There were present: Mayor C. V. Jackson, presida.ng. Councilmen: W. S. Cummings, T. J. McCarthy, Glen K. Aust, S. G. Frye, C. B. Gallimore, Raymond. Ratcliffe, Rudolph Farmer Absent: Councilman H. H. Walton Theodore Roberson The invocation was given by Councilman Gallimor.e. Minutes of the regular meeting of March 21st were approved as recorded. Mayor Jackson advised that as had been advertised in the local newspaper it was the time and place for holding a public hearing on the application of Quarto, Incorporated, to place a house trailer on the corner of Jackson and Pine streets, in the Town of Pulaski. Town Manager Norton gave a brief description of the trailer proposed to be placed at this location and advised that the applicants planned to bonnect to the town water and sewer systems, and that all legal proceedings had been complied QUARTO, INC . APPLICATION FOR with in the handling of the application. Mayor Jackson asked if PLACING A HOUSETRAILER there was opposition to the placing of this house trailer. Mr. DENIED. Theodore Roberson advised that he was opposed to the placing of this house trailer and he understood the other property owners who wets opposed to it had planned to be present to voice their opposition. It was brought out that Quarto, Incorporated planned to rent the trailer if allowed to place it on this lot, and in view of the opposition and Couneil being against the placement of trailers for rental purposes, Councilman Gallimore moved that the application be denied. The motion was seconded by Councilman Aust, and carried unanimously. Council mina. contd. 4`467 Dr. Walton .left with Mayor Jackson a written proposal concerning a matter of benefit to the community, but about which no publicity could be made at that tim®, and asked that it be considered in executive session later. Mrs. Cox appeared before Council to find o~zt what Council had decided to do about the street in front of her STREET COMMITTEE Property on Valley Road. This matter had been turned over to the WOULD REPORT TO COUNCIL Street Committee earlier, and after a discussion of this situation ON THE STRF;ET PF?OBI,EM AT with Mrs. Cox, the Street Committee Chairman advised that the VALLEY ROAD. Committee would take another look at-this street problem and report to Council at a later meeting. -~`~"~1 Mr. Lindamood approached Council about the parking situation on Main Street. He advised that trucks selling Christmas wreaths, TRUCKS SELLING etc., take up .customer parking space and he felt that perhaps the CHRISTMAS t;fREATHS SHOUT USE THE trucks selling Christmas decorations should be advised to use the CURB MARKET NEXT TO FIRE STATION Curb Market space next to the Fire Station on Jefferson Street. Mr. Lindamood also advised that merchants on Main Street use parking meters, and suggested that restricted parking on Main Street between Jefferson and Washington Avenues to two-hour parking. Councilman Aust moved that ~bhe matter be turned over to the Street Committee for study and report to Council. The motion was seconded by Councilman Ratcliff, and carried. A request from Fred Jackson for sever services to a sub- division now being opened up on Orchard Drive off Peppers Ferry Road, was turned over to the Sewer Committee for study and recom- SEWER SERVICES TO A SUB=~DTVISIONmendation, on motion of Councilman Frye. The motion was seconded ON ORCHARD DRIVE by Councilman Cummings, and carried. Gouncilman Frye, reporting for the Cemetery Committee, advised that within five years Oakwood Cemetery will be full and the town should make plans for developing additional space. He ADDITIONAL SPACE PLANNED FOR, further stated that Town Manager Norton had located a man from OAKGJCJOD CFJ~7ETERY - MR. SWANN WILL Tennessee experienced in this kind of work, who has advised that FURNISH PL:4NS. he will come to Pulaski for consultation and visit to the site for X25.00 per day, plus expenses; will furnish plans for 5,000 ~~ 4 ~~~~ Council mins. contd. 4~4~6? sites at 5¢ per site, a total of X250.00; five acres @ X25.00 per acre, totaling X125.00. It was the recommendation of the Committee that Mr. Swann be employed on the above proposal; that a master plan ,be made of the entire 18 acres, but only a detailed plan of five acres be carried out at this time, as there would probably be changes from time to time and that development should be confined to a given area and not scattered lots. Mr. Frye then moved that Mr. Swann be employed to make this master plan of the 18 acres of land, with a detailed plan for only five acres, with the cost of this project to come from the Cemetery Operating Fudd. The motion was seconded by Councilman Cummings, and carried on the following votes: Raymond F. Rateliff - aye W. S. Cummings - aye T. J. McCarthy -+aye Glen K. Aust - aye S. G. Eggert - absent It was the feeling of Council that the present roadways in Oakwood Cemetery might receive some repairs, and this was left to the Town Manager. Howard Johnson reported that Davis and Armentrout had agreed to ditch and install all pipe and fittings, backfill and DAVIS AND clean up, according to Town specifications, at a price of X2.25 ARMENTROUT TO INSTALL ALL PIPES per foot, the 10" cast iron water line to Riggs Veneer plant AND FITTINGS, BACKFILL AND near Wurno Bridge on Route 611. He stated further that it was CLEAN UP AT RIGGS VENEER. his opinion that if the town did this construction it could be done for about X2.15, or X2.10 per foot. Town Manager Norton advised that an agreement had been discussed with Mr. Kiers of Riggs Veneer Plant, but that there may be a hold up for thirty or sixty days before same is approved. Dalton Clerk of Council Town Manag,~r Norton advised the local newspaper had given good coverage on the Clean-Up Program bPinp undertaken by the Town and Reaut.ficat9.on Program, that he had nothing to report on this matter, excep* three Neighborhood Youth Corps boys were working w-it,h the town crows cleaning up areas in need of attention. Mr. Norton reported that Mr. Yarger and Mr. Talmadge of Yarger and Associates, Inc. were in Pulaski working on the City YARGER & A6COCIATES AR.E WORKING ON Status Study, and conferring with the different department heads, THE CITY STATUS ST~'DY, CONFERRING compiling information far the stiudy. G1ITH DIFFER}3NT DEPARTMENT HFaADS. Mr. Norton reported there, were no further developments on the Workable; Program - still waiting on further information from V. P. He stated there was money in the budget for this and a blue line machine had been priced to the Town for X469.50. Mr. Norton recommended the purchase of this machine. Councilman Gallimore moved that the recommendation of the Town Manager be accepted and that the mainhine be purchased. On March first MACGILL CORP. a reg~estered letter was mailed to Mr. Ginsburg requesting a definite answer and that Mr. Ginsburg called on the phone to say that he would be in Pulaski Within thirty days, but so far he has not arrived. Mr. Norton stated there was nothing further t~eport on the Ambulance Service situation. They also noted that the dignity of those living in these housing units had hot been upset in any manner. Council expressed appreciation for the good coverage in the way of pictures and articles given by the Southwest Times on this trip. It was stated that the local authority is the success of a public housing project. Mr. Norton advised that a public meeting would be ~Y 2ND scheduled before the referendum on May 2nd at which time REPRESENTATIVES FROM FEDERAL interested persons from Norton would attend this meeting to answer HOi1SE AND URBAN DEVELOPMENT questions.
