Jackson, presiding. Councilmen: C. B. Gallimore, Ru~3olph Farmer, S. G. Frye, H. H. Eggert, Glen K. Aust, W. S. Cummings, T. J. McCarthy, Raymond F. Morefield, and Dennis Ratcliff The invocataot~ was given by Councilman Gallimore. Minutes of the regular meeting of Council held December 6th were approved as recorded. As required under Chapter 18 of the Town Code, Town Council held its annual public hearing for the purpose of determining the number of public vehicles, taxicabs and for hire cars for which Certificates shall be issued during the calendar year 1967. Town Manager Norton brought to Council's attention Police Department records indicating that oftentimes, especially after 1:00 A.M., the Police Department is called upon. to transport passengers from the N & W Railway Passenger station and ANNUAL PUBLIC HEARING RE: the Bus station to their points of destination because there are no cabs CERT . TO BE ISSUED TAXICABS .available. He also stated the Police Department is often called upon during snow and bad weather to transport citizens, such as nurses, to and from the Pulaski Hospital. A lengthy discussion followed in which the taxicab operators explained the hardships under which they were operating, and in which discussion members of the Council expressed their opinion that upon the granting of a certificate to operate a taxicab business it is the responsibility of the cab operators to give the best service possible to the public on a twenty-four hour basis. Councilman Ratcliff suggested that the cab operators get together and discuss this situation and come back to Council with a recommendation for taking care of persons traveling TAXI OPR. Public Convenience and Necessity be granted for the twenty-five (25) cabs, and that the application of E. V. Davis to sdd a cab be considered at the time the cab operators come back'to Council with their recommendation. Ratcliffe 2 Mr. Bogardus advised Council that his Company, Sweet-Orr, would have to vacate property of the Jefferson Mills which they are now renting and it would be necessary to seek storage space for their products. Mr. Bogardus asked Council for a six months lease on the second floor of the "Bunts Building" formerly occupied by the Electro Plastic Fabrics, with an option to renew said lease for another six SWEET-0RR ASKS SIX M0. LEASE months. Mr. Bogardus stated the space would be used for storage of ON "BUNTS BLDG". piece goods and there would be no manufacturing of any kind by them which would increase the fire hazard. Councilman Gallimore moved that the matter be referred to the Land, Buildings and Parks Committee and Town Manager Norton to work out the details, with said lease to be approved subject to recommendation o.f the Committee. This motion was seconded by Councilman Farmer, and carried. Mr. Bogardus then advised Council of the urgency of an answer from the Council, and upon the motion of Councilman Ratcliff, seconded by Councilman Aust, it was, RESOLVED, that Sweet-Orr be granted a lease for the second floor of the Bunts Building under the same terms that the second floor of this building was leased to the Electro Plastic Fabrics plant, subject to recommendations by the Land, Buildings & Parks Committee; and with the provision that no lease would extend beyond December 31, 196?. Town Manager Norton advised that the Planning Commission had considered the proposals made by the V. P. I. students toward financing APP. Mr. Oldham, Director of the Community Action Program, described sources of government assistance for activating the system; to include HUD ?Ol planning funds; Appalachian Commission funds, and Title II, Section 20? funds under the Economic Opportunity Act of 1964. Councilman Farmer moved that all applications necessary be filed to acquire these funds for this project, and the motion was seconded by Councilman Eggert, and carried. This motion was seconded by Councilman Gallimore, and carried. As a member of the Ordinance Committee, Mr. Frye advised that he did not believe it would be feasible to use the stickers, and he felt a change TOWN MAN. should not be made. This motion was .seconded by Councilman Ratcliff, and carried. Councilman Frye moved that Mr. Norton contact other consultants regarding this study and bring-back to Council a report on his findings. This motion was seconded by Councilman Gallimore, and carried. Mr. Norton advised that all legal procedures as set forth in the Ordinance having to do with the removal of unsafe, dangerous and unsanitary buildings had been complied with in the case of an old UNSAFE BLDGS. shed or garage on Jefferson Avenue at Peak Creek, the property of TO BE REMOVED IN COMP. WITH W. B. Wysor, Jr. and Harry H. Hall; a two story frame building at ORD. 302 Magazine Street, the property of Mrs. Virginia Harris, and a partially burned building at 210 Vine Street, and according to the ordinance the town must proceed to have these buildings removed. Councilman Eggert moved that Mr. Norton proceed with having these buildings removed in accordance with the ordinance, which motion was seconded by Councilman Aust, and carried. Mr. Farmer asked that the record show that he did not approve the removal of the building bel¢-nging to Mr. Harry Hall on Jefferson Avenue. A notice for requests for sealed bids on the town-owned land BIDS TO BE RECD lying on the north side of Route 99 near the east corporate limits, ON LAND DEC. SURP. RE: "BALL PARK and opposite the property of the Allied Chemical Company which has been PROP." used by the town for recreational purposes and which has now been declared by the town to be surplus property, was read to Council by Mr. Moore. Councilman Eggert moved that the notice be placed in the newspaper and copies mailed to all real estate dealers. The motion was seconded by Councilman Gallimore, and carried. TUP.NED OVER TO TOWN MAN. assistance in the construction of utility lines to the. proposed Home for the Aged and Loving Field-Robinson Tract Road, had been disapproved, but that a request had been made that the application for sewer line exten- sions in particular be reviewed. Mr. Norton advised that work is underway in planning for the beautification program and possible development of an application for a federal grant. Mr. Aust moved that the matter of speeding on East Main Street (Route 99) be placed on the agenda for immediate discussion. This motion was seconded by Councilman Ratcliff, and carried. After a discussion of this matter of speeding on Route 99 and suggestions heard as to what should be done, the matter was turned over to Town Manager Norton for his special attention.
