Jackson, presiding. Councilmen: Raymond F. Ratcliff, W. S. Cummings, T. J. McCarthy, S. G. Frye, Glen K. Aust, Rudolph Farmer, H. H. Eggert Absent: C. B. Moore Visitors: Clara Cox, Southwest Times reporter Paul Dellinger, Roanoke Times reporter Cecil Breedlove F. W. Haley The invocation was given by Councilman Aust. NLinutes of the regular meeting of September 22, 1966, were approved as recorded. Town Manager Norton reported that the Pulaski Town Planning Commission held its public hearing Monday, October 4th, on a petition PLANNING COMb1. REC. FOREST from Forest W. Haley to rezone from residential to industrial classification HALEY PROP. BE REZONED. a portion of land belonging to him and located on'the west side of Maple Street and South of 2nd Street, S.W., and property belonging to the Jefferson Mills. Mr. Norton further reported there was no opposition to Mr. Haley~s petition for rezoning, and it was the recommendation of the Planning Commission to the Council that the land aforesaid be rezoned from residential to industrial classification. Councilman Aust moved that the recommendation of the Town Planning Commission be accepted, and the Town Manager was directed to proceed with the advertisement of a public hearing to.be held by the Town Council on November 1st, at 4:00 P.M. Mayor Jackson read to Council a letter from Dr. Foye Gibson, DR. GIBBON LETTER READ. Asbury Acres, Maryville, Tennessee, regarding his recent visit to RE: METH. HOME. Pulaski to view sites for the proposed Methodist Home for the Aged to be located between Roanoke and Bristol. Councilman McCarthy reported that the Street Committee had met, Mr. Frye being absent upon his own request that he not take any part in this particular request before Council, and viewed the drainage situation on Newbern Road as presented by Cecil Breedlove. Mr. McCarthy stated it was the Committees recommendation to Council that the drainage problem was that of the property owner and not the Town, and voted to turn down ~~`~',9~'~ Council mina. contd. 10/4/66 Mr. Breedlove's request. Mr. McCarthy further stated the problem has existed for some time. He suggested that the pipe at the inter- section be cleaned out. Councilman Aust made a substitute motion that the Town Manager see that the pipes are cleaned out as recommended by the Committee and that the matter remain on the agenda, which motion was seconded by Councilman Farmer, and carried on the following vote: Raymond F. Gallimore - absent Mr. McCarthy reported that the Street Committee had considered the petition of property owners on the west side of High Street for curb and gutter, and recommended that curb and gutter be installed on the west CURB & GUTTER TO BE INST. side of High Street on the same basis as had recently been installed on ON WEST SIDE OF HIGH ST. the east side, that is, the property owners to pay one-half of the cost and the Town one-half. Mr. McCarthy moved that the recommendation of the Street Committee be accepted, which motion was seconded by Mr. Farmer, and carried unanimously. Mr. McCarthy reported that the Street Committee had considered the petition of property owners on Allen Street for curb and gutter, and CURB & GUTTER FOR ALLEN ST. recommended that this not be done at this time. Mr. McCarthy moved that NOT REC. AT THIS TIME. the recommendation of the Street Committee be accepted, which motion was seconded by Councilman Eggert, and carried. Mr. Farmer advised that the Ordinance Committee had met with Town Manager Norton, and reviewed the situation having to do with accepting PREVIOUS POLICY TO BE FOLLOWED and processing house trailer applications, and due to the stortage of ON TRAILER APPL. houses for rent, it was the recommendation of the Committee-that the Council follow its previous policy of accepting and processing appli- cations for house trailers. This recommendation was put in the form of s motion by Mr. Farmer, and seconded by Councilman Ratcliff, and carried unanimously. Council mina. contd. 10/4/66 Town Manager Norton advised that he had no further report NO FURTHER REP. to make on a new municipal building other than that reported in the ON MUNICIPAL BLDG. administrative report, that detailed studies are underway with regard to office procedures, and for planning space and equipment for a new building. Town Manager Norton advised that the County proposes to drop household and personal property taxes for the year 1967, and that the Town will have to make its own assessment, or lose approximately X18,000.00 in revenue. He further stated that the Council might wish a l w'-all~p_J to consider a tax to take the place of the household and personal FINANCE COMM. TO STUDY POSS. property tax, such as a utility tax which had previously been considered UTILITY TAX. by the Council. He recommended that the matter be given study, and on motion of Councilman Ratcliff,~seconded by Councilman Eggert, and carried, it was, RESOLVED, that the matter be referred to the Finance Committee for study and report. Council discussed again the possibility of approaching the County Board of Supervisors in an effort to secure a larger portion of the optional one percent sales tax. The Town's request of several months ago having ended in a two-two tie vote by the Supervisors. On motion of Councilman Eggert, seconded by Councilman Frye, and carried unanimously, MAYOR TO GO it was, RESOLVED, that Mayor Jackson be appointed to go before the BEFORE BOARD OF SUPR. Board of Supervisors and make a definite and formal request that the RE: SALES TAX. Town share in the sales tax on a total population basis for the entire one percent rather than on one-half of the one percent on a school age population basis. It was the feeling of Council that if, after s formal request is made of the Board, there is still a tie, Council would ask for a tie breaker. Town Manager Norton advised that it was felt that a savings could be effected by distributing the Town's bank accounts among the two local TOWN'S BANK banks rather than continue the practice of using one bank one year and AGCTS. Council advised this was an administrative matter, but suggested that the accounts be kept equalized between the two banks, if possibl®. ~~~~~~~ Council mins. contd. 10/4/66 Town Manager Norton reported on the recent meeting held at the Ruritan Headquarters at Dublin on housing and planning, at which meeting Mr. Richard Bourbon, Housing and Urban Development Agency, Philadelphia, had suggested that a regional planning commission be set up, or a Town-County planning program; that approval for grant assistance can be obtained px~mvided the County cooperates in the planning in the area surrounding the Town and in implementing the plan when completed through appropriate legislation. Council felt the appropriate area to be considered to be that area within two miles of the Town's corporate limits. It was suggested that Town Manager Norton contact Mr. Fred Cole, Chairman of the Board of Supervisors, and discuss TOWN MAN. AUTH. TO CONTACT with him this matter. On motion of Councilman McCarthy, seconded by BOARD OF SUPR. RE: TOWN-COUNTY Councilman Eggert, and carried, it was, RESOLVID, the Town Manager was PLANNING PROGRAM. directed and authorized to approach the Board of Supervisors with the proposition that the Town and County jointly by agreement plan for an expansion within a certain distance of the Town, and the County indicate their willingness to cooperate with the Town in this endeavor by proper letter or resolution to the Housing and Urban Development Agency of the Federal Government. Town Manager Norton advised that at Council's June 21st meeting when curb and gutter was requested for the west side of High Street, the street committee recommended that the entire cost for the construction of curb and gutter be borne by the property owners; that there followed a discussion relative to past policy of the property owner paying one- half the cost and the other half by the Town; and that the matter was referred back to the Street Committee for a review of past policies in NO MORE CURB & GUTTER PET. similar cases. Committee worked together on a curb and gutter policy, and that no more POLICY EST. petitions for curb and gutter be accepted until a definite policy is established by the Town. This motion was seconded by Councilman Frye, and carried. Mayor Jackson advised that the Appalachian Power Company had expressed interest in purchasing town-owned property on Route 99 which is now used for recreational purposes, on which to construct an office and auto storage facility; that investigation is underway by the Town APPRAISAL TO BE SECURID ON RT. 99 PROPERTY. RE: SALE TO APC~o. fi Council rains. contd. 10/4/66 to purchase some land for recreational purposes, but no commitments have been made. He further stated he felt the Route 99 property should be appraised, and on motion of Councilman Eggert, seconded by Councilman McCarthy, and carried, it was, RESOLVED, that the Town secure an appraisal of the property on Route 99 known as the "old ball park" and which property APCo. is interested in purchasing for office and auto storage space. ~t~`7 Town Attorney Moore reported that it is not feasible for the COMM. Judge to name the Trustees to the Oakwood Cemetery Trust Fund, but that the Council could draw up an ordinance appointing the trustees for the establishment of a private trust. Councilman McCarthy moved that the Mayor appoint a committee, from the Council, to look into the Cemetery Trust matter, and to proceed as quickly as possible. This motion was seconded by Councilman Aust, and carried. On motion of Councilman McCarthy, seconded by Councilman Eggert, and carried, Council went into executive session.
