Jackson, presiding. Councilmen: T. J. McCarthy, Raymond F. Ratcliff, W. S. Cummings, Glen K. Aust, H. H. Eggert, S. G. Frye, C. B. Gallimore, Rudolph Farmer Also present: Town Manager: Evan Norton Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Town Treasurer: J. L. Patterson Visitors: Jane Graham, Southwest Times reporter Paul Dellinger, Roanoke Times reporter Tom Cassell, WPiTV Radio The invocation was given by Councilman Gallimore. The minutes of February 21st were approved as recorded. The public hearing which had been advertised regarding J. HUNTER the application for permission to place a house trailer on Johnson TRAILER APPLTC. Street was postponed until more information could be secured. HELD OVER Town Manager Norton read to Council a letter which had been written to Mr. H. B. Wyatt, Vice President of the Norfolk and Western Railway Company by Wilmer A. Ryan of 223 First Street, S. S. Pulaski, a copy of which letter was mailed to the Town of Pulaski, in which letter complaint was made that on the night of February COMPLAINT RE: N & W 25th Mrs. Ryan and others were forced to stand and wait in ten RWY TRAINS BLOCKING degree weather because a freight train going to Glade Springs, CROSSINGS Virginia had all three avenue<:erossings blocked. Councilman Aust moved that the matter be referred to the Chief of Police for investi- gation and report to Council. This motion was seconded by Council- man Farmer, and carried. Town Manager Norton informed Council that the Norfolk and Western Railway Company had advised the Town that their trains would N&WCO WILL NO no longer slow down for the crossing entering Pinnacle Street during LONGER SL061 DOWN AT flood times, as they had been doing in the past. A letter from the Pulaski Woman's Club addressed to Mayor Jackson regarding air pollution was read to Council by Town Manager Norton. Town Manager Norton was instructed to write a letter fo the Pulaski Woman's Club expressing Council's feeling in the matter. A letter from S. A. Dewey of Henry Avenue was read TREES to Council in which letter Mr. Dewey thanked the Town for cutting S.A.DEWEY out the dead trees on Henry Avenue. The application of Quarto, Incorporated, to place a house trailer at the corner of Jackson and Pine Streets, to be QUARTO, INC. rented, was presented to Council by Mr. Norton. This motion was seconded by Councilman Gallimore, and carried. On motion of Councilman Gallimore, seconded by Councilman TOWN MGR. Town Attorney Moore filed with the Clerk of the Council 1 i~ 1 the following Order which had been entered in the Pulaski County -~- ~~~~ ~)~~ Council Mins. contd. 3-7-67 Cicruit Court on February 2l~, 1967: IN THE CIRCUIT COURT OF PULASKI COUNTY, VIRGINIA: it IN RE: REDEVELOPMENT AND HOUSING ) AUTHORITY IN THE TOWN OF ) ORDER PULASKI, VIRGINIA ) Comes this day the Town of Pulaski by its attorney and requested leave to file a petition pursuant to Title 36-l~ and subsequent sections thereto tiS the Code of Virginia of 1950, as amended, praying that a Special Election be called to determine the need for the redevelopment and housing authority to be activated in the Town of Pulaski, Virginia, which petition is hereby received and ORDERED filed. 1 1 It appearing to the Court from the petition and evidence heard ore tenus that more than one hundred (100) free- holders of the 'lo n-~~ulaski, Virginia, petitioned the Council of said Town of Pulaski on the 21st day of February, 1967, to call a Special Election to determine the need for the redevelop- ment and housing authority to be activated in the Town of Pulaski, ORDER Virginia, and that the said Town did, on the 21st day of Febrcary, 1967, adopt a resolution accepting the petition and fixing the TO 2nd day of May, 1967, for said election, and has further requested the Court to call the election as aforesaid. HOLD It further appearing to the Court that Title 3b-!t, and sub-sections, of the Code of Virginia of 1950, as am®nded, ELECTION provide for the calling of a Special Election, which provisions have been followed by said Petitioners; it is accordingly ADJUDGED and ORDERED that a Special Election BE HELD within the Town ON of Pulaski, Virginia, by the appropriate election officials for said Town, on the 2nd day of May, 1967, and that the election officials cause to be printed ballots upon which the following HOUSING question shall be stated: AUTHORITY "Is there a need for the redevelopment and housing authority to be activated in the Town of Pulaski, Virginia"? NEED FOR ~ AGAINST (`- That a sufficient number of said ballots be prepared by the Electorial Board serving the Town of Pulaski, Virginia, and that same shall be distributed to the election precincts, std on the 2nd day of May, 1967, the regular election officers~~ for sa own o u as , irg nia, shall open a poll, or polls as they deem necessary and take the sense of the qualified voters of the Town on the question submitted to said electors upon ballots prepared as aforesaid; that said election shall be held and conducted in the manner prescribed by law for other elections with the eacception that the ballots for use at tha Special E1 action shall be printed as aforestated; that the polls shall open at Six o~clock A. M., Eastern Daylight Saving Time, and close at Seven o'clock P. M., Eastern Daylight Saving Time; the ballots, upon closing of the polls shall be counted, returns made and canvassed as in other elections, and the result certified by the Comanissione"r of Elections to the Clerk of this Court, and to the Council of the Town of Pulaski, Virginia. It is further directed that the Clerk of this Court transmit, as soon as practicable, to the State Board of Elections, a certified copy of this order called the Special Election, and further that the Clerk shall upon completion of ~~~~e~~ Council rains. contd. 3/7/67 of the election, bill the Town of Pulaski, Virginia, for all bhe costs incidental to and necessary for the calling, holding, canvassing and certifying the results thereof, and for any and all other expenses incidental thereto, which costs shall be paid by said Town. Town Manager Norton advised that the information concerning the Workable Program had not yet been received from V. P. I. Council discussed the letter from Yarger and Associates PROPOSAL OF YARGER & ASSOC. TURNED OVER TO FINANCE COMM. FOR F~ECOMMD. ~~TO COUNCIL S. G. FRYE NAMED TO AMBULANCE COMMITTEE REPORT OF TOWN MGR. ON AMBULANCE COMM. MEETING concerning the terms upon which they would make a study of City Status for Pulaski, a copy of which latter had been mailed to each member of Council, and on motion of Councilman Gallimore, seconded by Councilman Frye, and carried, it was, RFSOLVED~ that the proposal of Yarger and Associates be turned over to the Finance Committee for final recommendation to the Council. Councilman S. G. Fryers name was added to the recently appointed Ambulance Service Committee. Town Manager Norton advised that the first meeting of the Committee on Ambulance .Service for Pulaski County was held in the Town office on February 28, 1967, at which time members of the Washington County Life Saving Crew were present and reported on their experience with regard to the same type of crisis that has 3ust occurred in Washington County, which will be of great benefit to the local Ambulance Committee in evaluating the 1 1 ~~~f~1 Council rains. contd. 3/7/67 the problem and considering any remedial action. Mr. Norton further stated that the two local life saving crews, Pulaski County Life Saving Crew and Jefferson Mills Reseue Squad volunteered to prepare a budget and proposal to be presented at the next meeting specifying the necessary details if they should undertake this service. Mr. Norton stated the next meeting of the Committee will be held at 7:00 P. M., March 7th. Town Manager Norton gage an explanatory report of the study which is underway is the Municipal office toward the possible DATA SYSTEM use of data system for several of the office operations. On motion of Councilman TO BE STUDIED Farmer, seconded by Councilman Ratcliff, and carried, it was, BY FINANCE COMM. do RECOMD SOLVED that the matter be ref erred to the Finance Committee for TO COUNCIL study and recommendation to the Council In order to bring the town's scheduled fees up to date NEW BUILDING PERMIT FEES TO BE INCORPORATED IN NEWLY ADOPTED BUILDING CODE and equitable to those charged in other locations, Council dis- cussed and compared a list of Building Permit fees as charged under the old building code and the newly adopted Southern Standard Building Code. Councilman Eggert moved that the proper amendment be prepared and brought to Council for adoption, incorporating the suggested building permit fees. This motion was seconded by Council- man McCarthy, and carr3.ed. On motion of Councilman Frye and seconded by Councilman APRIL CLEAN UP MONTH Ratcliff, and carried, it was, RESOLVED, that the month of April be designated as Cleaa Up-Month, with clean-up period April 10-22 when special efforts will be made for picksap by the Town.
