HomeMy WebLinkAbout09-01-664~~ ~ i At a regular municipal election held for the Town of Pulaski, Virginia, on June 14, 1966, the following officers were elected with TOWN OFFICIALS terms to begin September 1, 1966: ELECTED JUNE 14, 1966. Mayor Jackson - two year term; Glen K. Aust, S. G. Frye, T. J. McCarthy and Raymond F. Ratcliff Councilmen to serve for four years. The Mayor-elect and the Councilmen-elect having duly qualified before the Clerk of the Circuit Court of Pulaski County, Virginia, as provided by Section IX of the Town of Pulaski Charter of 1948, ana the Charter Amendment approved by the 1956 Legislature, a meeting was held the 1st day of September, 1966, at 4:00 P.M. in the Municipal Office. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. S. Cummings, Raymond F. Ratcliff, Glen K. Aust, S. G. Frye, K. H. Eggert, Rudolph .Farmer, C. B. Gallimore Absent: T. J. McCarthy Also present: Town Manager: Evan Norton Clerk: Gladys R. Dalton Fire Chief: Wm. A. Ha11 Visitors: Clara Cox, Southwest Times reporter Tom Cassell, WPW Radio Station Paul Dellinger, Roanoke Times reporter The invocation was given by Town Manager Norton. Mayor Jackson welcomed Mr. Frye and Mr. Ratcliff to the Council, and Mr. Ratcliff stated that he felt it a privilege to be elected to this Council and he would do all he could to carry out the obligations of the MR. FRYE MR. RATCLIFF office as councilman; he would try to be cooperative and work out any WELCOMED TO COUNCIL. differences within the Council Chamber; it was his feeling each had a responsibility to each other and he would try to carry out that respon- sibility. Mr. Ratcliff solicited the cooperation of the older councilmen and stated that any time he was out of line he would appreciate being told that he was. Councilman Aust stated he felt all the council was glad to have Mr. Frye and Mr. Ratcliff. Mr. Frye stated that Mr. Ratcliff had covered his feelings in the matter. TOTAL VOTE CAST - Fifteen Hundred Ten (1510). VIRGINIA: IN THE CIRCUIT COURT CLERKS OFFICE ON JUNE 16, 1966. W®, the undersigned Commissioners of Election held in the Town of Pulaski on Tuesday, June 14, 1966, do certify that the above is a true and correct abstract from the return of said election, and do, therefore, determine and declare that C. V. Jackson received the highest number of votes cast at said election for Mayor of said Town; and that Glen K. Aust, T. J. McCarthy, 5. G. Frye and Raymond F. Ratcliffe, received the highest number of votes cast at said election for members of the Council of said Town. Accordingly, we do certify that C. V. On motion of Councilman TO SERVE AS VICE-MAYOR. Gallimore, seconded by Councilman Ratcliff, it was unanimously RESOLVED, that the nomination be closed and T. J. McCarthy shall serve as Vice Mayor of the Council for a period concurrent with that of Council: Two years. HOME and Mr, Gallimore to the Methodist Church Sponsored Home for the Aged COMMITTEE. Committee. Fire Chief Hall advised Council of a proposal, good until the 5th of September, for the purchase for the working apparatus only for a fire truck in the amount of X14,091.55. It was brought out that there has COUNCIL APP. PURCHASE OF been set aside and earmarked for the purchase of a new fire truck, the FIRE FIGHTING APPARATUS sum of X12,000.00, and that the current budget provides that the sum of ONLY. X9,800.00 be placed in this reserve fund for the replacement of afire truck. Mr. Hall stated bids are being secured on the truck chassis, and that delivery of the working apparatus would b® made within six months. Council mina. contd. 9/1/66 ~~~ /e_) Councilman Farmer moved that an order be placed at once for the purchase of the fire fighting apparatus only, without the chassis, in the amount of X14,091.55 to be charged to capital account number 9256, set up for this purpose, in accordance with the proposal. McCarthy - absent Mr. Cummings reported that it was the recommendation of the Water Committee to the Council that a X10.00 water deposit be required WATER COMM. for all water accounts and that the water connection charges be setup as RECOMMEAID5 WATER DEPOSIT recommended in a recent report. The committee also agreed to recommend ETC. PER RECENT REPORT. to the Council that the proposal in the report for a water extension policy REC. ADOPTED. be studied in detail by a special committee to be appointed by Council to report back to the Council with their recommendations as to a policy for outside water extensions. Mr. Cummings also reported that it was the recommendation of the committee that a booster pump be installed at the intersection of Route 11 and Pleasant Hill Drive, and that Pleasant Hill Drive water line be looped from its present terminus to connect to Route WATER COMM. 11 at the other end and this booster pump would then serve to boost the RECOMMENDS BOOSTER PUMP pressure in this entire area to include Pleasant Hill Drive-Route 11- BE INST. AT INTER. RT. Windsor Circle and other areas to the east of this, and that it would 3L~L-PLEASANT HILL DR. be necessary to isolate this system by closing valves at Pleasant Hill REC. ADOPTED. Drive and Route 11 so that the big booster pump on Route 11 would still continue to feed the Hall's Hill tank. Mr. Cummings reported that the installation would cost approximately X3,500.00. On motion of Councilman Eggert, seconded by Councilman Farmer, it was, RESOLVED, that the recommead- scions of the Water Committee be adopted and the booster pump be installed. No appropriation was necessary as the cost of this pump was setup in the current budget. No action was taken with regards to a policy for outside water NO ACT. TAKEN extensions as Council felt the matter should be held over until the new ON OUTSIDE councilmen could become familiar with this project. WATER EXT. Town Manager Norton reported that plans are in the making for FEDERAL ASST. SOUGHT TO obtaining federal assistance in the town's program to improve its water and IMPROVE WATER, SEWER & PARKING. sewer systems, as well as the parking situation. ~ )",. ,~,~, Council miss. contd. 9/1/66 It was the consensus of Council that the speed limit of SPEED LIMIT CHANGED TO thirty (30) miles an hour on Bob White Boulevard (Route 611) be 45 MILE PER HR.
