Minutes of the regular meeting of the Pulaski Town Council,
held March 2, 1965, at 1:00 P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: H. H. Eggert, UT. A. Larson, T. J. McCarthy
Glen K. Aust, C. B. Gallimore, F. L. Carrico
Rudolph Farmer, W. S. Cummings

The invocation was given by Councilman Aust.
Minutes of the regular meeting of February 16th and called
meeting of February 22nd were approved as corrected.
Mr. Nuckols stated he was appearing before Council on behalf

of Mr. C. W. McMillan, who had applied to the Town for water services
to land belonging to him on Case Knife Road. Mr. Nuckols advised
that the course of the present water line along Case Knife Road is
first in and then out of the corporate limits due to a curve in the
street, and in fact, the line is actually in front of the six acre
tract which Mr. McMillan wished to convert to a trailer court, but
that the property is actually outside the corporate limits, but
adjacent to same. He further stated that Mr. McMillan lives
outside the corporate limits on Case Knife Road, but has property
inside of the corporate limits. Mr. Nuckols asked Council to con-
sider making a change in the entire water system policy of the Town.
Mayor Jackson advised that considerable thought would have to be
given to this matter, and that Council had already referred this
application to the ?~Tater Committee, and since there will be many
aspects to consider in this request, the Committee had no report
to make at this time.
Town Manager Noland called Council's attention to an article
on the Pulask-Dublin Water Line which appeared in the March issue
of Municipal Review.

Town Manager Noland advised that the Pulaski Merchants Council

had made a formal request that Council participate fifty per cent in
a feasibility report to be made by Wiley and Wilson of Lynchburg, to
cost a maximum of $1500.00, with regards to covering a portion of Peak
Creek for a parking area.. There followed a discussion of the request,
and Council was in agreement in sharing in this cost to have the matter
cleared up. Councilman Larson moved that the Town pay fifty per cent of
the estimated cost of a feasibility report, a maximum of $750.00, from
the General Fund, in accordance with a proposal submitted by Ailey and
Wilson, dated March 10, 196, concerning the covering of a portion of
Peak Creek for parking purposes. This motion was seconded by Councilman
Aust, and carried on the following recorded vote:

on the Bunts Building had been approved and that the final draft was
being prepared. (2) Easements are in the process of being drawn
covering permission to the Gas Company to encroach upon Town-owned
land below Gatewood Reservoir and at the old airport field known as
(see pages 1009 thru l~017, for AGREE2~nJT & CFRTIF'.OF IPdSURANCE)
Loving Field./ (3) And that papers were being drafted covering the
Oakwood Cemetery Trustee Fund. All of these would be presented to
Council as soon as possible for final action of Council.
Town Manager Noland advised that the beautification committee
had requested that the median strip on Washington Avenue from Fifth
Street to Prospect Avenue be reduced eighteen inches on both sides to
allow for better flow of traffic, after which the committee planned
to beautify the strip as one of their projects. Council discussed
this strip as well as the median strip on Sixth Street between Madison
Avenue and Jefferson Avenue, and it was the feeling of Council that
this would be an improvement with regards to traffic flow as well as
beautification. Councilman Aust moved that the request be turned over
to the Street Committee for study and report to Council, which motion was
seconded by Councilman Cummings, and carried unanimously.

Mayor Jackson advised that he had been approached by the

beautification committee regarding the land owned by the Norfolk
and Western Railway Company between Dora Highway and the N & Zr' Railway tracks,
for beautification. Mayor Jackson further stated he felt the N & W
Railway Company would give the Town a lease on this land, such as
the Town now holds on other properties of the N & W Railway
Company, if Counci7_ was in favor of such an arrangement. Councilman
McCarthy moved that Mayor Jackson be authorized to negotiate
with the N & W Railway Company for a lease of the property in question
for a park. The motion was seconded by Councilman Eggert, and carried
unanimously.

the Finance Committee at which the tax structure of the Town was
discussed at length. The report to the full Council indicated that
the Committee generally feels that the head tax should be eliminated
and that the Town i_s faced with the necessity of additional revenue
and that a decision must be made as to whether this revenue will be
secured by a property tax rate increase or a new source, such as
utility tax. Mr. Larson indicated that the Committee would make a
specific recommendation to Council i_n the very near future.
Town Manager Noland advised that it had been learned that

the meeting.
Council gave careful consideration to the new brochure entitled
LETTER ON "New River Val.ley....location factors". Councilman Aust moved that a

letter be written commending the proper authorities for a job well
done. This motion was seconded by Councilman Eggert, and carried.
Councilman Aust moved that a letter be written to Coach
Carl Tacy commending the Oriole Basketball Team upon the out-
