Jackson, presiding. Councilmen: C. B. Gallimore, Rudolph Farmer, H. H. Eggert, F. L. Carrico, Glen C. Aust, W. S. Cummings, T. J. McCarthy and W. A. Larson Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Visitors: Midge Woodard, Southwest Times reporter Chas. A. Burtner P. M. Sadler A. • Trow Owens H. W. Huff, Jr. John Powers W. L. Dudley C. C. Jordan R. L. Evans, Dublin, Va. The invocation was given by Councilman Aust. Mayor Jackson stated the purpose of the special meeting was to consider the very important matter involving the Electro Plastic Fabrics Corporation's need of a modern building, chiefly as a result of the recently disastrous fire. The Town Manager briefed the group on the developments, as follows: The Company officials had worked in conjunction with Mr. Burtner of the New DISCUSSION River Valley Industrial Commission and had learned of the tentative OF NEED OF ELECTRO approval of the Small Business Administration whereby that federal PLASTIC FOR NEW organization might work with a local development agency and thus MODERN BLDG. IN CONJUNCTION guarantee eighty (80) percent of the total investment. In other WITH SMALL BUS. ADMR. developments the Claremont Corporation had formally offered to donate a site of almost five (5) acres located just outside of the corporate limits on the south side of the railroad tracks and just to the east of Monte Vista Drive extended; that the local officials of the State Highway Department had made a study of the extension of Monte Vista Drive from the new Route 611, now under construction, to the proposed company property line, including a crossing of the railroad with flasher signals; that N & !°' Railway officials had done the necessary engineering work concerning the crossing and had agreed to grade crossing to serve this proposed street extension. The Town Manager explained that the next big planning hurdle is a commitment on the Town water and sewer, and stated that the necessary water line extension would involve about `19,000.00 including an extension of a 10" water main from the 12" main on Fast Street, approx- imately 19,000 feet to Monte Vista Drive, and the installation of an 8" line from that point to the proposed plant site. It was reported also that the estimated cost of extending an 8" sanitary sewer line to the plant site would be $b,000.00. In considering the economics of ELECTRO the situation, the Manager pointed out that should this new site be PLASTIC FABRICS developed, involving the construction of a building of approximately 50,000 ft. area, with, sprinkler system, the fact that it will be just outside of the corporate limits would mean a small loss in General Revenue of personal property taxes which would no longer be paid to the Town, this being off -set by the fifty (50) percent surcharge on water and sewer, which latter sum would probably be at least $150.00 per month. 'carious visitors present supplied additional information to ELECTRO Council particularly regarding the improved financial condition of the PLASTIC Electro Plastic Fabrics Corporation as well as the details of the FABRICS participation on the part of the Small Business Administration. All CONTINUED expressed firm hope that necessary funds could be raised locally as well as the importance of Council;Is reaching an early decision on how' much of the $24,000.00 water and sewer installation cost would be borne by the Town of Pulaski. On motion of Councilman Aust, seconded by Councilman Farmer, FINANCE & and carried unanimously, it was, RESOLVED, that the matter be referred INDUSTRIAL to the Finance Committee, Water and Sewer Committees and the Industrial COMM.
