There were present: Mayor C. V. Jackson, presiding. Councilmen: Rudolph Farmer, W. A. Larson, H. H. Eggert, C. B. Gallimore, T~1. S. Cummings, F. L. Carrico Glen K, Aust, T. J. McCarthy Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Midge Woodard, Southwest Times reporter Paul Dellinger, Roanoke Times reporter Geo. Johnston and by his Attorney Phil M. Sadler Mr. s. John Floyd, Leader of Girl Scout Cadette Troop 529; Mrs. Marvin Lennett, CO-Leader; Mrs. Eugene Nuckols, Service Team Chairman, and nine (9( Girl Scouts The invocation was given by Town Manager Noland. The visitors were welcomed by Mayor Jackson. Mrs. John Floyd advised that the girls were working on their "1~`iy Government" Scouting GIRL SCOUTS WLECOMED Badge, and felt they would gain much information for their project by attending the meeting, and that they were very happy to be present. Minutes of the regular meeting of February 2nd and called MINS. APPR. meeting of February )nth, were approved as recorded. Attorney Philip M. Sadler advised that he was present to represent Mr. George Johnston who owns and operates a Trailer Court within the Corporate Limits, in the matter of whether to sell water to a mobile home part located just outside the corporate limits, and he would wait unti; Council got to that item on their agenda. Later MR.JOHNSTON in the meeting Mr. Sadler advised that it was the understanding of his OPPOSES SALE OF WATER TO c3ient, Mr. Johnston, that Council had a policy not to sell water to TRAILER COURT, WATER COMM, new developments outside the corporate limits and should Council decide TO STUDY & REPORT now to sell water t;o a proposed trailer court outside the corporate limits, Mr. Johnston felt it would be unfair to him, first, because he is required to pay a license tax of $100.00 a ,yeax as a trailer court operator, second, that his renters must purchase automobile tags from the Town, and further that the Town would have no super- i s ~~91 1 Council mins. contd. Feb, 16, 1965 visory rights or powers over a court outside the corporate limits and that his court is subject to rules and regulations enforced by the Town. On motion of Councilman Larson, seconded by Council- man Carrico, and carried unanimously, it was, RESOLVED, that the Water Committee make a study of the matter and report to Council. Town Manager Noland advised that a cormnunication had been REQ.FOR REMOVAL OF TREES ON FLOYD AVE. REFERRED TO STREET COMMITTEE 1 received from residents on Floyd Avenue between Second and Fourth Streets, requesting the Town to remove seven (7) large trees along this avenue because the trees drop sap on their automobiles and the residents also felt there is too much shade along this avenue from the trees. Mr. Noland advised that the matter had been discussed with some of the residents in his office, and that upon his investi- gation of the matter, the trees appeared to be in good health and it was his recommendation that they be removed only by express permission. of Council. Councilman Carrico moved that the matter be referred to the Street Committee for investigation and report to Council. This motion was seconded by Councilman Farmer, and carried unanimously. Town Manager Noland gave a progress report on the matter of REPORT OF TOIniN MGR. RE : WATER LINE EXT. TO BYRD DRIVE extending water service to Byrd Drive and Lomoor Avenue. He advised that he had in his possession four (!~) checks covering water connection fees, and he understood one that was supposed to have been turned in that day, had not been because a member of the family had been hospitalized; and that there were others who were willing to make their deposit, making a total of eight (8) if all came in and made their deposits. Councilman Larson, Chairman of the Finance Committee, gave a LARSUN GAVE FINANCLAL REPORT OF FIRST 6 MOS . OF FISCAL .:YEAR financial report of the Town's operations for the first six months of the fiscal year indicating that revenue for the Town i.s running approximately 58~ of the total budget; expenditures ~t5~ with the sewerage fund having been over-spent. Feb. 16, 1965 Councilman McCarthy, Chairman of the Industrial Committee, reported that his Committee is cooperating with various people .REPORT OF in the community, or nearby communities, on the development of INDUSTRIAL DEVELOPMENT TO a couple of industries in the area and it was thought the prospects BE GIVEN LATER were very good. Mr. McCarthy advised that a full report will be given the entire committee upon securing a few more facts. A lengthy discussion followed regarding methods of obtaining additional revenue for the town, with regards to a recent suggestion from Town Manager Noland to Council for a tax on utility services. As Chairman of the Finance Committee, Councilman Larson had made FINANCE COMM. TO MAKE STUDY OF an extensive study of the possibility of eliminating personal TOWN "S TAX STRUCTURE & Property taxes and taxing utility services such as electricity, BRING BACK REPORT TO COUNCIL telephone and gas, and at this time gave Council a report of his findings. Other forms of taxes were discussed, as well, and it was Council's feeling that the Finance Committee should make a study of the tax structure and report to Council. On motion of Council- man Eggert, seconded by Councilman McCarthy, it was, RESOLVED, that the Finance Committee study the tax matter and bring back a plan for Council's consideration. Councilman Cummings left the meeting room at this point. On motion of Councilman Larson, seconded by Councilman EXECUTIVE McCarthy, and carried, it was, RFSOI~VED, that Council go into SESSION p.
