Jackson, presiding. Councilmen: C. B. Ga].limore, T. J. McCarthy, W. A. Larson, W. S. Cummings, Clen K. Aust, H. H. Eggert, Rudolph Farmer Absent: F. L. Caldwell, and many others who were interested in the house trailer public hearings but were not heard or identified The invocation was given by Councilman Aust. Minutes of the regular meeting of August 2nd were approved, as recorded. Mayor Jackson advised that all legal reouirements for the holding of a public hearing had been met and this was the time and place to hear anyone who was opposed to the placing of a house trailer at 1620 Newbern Road. Mr. Caldwell presented to Council a petition containing signatures of a considerable number of property owners in the area who opposed the placing of this house trailer at this loca- ARCHIE TRAIL tion. DENIED. when there is opposition to them, Councilman Aust maned that the applica- tion of Mrs. Trail be denied, which motion was seconded by Counci]xnan Farmer and carried. The second public hearing, as advertised, was held by Council OAKLEY COLE on the application of Mrs. Oakley Cole.to place a house trailer at TRAILER APPL DENIED. Randolph Avenue and 16th Street. Councilman Gallimore presented a petition to Council containing the signatures of a considerable number of property owners in that area who opposed the application ~'~~ ~~~ Council rains. contd. 8/16/66 Mrs. Oakley Cole, including that of himself, and asked that he be excused as a Councilman in this instance and be considered as a citizen appeari ng before Council. On motion of Councilman Farmer, seconded by Councilman Larson, and carried, Councilman Gallimore abstaining, it was, RESOLVED, that the application of Mrs. Cole be detzied. Councils third public hearing on house trailer applications was that of John Tavares and Chas. G. Clark. It appeared that all TRAVARES & legal steps had been taken in this matter and Mayor Jackson asked to CLARK TRAILER APPLS. WITH- hear from anyone who opposed the placing of two house trailers at DRAWN. Franklin Avenue and 7th Street, N. E. A petition was presented to Council containing approximately eleven signatures of property owners in that area opposing this application. Following considerable discussion between Council and the applicants, Mr. Tavares advised that these two applications would be withdrawn if Council intended to deny them on a "policy basis' only. Mayor Jackson advised that it had always been the policy of the Council to deny any house trailer application where there was opposition to same. Mr. Traver®s then withdrew the applications. Town Manager Norton presented to Council the application of Jerry F. Smith for permission to Place a house trailer at 1607 USUAL PROCEDURE TO BE FOLLOWID Randolph Avenue. Councilman Eggert moved the application be handled ON TRAILER APF~. OF JERRY SMITH. in the usual manner as other applications of this nature, and a public hearing advertised for Council's next regular meeting. A petition from approximately thirty residents on Robinson Tract Road, between the Town Corporate limits and the old Airport, for town water service, was presented to Council. Mayor Jackson advised that Council was in sympathy with the people, but that the Town had definite policies with regards to water services outside the corporate limits. Philip Sadler, Attorney for Kahn & Feldman, Inc., presented a petition to Council, to vacate that certain fourteen (ll.~) foot alley lying in Block 118, according to the Official Map of the Town of Pulaski, Virginia, and running from Commerce Street on the North to First Street, S. W., on the South; the portion thereof to be closed is that portion commencing on the south side of Commerce Street, running South 2 degrees 00' West 376.17 feet. Mr. Sadler also presented to Coucil copy of notice, which was posted on the 5th day of August, 1966, of it's intention to ask Council to vacate that portion aforesaid. Sadler 1 ~`~f ~1 Council minx. contd. 8/16/66 PETITION TO VACATE AN ALLEY PURSUANT TO SECTION 15.1-364, OF THE CODE OF VIRGINIA, 1950, AS AMENDED TO THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA: Kahn & Feldman, Inc., respectfully petitions the Council of the Town of Pulaski, Virginia, to vacate, as an alley in the aforesaid Town, the following described parcel of land: That certain fourteen (14) foot alley lying in PETITION TO VACATE Block 118, according to the Official Map of the ALLEY LYING IN BLK. 118. Town of Pulaski, Virginia, and running from Commerce Street on the North, to First Street, S. W., on the South. The portion thereof to be closed is that portion commencing on the South side of Commerce Street, running South 2 degrees 00' west 376.17 feet. Your petitioner, in support of this request, would respectfully show unto Council the following: (1) That your petitioner is the owner of property on each side of the above set forth portion of said alley, having recently purchased the Paul Knitting Mills, Inc., property, and that said alley is of no use to anyone and is not used by the public. Said alley leaves a portion of the former Paul Knitting Mills, Inc. property o~ea to the public and is being used for loitering and general trespassing by members of the public. (2) That there would be no inconvenience to anyone by discontinuing the above portion of said alley. (3) That your petitioner did, on the 5th day of August, 1966, post Botice of its intent to apply for the vacation of the above set forth portion of said alley at the Courthouse, at the Town Office Building and at the Fire Station, all in accordance with Section 15.1-364 of the Code of Virginia, 1950, as amended. Following a discussion of this request of Kahn & Feldman, on motion of Councilman Gallimore, seeanded by Councilman McCarthy, and carried, the following resolution was adopted appointing viewers: BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF RESOLUTION ADOPTED PULASKI, VIRGINIA, meeting in regular session on the APPOINTING VIEWERS 16th day of August, 1966, as follows: FOR CLOSING ALLEY RUP~NING FROM COMM. Oa motion of Councilman McCarthy, seconded by Councilman Cummings, and carried, it was, RESOLVED, that the amendment to the Taxi Ordinance be turned over to the Ordinance Committee for further study and recommendation to Council. The Town Treasurer is hereby ordered to correct tax tickets accordingly and he is hereby relieved for the duty and responsibility of collecting same. COLLECtIING directed to continue to collect the unpaid taxes on said list SAME. , Town Manager Norton advised that two residents of the Lottier Bottom and Howard Street area had recently inquired as to the status of their petition for sewer services to that area. It was brought out that petitions for RESIDENTS OF LOTTIER these areas are dated November 1965 and are next in chronoligical order on the BOTTOM & HOWARD ST. list of petitions after Locust Hill-Patterson and Taylor Dillon (Brown Addition), INQ. ON PETITION a list which was prepared by the Sewer Committee. It was also brought out that FOR SEWER SERV. NO only twelve of these petitioners placed the required deposit in the Treasurers ACT. TAKEN. office and there appeared to be approximately thirty-some petitioners. No action was taken by Council. Town Manager Norton advised that he hsd been contacted by Warren K. A petition from residents on South Maple Street for a fire plug 1 at the top of the hill was presented to Council by Town Manager Norton. Council mina. contd. 8/16/66 CARSON REP. ON RETIRE- MENT PLAN. TOWN ATTY. REP. ON HIGHY. DEPT. TITLE WK. On motion of Councilman Farmer, seconded by Councilman Gallimore, and carried, the request was refered to the Water Committee. Councilman Larson reported that there remained only a few more years until the amount of X12,500.00 required of the Town to be deposited each year in the Retirement Plan Fund, would be "washed out". Town Attorney Moore advised that he is still corresponding with the officials of the Highway Department with reference to title work in securing future right-of ways for highway construction, and had no further report to make on that matter. ~ 2~~`~ Mr. Moore advised that he was not happy with the advance sheets by the Legislature on regulations for abandoned cars, and asked Council to defer this until after the League meeting in September. By motion of Councilman Farmer, seconded by Councilman Larson, and carried, Mayor Jackson was authorized to execute the contract with the arch- itectural firm of Eubank, Caldwell and Associates of Roanoke, Virginia, authorizing them to begin preliminary work on planning for a new municipal building. It was brought out that this does not obligate the Council at this point to proceed with the construction of the building, but does get actual planning underway so that the Council can determine vital facts such as the layout and design of the building necessary for present and future operationsi MAYOR AUTH. the site on which the building will be located and a close estimate of the TO EXECUTE CONTRACT cost of the building; that the cost of this planning for the building will be WITH ARCHIT- ECTURAL FIRM at no expense to the Town until such time as the building is actually constructed, FOR MUi~.ICIPAL BLDG. since an interest-free planning loan can be obtained from the Federal government that need only be re-paid when the building is actually constructed. Town Manager Norton advised that it was the recommendation of the STATE DIV. Town Planning Commission that the Town proceed with its own Plann~.tig Program OF INDUST. PLANNING and request the State Division of Industrial Development and Planning, under TO ASSIST PLANNING COMM.their regular program, to assist the Town Planning Commission in setting up the overall planning program for the Town. Mr. Norton stated this includes not only the necessary regulatory procedures to insure the Town's orderly growth but also a complete and scheduled program of improvements to meet the Town's present needs and the future needs occasioned by growth. On motion of Councilman Aust, seconded by Councilman Gallimor®, and carried, it was, RESOLVED, that the recommendation of the Town Planning Commission be adopted. `~+~+1~~ Council rains. contd. 8/1Ei/titi Town Manager Norton reported to the Council a proposal to establish census tracts in Pulaski to be used to advantage when the Census Bureau takes the next census to record data that will be very useful in future planning by PLANNING the Town and by other groups in the Town that can take advantage of this. TO ESTABLISH is necessary under government regulations that a local representative committee CENSUS TRACTS. undertake the necessary work to accomplish this and it was reported to the Council that the Town Planning Commission requested authorization to do this work. This authorization was approved by the Town Council; with the Planning Commission to be augmented if necessary by other representation to undertake ` this work. E.W. HOLYFIELD Town Manager Norton reported that Elmer W. Holyfield assumed his ASSUMED DUTIES AUG. 15th. duties as Building and Zoning Administrator and Town Engineer on August 15th. In a recent conference with Mr. I. G. Vass of Galax, Council was advised that a study of city status would cost approximately X3,000.00. On motion of Councilman Larson, seconded by Councilman Gillimore, and carried on the following recorded vote: CITY STATUS W. A. Larson - aye H. H. Eggert - aye STUDY TO COST W. S. On motion of Councilman Aust, seconded by Councilman Gallimore~ and ANNUAL PICNIC TO BE HELD carried, it was, RESOLVED, that the Annual Employees picnic be held at the AUG. 24th. Mayor Jackson reminded those present that this was the last regular meeting of Council for Mr. Larson and Mr. Carrico, and commended both gentlemen for the fine services both had rendered to the Town and the Community. Councilman Aust moved that Mr. Larson and Mr. Carrico MR. LARSON& be commended for their fine services to the Town. This motion was seconded MR. GARRICO COMMENDED by Councilman Cummings, and carried.
