Minutes of a called meeting of the Pulaski Town Council, held
February 22, 1965, at 1:30 P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: UI. S. Cummings, T~'. A. Larson, T. J. McCarthy
C. B. Gallimore, Rudolph Farmer, H. H. Eggert
Glen K. Aust
Absent: F. L. Carrico
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Visitors: Eugene J. Lucado
In the absence of the Town Attorney but at his request, Town
Manager Noland presented two ordinances for Council's consideration.
On motion of Councilman Gallimore, seconded by Councilman Eggert,
and carried unanimously, the following ordinance was adopted:
AN ORDINANCE TO APPOINT
RUDOLPH CONDUFF ELKINS, JR., AN ISSUING
JUSTICE FOR THE T(~TN OF PULASKI
BE IT ORDAINED BY THE COUNCIL OF THE TOT~TN OF PULASKI,
VIRGINIA, that:
Pursuant to the authority vested in it by its Charter
and the general laws of the Commonwealth of Virginia,
ADOPTTON OF Rudolph Conduff Elkins, Jr., be, and he is hereby, appoint-
ORDINANCE ed~an Issuing Justice for the Town of Pulaski, Virginia, for
APPOINTING a term to expire on the 1st day of September, 1966, or
R.C.ELKINS until a successor is appointed.
ISSUING
JUSTICE BE IT FURTHER ORDAINED that he be vested with such
powers as are contained in Section 17 of the Charter of the
Town of Pulaski, Virginia, or as may be further provided
by the general laws of the Commonwealth of Virginia.
ADOPTED this 22nd day of February, 1965.

AN ORDINANCE TO AMEND AND RE-ENACT
SECTION 6-2 OF THE CODE OF THE TOWN AS
SECTION 61-2 PERTAINING TO COMPOSITION
OF ACTIVE MEMBERSHIP, QUALIFICATION OF
MEMBERS, PULASKI FIRE DEPARTMENT.
BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF
PULASKI, VIRGINIA, that:
Sec. 6.1-2. Composition of active membership;
qualification of members.
The active membership of the Pulaski Fire Department
shall consist of not less than twenty nor more than thirty-
five able-bodied, male citizens residing in the Town, who
are not less than twenty-one nor more that forty-five years
of age.
This section shall not be construed to prevent members
FIRE DEPT, of the Pulaski Fire Department above the age of forty-five
PERSONNEL years from continuing in service at the discretion of the

the Town Manager, This section shall not apply to full-
time, paid employees of the Pulaski Fire Department.

After a discussion with Mr. Lucado, Councilman Eggert moved
that the Town of Pulaski purchase what is known as the Lucado
property on State Street across from the Town Shops, for the sum of
PURCHASE OF $x,000.00, to be paid out of the Eauipm ent and Stores Fund, subject
LUCADO PROP. to Mr. Lucado giving a clear title to the Town; that he be extended
ON STATE ST.
FOR x,000.
the time until April 15th to remove the plumbing fixtures, water
heater and furniture, and to clear the building of the tenants; that
Mr. Lucado is to have the income from the building up to April 15th, and
the acceptance of these terms by Mr. Lucado would be signified by his signing
a copy of this resolution. This motion was seconded by Councilman
Larson, and carried on the following vote:
