipal Office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: C. B. Gallimore, W. A. Larson, H. H. Eggert,
Rudolph Farmer, Glen K. Aust

Minutes of the regular meeting of June 7th were approved

Town Manager Norton read a letter from Mr. 0. H. Woolwine,
Agent and Yardmaster for the Norfolk and ?~Testern Railway Company, which
letter was in answer to rlr. Norton's recent letter regarding the block-
ing of Washington Avenue with passenger trains. Mr. Woolwine advised
that the platform at the Pulaski station is limited in length and width
to load and unload mail from mail cars, and it depends upon the location
of these cars in the train whether trains can stop short of the crossing
or must pull across to place the mail cars at the widest part of the

Town Manager Norton presented a reauest of John R. Powers,
Mgr. of IGA Food Fair for the installation of curb and sidewalk on the
STREET COMM. east side of the Food Fair property and Main street. Mr. Norton stated

FOODFAIR PROP. ~.. Norton stated that Mr. Powers is willing to pay his part of the cost
of the improvement. On motion of Councilman Aust, seconded by Councilman
Gallimore, and carried, it was, RESOLVED, that the reauest be turned over to
the Street Committee for study and report to Councal.~
A reauest of Mack W. Wilson for the installation of curb
in front of his property on Third Street between Randolph and Henry
Avenues, was presented to Council by Town Manager Norton. Mr. Norton
stated this pro3ect would also involve a drainage situation concerning
MACK W. WILSON the property of a person on Randolph Avenue, south of Third Street. On

Town Manager Norton briefly reported on the purpose
as well as the accomplishments of the June 16th meeting, called by
Mayor Jackson, and composed of representatives from the County
Board of Supervisors, the Town Council of Pulaski and Dublin, the
Pulaski Town Planning Commission, the Pulaski County Planning
Pulaski
Commission the/Beautification Committee, and the DirACtor of
the Pulaski County Community Action Program, and others. Mr.
Norton stated the Pulaski Beautification Committee had suggested
that a plan be developed for countywide beautification and land-
scapping, which plan could be used to obtain funds to employ a
director and personnel through the Pulaski County Community Action
Agency, to do the actual landscaping and planting; which proposal

fi nancial assistance in the preparation of the plan. Mr. Norton
stated certain recommendations and methods of obtaining the necessary
financial assistance were discussed at the meeting, all of which
had more fully been related to Council in a recent report, from the
Town Manager. He further stated that the State Division of
Industrial Development and Planning had been reouested to furnish
their recommendation as to how this might best be accomplished, and
they recommended that a joint commission be organized with representa-
tion from Board of Supervisors, and Towns of Pulaski and Dublin, and
forwarded the necessary forms for a Joint Agreement as well as informa-
tion regarding the legal reouirements for such a Joint Commission. He
further stated the Joint Planning Commission would by no means supplant
the present County and Town Commissions, and the joint committee recommend-
ed that the Joint Planning Commission be composed of nine members, one
(l.) from Pack of the governing bodies and two (?) from each of the member
jurisdictions, and that the local cost far the operation of the
Commission be divided prapertionatel.y among the jurisdictions
on the basis of their respective populations.

After a discussion of this proposal., Town Manager
Norton and Geo. A. Hillsman, Directox of the Pulaski County Chamber
of Commerce, were authorized to look further into this matter,
requesting the assistance of the Status representative, Mr. Outland
at Abingdon, or any federal. officials, and set up another meeting so
that all might become more familiar with the proceedings invol.vPd.
On mo+.i.on of Councilman Aust, seconded by Councilman
Larson, and carried, it was, RESOLV~'D, that Section H under Chapter III
of the License Tax Ordinance, be studied and a report made to Council.

SECT. H. CHAPT. and complained about the town's interpretation of this section which

reads as follows: Sec+,ion H. TRAIL~~'RS & SL'MI-TRAILERS -PRIVATE.
On one or two wheel trailers, with body length not more than six (6)
feet, width not exceeding the width of the cams maximum capacity,
not to exceed 1,000 pounds, to be attached to applicants own automobile
or tractor, and not to be used for carrying produce, freight, or property
for other than the owner, the license tax shall be X3.00. On every trailer
or semi -trailer designed and used for transportation of passengers, or
equipped for living quarters, and not used for hire, the license tax
shall be $5.00. Mr. Warner reported that the trailer owners were
being charged a fee of X5.00 for the privilege of hauling their boats and
camping gear for not more than three months of the year, and felt this Was
unfair. He was advised that the matter had been referred to the Ordinance
Committee for study and report.
In the absence of the Chairman of the Gtreet Committee,
T. J. McCarthy,Town Manager Norton reported on the matters having been
referred by Council to that Committee on June 7th, as follows:
(1) With regards to the petition requesting that sidewalk on
the west side of North Jefferson Avenue between 2nd and 3rd Streets
be rebuilt, the committee recommended that a survey be made of all
the curbs and sidewalks in the downtown area. and report to Council..
It was also stated that the petition of 0. H. Meredith for curb

(2) The Street Committee recommended that the reauest of
Harry Bouras that an alley west of Randolph Avenue running
from ?_nd Street to 3rd Street be opened, be approved, On
motion of Councilman Gallimore, seconded by Councilman
Farmer, and carried, it was, RFSOI:VF'D, that the recommenda-
tion of the Street Committee be accepted.
(3) With regards to the request of Lawson, Quesenberry and
Murphy for curb and gutter on the right side of High Street,
in which they agreed to pay one-half of. the costs, it was
the recommendation of the Committee that for reouests of this
kind the property owners be rewired to pay the entire cost of
the pro3ect. After a discussion of the recommendation of the
Street Committee and east policies of the Town, Councilman Aust,
moved that the matter be referred back to the Street Committee
to review past policies of the Town in similar cases, and report
back to the Council. The motion was seconded by Councilman
Larson and Carrie d.
(11) Because the Street Committee felt the alley back of
the shopping center on Fift~~ Street was primarily for the
use of Coleman Furniture Corporation, the Committee recommended
against the Town spending money on this alley to the extent
as requested by the Coleman Furniture plant. However, he stated
the "chug" holes had been fi71 ed with stone by the Town since
this request. On motion of Councilman Farmer, seconded by
Councilman Larson, and carried, it was, RE'SOLV~D~ that the
recommendation of the Street Committee be accepted.
Town Manager Norton reported that the remai Wing un-

paid principal in the amount of $22,000.00 of the original note in the amount
of X135,000.00, covering the payment for improvements to Route 99 in the

BREAKFAST MEETING Council. agreed to meet Tuesday morning, June 28th,

BUDGET. at 7:00 A. M. for breakfast at the Armory for a discussion of the
Town Manager's propas?d budget for the fiscal year 1966-67.
Town Manager Norton recommended that 1~'illiam E. Cox,
a VPI graduate in Civil ~'ngineering, be employed far the summer months
at the rate of X1.35 per hour to assist in the Town's Engine Bring

employed as recommended by Mr. Norton.
Town Manager Norton reported that recently he was
advised by the Highway Department Engineers that under SB 1L,3 of the
General Assembly, effective June 27, 19b6, municipalities can request
that the entire procedure in purchasing right-of way be conducted by

stated it was the recommendation of the Highway Department that this
procedure be followed in the future and asked that letter informing them
of this be forwarded to them. This was discussed and Town Attorney Moore
was directed to check into this with regards to the title work involved
with securing of right-of ways, and this be carried on the agenda for
the next meeting.
Town Manager Norton reported that flowers had been

A map showing the area of mountain land near the
National Guard Armory was displayed to the members of Council by Town
Manager Norton. Mr. Norton designated on this map an area which the
Pulaski Town Planning Commission had recommended be set aside for
additional fire fighting facilities for the Fire Department, with a
large area being reserved for recreational development. There was

There was feeling among Council that the matter should be
referred to the Land Building and Parks Committee to be acted
on later when a full Council is present. On motion of
Councilman Aust, seconded by Councilman Gallimore, and carried
on the following recorded vote, the recommendation of the
Planning Commission was adopted:
