Town Manager Norton reported on the recent meeting held at
the Ruritan Headquarters at Dublin on housing and planning, at which
meeting Mr. Richard Bourbon, Housing and Urban Development Agency,
Philadelphia, had suggested that a regional planning commission be
set up, or a Town-County planning program; that approval for grant
assistance can be obtained px~mvided the County cooperates in the
planning in the area surrounding the Town and in implementing the plan
when completed through appropriate legislation. Council felt the
appropriate area to be considered to be that area within two miles of
the Town's corporate limits. It was suggested that Town Manager Norton
