Minutes of the regular meeting of the Pulaski Town
Councils Meld March 21, 1967, at lt:00 P. M., in the Municipal
office.

The invocation was given by Councilman Ratcliff.
Minu tes of the regular meeting of March 7th were approved
as recorded.
Councilman Farmer reported that theordinance committee

APPLICATION

had met with Town Attorney Moore in considering the application
of Quarto, Incorporated, to place a house trailer at the corner
of Jackson and Pine Streets in the Town of Pulaski. This appli-
cation had been referred to the Ordinance Committee because the
application stated the applicants desired to rent this trailer
and the Committee had been requested to make a special study be-
cause of this request. Mr. Farmer advised that, upon the recommenda-
tion of the Town Attorney, it was the Committee's recommendation
that the application of Quarto, Incorporated, be processed under
the Town Ordinance regulating trailer applications. Councilman
Frye moved and Councilman Eggert seconded, that the recommenda-
tion be adopted. The motion and second was approved by all members

of the Council. Councilman Farmer moved that the application
of Quarto, Incorporated be processed accordi ng to the usual
procedures, and a public hearing advertised for the next Council
meeting. The motion was seconded by Councilman Eggert, and
carried.
As had been advertised in the local newspaper, the
application of James Hunter to place a house trailer on Johnson
Street was considered at this time. Several Members of Council
expressed their opposition to Council's approving trailer applica-

Councilman Farmer, seconded by Councilman Cummings, and carried,
it was, RESOLVED, that the application of James Hunter to place
a house trailer on property that is to be rented, be denied.
Mayor Jackson welcomed all the visitors.
Mr. Smith advised that he was just visiting with Council,
but that perhaps later on the Merchants Council would have a mattter

Town Manager Norton read a letter from Alfred B. Denniston,
State Coordinator of the Office of Civil Defense, in which letter

it was stated that the University of Virginia, in cooperation with

keeping local government officials informed of national, state, and
local programs for emergency prepardness, and of the responsibility
of local government for implementing the programs at the local level.
It was moved, seconded and carried, that Council extend a welcome
to this group as well as the toxn~s cooperation in holding this
conference in the National Guard Armory.
A letter from the United Nations Association was read to
Council by Town Manager Norton. It was suggested in this letter
that a leading citizen of the Town be appointed as Chairman of a

Councilman McCarthy, and carried.

Town Manager Norton advised that the Town had been

A further requirement was that the boys must be between the
ages of 16 and 21 and have been out of school at least six
months. Mr. Norton advised these boys could work in the
Public Works Department to a great advantage. Councilman
Ratcliff moved that the Town enter into this program,
which motion was seconded by Councilman McCarthy, and carried.
Town Manager Norton reported that the right-of-way
matter for a water line to the Riggs Veneer Company plant near
R/W CLEARED Wurno Bridge had been cleared. There followed a discussion with

seconded by Councilman Ratcliff, and carried, the matter was
referred to the Water Committee for recommendation to Council.
Mr. B. C. Wampler, by 1 after, reouested the Town to

Mr. Wampler be advised to file a formal petition to the Town and
post notice, to carry out the legal steps necessary for this
procedure. Councilman Frye seconded the motion, which carried
unanimously.
Mr. Covey, President of Jefferson Mills Rescue Squad,

Mr. Govey advised Council that the members of the Squad felt
they
should change the name of the Squad, and move their office
and eouipment to a larger lot. He asked Council if they had land
or buildings to take care of this operation to consider loaning
them the use of same. He stated the Squad conducts first aid
classes and their present q uarters are too small for this
activity. He also stated that the Squad was making every effort
to eliminate trips to hospitals where the patient is able to go
by auto, and they would consider only bed patients, and no drunks.
As chairman of the Ambulance Committee, Mr. Frye stated
no further report could be made on the Ambulance Service matter
until such time as the County Board of Supervisors met and took
COUNCILMAN action. He stated further that the Pulaski Generall Hospital had

ambulance service; that operating budgets from the Pulaski County
Life Saving Crew, The Jefferson Mills Rescue Souad, the Pulaski
Police Department, the Pulaski Fire Department and Sheriff Henry
Ha11, had been presented to the Ambulance Committee, and that an
investigation indicated that because of the minimum wage laws
and medicare regulations ambulance service could not be operated
profitably by private enterprise. Mr. Frye stated there was no
recommendation from the Ambulance Committee, but it was his feeling.
that the County of Pulaski provide for the Life Saving Crews the
equipment necessary to supply the service, and that the County atai~
the Towns of Pulaski and Dublin carry in their budgets for 1967-68
an amount toward the operating expenses of these Crews, with the
balance of their operating expenses to come from the Community
Fund, and through continuation of their own efforts as it has
been in the past.
Mr. Hillsman informed Council that seventeen Southern
States are having this same problem and that more and more of

It was suggested by Mr. Frye that as soon as the County
Board of Supervisors gave their decision in the matter Council
should meet, in special session if necessary, and render their
decision in the matter. Ai~.l members of Council were agreeable
to this suggestion.
Mr. Frye, as Chairman of the Finance Committe, reported
that it was the recommendation of the Committee that the firm
Yarger and Associates, Incorporated, be retained to make the
City Status Study; that the sum of $2800. already in the current
SUM OF X2800 budget for this purpose be used, and the balance of their fee

the form of a motion, which motion was seconded by Councilman
Gallimore, and carried on the following recorded vote:

Mr. Frye reported it was the recommendation of the

The undersigned respectfully petitions the Council of the
Town of Pulaski, Virginia, to close all those certain streets,
avenues, and alleys lying north of Route #99 near the east corpor-
ate limits of the Town of Pulaski, and west of the east boundary
line of Kimball Avenue as shown on the map of the Pulaski Development
Company, of record in the Clerkts Office of the Circuit Court of
Pulaski County, Virginia, in Plat Book 1, page 263A, and being that
portion of Fourth Street, East of the old corporate boundary line
and west of the eastern boundary line of Kimball Avenue, and that
portion of Bank Street lying east of the eastern boundary line of
Peach Street and western boundary line of Kimball Avenue, and
that portion of Kimball Avenue and those certain alleys running
north and south from northern boundary line of Route #99 to the
southern boundary line of Lots 9, 10, 11, 12, 13, and 14 in Section
1 as shown on the aforesaid map; that all necessary steps and
procedure, including notice, appointment of commis.~ioners, etc.,
be had in this matter; that upon completion of all the required
steps, that the Council by ordinance grant the abandonment and
closing of said streets, avenues and alleys and release any and
all claims thereto to the adjacent property owners, or to such
of them and in the proportion as they, the property owners, are

On motion of Councilman Eggert, seconded by Councilman
McCarthy, and carried, the following resolution was adoptedt
RESOLUTION
BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKI,
VIRGINIA, meeting in regular session on the 21st day of March,
1967, as follows:
WHEREAS, a petition and application for the closing of
certain streets, avenues, and alleys have been filed with the Town
of Pulaski, Virginia, by Miller A. Bushong, Jr. and Charles Lee
Bushong, in person and by counsel, which streets, avenues, and
alleys are described as l~rint~ north of Route #99 near the east
corporate limits of the Town of Pulaski, and west of the east
boundary line of Kimball Avenue as shown on the map of the Pulaski
Development Company of record in the Clerks Office of the
Circuit Court of Pulaski County, Virginia, in Plat Book 1, page
263A, and being that portion of Fourth Street, East of the old
corporate boundary line and west of the eastern boundary line of
~fimball Avenue, and that portion of B ank Street lying east of
the eastern boundary line of Peach Street and western boundary
line of Kimball Avenue, that portion of Kimball Avenue and those
certain alleys running north and south from the northern boundary

WHEREAS, it appears that proper notice as required by
statute was posted in at least three places in the Town, including
the Courthouse of the Circuit Court of Pulaski County, Virginia,
on the 9th day of March, 1967, and at least ten (10) days have
expired since the said posting; and,
WHEREAS, the Council of said Town, upon viewing the petition
filed herein, finds it to be in proper order and directs it to
be received and filed, and further directs that the viewers
hereinafter appointed, view the described streets, avenues, and
alleys, and that all other steps necessary be followed to bring
this matter properly before the Council for its final considera-
tion; and,
WHEREAS, said petitioners have requested the 0ouncil to
appoint the necessary viewers. and to take other steps to p}~operly
determine this matter:
NOW, THEREFORE, BE IT RESOLVED that:
(1) The application be, and the same is hereby, received
and filed. _
(2) Viers be appointed as follows:

(3) Such viewers shall meet and report in writing whether
in their opinion any, and if any, what, inconvenience would result

land owners affected by any changes by closing of the streets,
avenues, and alleys and, further, that said Clerk of Council give
public notice by publication of same in the Southwest Times, a

hearing to be not less than five (5) days nor more than ten (ld)
days after final publication; and that said notice describe the
said streets, avenues, and alleys, and set out therein that the

public hearing upon said matter pending before it, and that all
persons interested may be heard either for or against any or all
of said petition under consideration.
(5) That the said Town Manager and Attorney for said
Town do any and all other things necessary for the proper
determination of this matter:

Town Attorney Moore presented an ordinance to amend and
re-enact Section 10 and more particularly Sub-section 6, etc.,
AMEND AND :RED=ENACT
SECTION 10 OF of the Building Code of the Town of Pulaski, which was adopted

CODE. on January 20, 1953, for Councils consideration. The ordinance
was discussed and_it was suggested that it be held in abeyance
until the next meeting of Council.

There was considerable discussion regarding "litter bugging",
beautification and clean-up, with the period April 10 - 22, being

Town Manager Norton and Mayor Jackson reported on their
recent trip to Washington, stating a highlight of the eon~'erenee

Mayor Jackson advised that he and Town Manager Norton
had discussed letting the youth use the National Guard Armory,
with proper leadership and supervision, and cooperation of the
NATIONAL GiJARD Recreation Department. Councilman Ratcliff moved that Council

BASIS. Armory, pending a proper sponsor; that Mr. $ill Flint be con-
tacted by Town Manager Norton to see if he is interested in
sponsoring a teen-age center on a trial basis, and the motion
was seconded by Councilman Eggert and carried.
On motion duly made, seconded and .carried, and executive
session was called.
The meeting adjourned at 6:00 P.M.
