Minutes of the regular meeting of the Pulaski Town Council,
held November 1, 1966, at 4:00 P. M., in the Municipal Office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: T. J. McCarthy, Glen K. Aust, Raymond F. Rateliff,
W. S. Cummings, C. B. Gallimore, S. G. .Frye,
Rudolph Farmer
Absent: H. H. Eggert

The invocation was given by Councilman Rateliff.
Minutes of the regular meeting of October 18th were approved,
as corrected.
Mayor Jackson advised it was the time and place as had been
advertised in the local newspaper for a;public hearing on the application
of Robert Lee Gallimore for permission to place a house trailer on Case

GALL~IMORE Knife Road, and asked if there was anyone present who wished to oppose

APPROVED. this application. It appeared there was no opposition to Mr. Gallimorets
application and it was also brought out by Engineer Holyfield that Mr.
Gallimore had been contacted and h® now desires to connect to the Townts
water system, but sewer is not available to his lot. On motion of
Councilman Aust, seconded by Councilman Rateliff, and carried, it was,
RESOLVED, that the application be approved.
As had been advertised in the local newspaper, Council held its
public hearing on the application of Emma Poindexter to place a house

present who wished to oppose the application and there appeared to be no
opposition. Upon the recommendation of Engineer Holyfield, Councilman
Farmer, moved that the application be approved. Councilman McCarthy
seconded the motion, which carried.
A public hearing was held, as had been advertised in the
local newspaper, on the application of Tyree and Carolyn Thompson to

Mayor Jackson then advised that it was the time, date and place, as
had been advertised in the local newspaper, for Council to hold its public
hearing on a proposal to rezone from residential to industrial classification
a portion of land belonging to Forest W. Haley on the west side of Maple Street
and South of 2nd Street, SW, and property belonging to the Jefferson Mills.
Mayor Jackson advised that Mr. Haley had presented his request to the Town

HALEY PROP. Planning Commission and that the Planning Commission had held a public

TO INDUST. hearing on this request, and had recommended to the Council that the land
as stated aforesaid be re-zoned from residential to industrial classification.
As there was no opposition to this proposal, Councilman Cummings moved that
the recommendation of the Town Planning Commission be accepted, and directed
the Town Attorney to prepare an ordinance amending the Zoning Ordinance and
Zoning Map to show the new classification. This motion was seconded by
Councilman Ratcliff, and carried on the following vote:

Town Engineer Holyfield advised the Council that the Sadler Hosiery
Mills on Commerce Street had approached the Town with regards to plans for
an addition on the rear of their present mill, approximately 38 x 68 feet
in size. Mr.Holyfield displayed a map to Council of the proposed addition
and the area, and brought out that water from the Town Shops shed above the
back of this Mill property, followed the natural course of the land and flowed
into an open ditch to a storm drain on the Sadler Mill property. As this

pay for the pipe if the Town would pay for the labor of laying the pipe. This
request was discussed by Council and on motion of Councilman Frye, seconded by
Councilman Gallimore, and carried, it was, RESOLVED, that the matter be
referred to the Sewer Committee for study and investigation, and report
back to Council.
Councilman Frye reported that it was the recommendation of the
Finance Committee that the Town continue for the remainder of the fiscal

fence along First Street be removed. Mr. Frye put the recommendation
of the Finance Committee into the form of a motion, and moved that the
recommendation be accepted. This motion was seconded by Councilman
Farmer, and carried.
Councilman Farmer advised that at tis regular meeting of October
4th Council resolved that the Street Committee and Ordinance Committee
work together on a curb and gutter policy, and it was his feeling that
this was not a matter for the ordinance committee to take up but this
SEWER & ST. should be the Sewer Committee and Street Committee, and asked that the

POLICY. On motion of Councilman Frye, seconded by Councilman Gallimore, and
carried, it was, RESOLVF.~, that the study on curb and gutter policy
be referred to the Sewer Committee and Street Committee.
Councilman Ratcliff reported that the Sewer Committee had met
with Gilbert Barker and Foy Aust of the New River Land Company, with
regards to the installation of a sanitary sewer line to the Barker
property in Draper Mountain Estates from Bunts Street. Mr. Ratcliff
presented a proposed agreement between the Town of Pulaski and Gilbert
Barker wherein the Town agrees to construct an eight (8) inch diameter
sanitary sewer line, using Terra Cotta 0-ring joint pipe, from a point

extensions; that Mr. Barker agrees to pay to the Town of Pulaski, prior
to the commencement of construction, the s~- of X1,000.00 for this line,
and furnish to the Town written legal easements through the lands of
other property owners through which the sewer line is to run, without
cost to the Town. Councilman Ratcliff presented to Council another
proposed agreement between the Town of Pulaski and the New River Land
Company, Incorporated, with regards to a sanitary sewer line in Draper
Mountain Estates, from the proposed manhole mentioned in the first agree-
meet (near the northwest corner of Gilbert Barker's lot), wherein the
Town would agree to construct an eight (8) inch diameter sanitary sewer
line from the manhole mentioned to a point in Campbell Drive, in exchange
for the New River Land Company clearing a right-of way approximately

12 feet wide from a point in Campbell Drive to the north ledge of
the wooded area of Draper Mountain Estates near Bunts Street, with.
the Land Company paying X0.93, or the full price, of the pipe which
is to be laid by the Town. These two agreements, as presented, were
discussed at length, and on motion of Councilman Farmer, seconded by
Councilman NjcCarthy, and carried, it was, RESOLVED, that this matter
be referred back to the Sewer Committee, and authorized the Town
Attorney to then put these agreements in proper farm to be presented
to Council.
Mayor Jackson advised that he had appeared before the Pulaski
County Board of Supervisors and made a definite and formal request to
them that the Town share in the Sales Tax on a total population basis

three members voting against same.
Mayor Jackson advised that he also approached the Board of
Supervisors with regards to the proposed program which would involve
an area within the County and beyond the Town Corporate Limits, but
for which the County must give their approval, and that three members

another meeting would soon be held and that approval may later be
given for the planning project. Mayor Jackson also reported that he
approached the Board of Supervisors relative to their sharing in the
cost of landscaping of the Health Center, the new Agriculture Building,
new Library Building and the new Courthouse, as it was felt some alloca-
tion could be obtained for these projects, but it was felt the County
should share in the cost. No action was taken by the County Board of
Supervisors at that time.
Mayor Jackson appointed Councilman Frye, Aust, McCarthy and

Town Attorney Moor® reported that Mr. Hurt had advised there

Mr. Moore reported on The Virginia Advisory Legislative
Council committee meeting at the County Courthouse the day before, and
advised the Committee is making a study of surface mining, other than
MR. MOORE strip coal mining, to determine how these areas may be restored and

In a letter from Dr. Foye Gibson, of the Methodist Asbury Acres
Home in Maryville, Tennessee, which was read by Mayor Jackson, it was

METH. HOME. what the Town of Pulaski could do regarding making available a site for
the proposed Home for the Aged to be located east of Bristol. It was
suggested that the Sewer Committee make a study of this and report back
to the Council at its next meeting what the Town can do about furnishing
water and sewer services to the proposed site.
Mayor Jackson commended the children and public as well as the
Pulaski Town and County Law Enforcement officers for a quiet and well-
behaved Halloween celebration.
Mayor Jackson reported that Mr. Wingate of Salem had been
employed to make an appraisal of the old ball park property on Route 99,

PROP. also reported that the General Chemical Company had indicated that their
property which adjoins the Towns property on Route 99 might be leased
to the Town on a yearly basis for recreational purposes..
On motion of Councilman McCarthy, seconded by Councilman
Cummings, it was, RESOLVED, that Council go into executive session.
The meeting adjourned at 6:00 P. M.
