Minutes of the regular meeting of the Pulaski Town
Council, held on the 16th day of February, 1965, at I~:00
P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: Rudolph Farmer, W. A. Larson, H. H. Eggert,
C. B. Gallimore, T~1. S. Cummings, F. L. Carrico

The invocation was given by Town Manager Noland.
The visitors were welcomed by Mayor Jackson. Mrs. John Floyd
advised that the girls were working on their "1~`iy Government" Scouting

WLECOMED Badge, and felt they would gain much information for their project
by attending the meeting, and that they were very happy to be
present.

Attorney Philip M. Sadler advised that he was present to
represent Mr. George Johnston who owns and operates a Trailer Court
within the Corporate Limits, in the matter of whether to sell water
to a mobile home part located just outside the corporate limits, and
he would wait unti; Council got to that item on their agenda. Later

visory rights or powers over a court outside the corporate limits
and that his court is subject to rules and regulations enforced
by the Town. On motion of Councilman Larson, seconded by Council-
man Carrico, and carried unanimously, it was, RESOLVED, that the
Water Committee make a study of the matter and report to Council.
Town Manager Noland advised that a cormnunication had been

received from residents on Floyd Avenue between Second and Fourth
Streets, requesting the Town to remove seven (7) large trees along
this avenue because the trees drop sap on their automobiles and
the residents also felt there is too much shade along this avenue from
the trees. Mr. Noland advised that the matter had been discussed
with some of the residents in his office, and that upon his investi-
gation of the matter, the trees appeared to be in good health and it
was his recommendation that they be removed only by express permission.

Street Committee for investigation and report to Council. This motion
was seconded by Councilman Farmer, and carried unanimously.

extending water service to Byrd Drive and Lomoor Avenue. He advised
that he had in his possession four (!~) checks covering water
connection fees, and he understood one that was supposed to have been
turned in that day, had not been because a member of the family had
been hospitalized; and that there were others who were willing to
make their deposit, making a total of eight (8) if all came in and
made their deposits.

financial report of the Town's operations for the first six months of
the fiscal year indicating that revenue for the Town i.s running
approximately 58~ of the total budget; expenditures ~t5~ with the
sewerage fund having been over-spent.

Councilman McCarthy, Chairman of the Industrial Committee,
reported that his Committee is cooperating with various people

were very good. Mr. McCarthy advised that a full report will be
given the entire committee upon securing a few more facts.
A lengthy discussion followed regarding methods of obtaining
additional revenue for the town, with regards to a recent suggestion
from Town Manager Noland to Council for a tax on utility services.
As Chairman of the Finance Committee, Councilman Larson had made

TO COUNCIL telephone and gas, and at this time gave Council a report of his
findings. Other forms of taxes were discussed, as well, and it
was Council's feeling that the Finance Committee should make a
study of the tax structure and report to Council. On motion of Council-
man Eggert, seconded by Councilman McCarthy, it was, RESOLVED, that
the Finance Committee study the tax matter and bring back a plan
for Council's consideration.
Councilman Cummings left the meeting room at this point.
On motion of Councilman Larson, seconded by Councilman
EXECUTIVE McCarthy, and carried, it was, RFSOI~VED, that Council go into
SESSION p. M.
executive session, and adjourned at 5:55
