Plinutes of a called meeting of the Pulaski. Town Council,
hold April 29, 1965, at 7_:00 P. M., in the T~Tunicipa.l office.

I~:"ayor Jackson advised that the purpose of tho ca11Ad
meeting was to discuss the recent pron~sal of t~'ir. Howard Gilmer
for the annexation of certain lots adjoining Pleasant Hill Drive
on the north. Mayor Jackson stated also that the Pulaski County
Board of Supervisors had adopted a resolution earlier that da.y
authorizing its Ch s;rman, P°ir. Fred Co1~-, to execute such documents
as are necessary for the County's approval of the annexation of land
owned by Mr. Gilmer, by the Town of Pulaski. (1n moti_on of Councilman
F,ggert, seconded by Councilman Galli.more, and carried on the following
recorded vote:

SERVICES TO on this 29th day of April, 1965, that:

T~~'FP.?RrAS, IToward C. Gilmer, Jr., appeared before the
Council at its regular meeting on April 20, 1965, and presented
to the Council a memorandum of agreemer t in connecticnf with the
r_rop used annexation of certain propert~r belonging t,o Ho~rard C.
Gilmer, Jr.. and r. 0. King, Jr, and lying on the north side of
','leasant Hill Drive; and,
?~'Hf'RFAS, the Town desires to anree to certain terms pro-
posed by Mr. Gilmer and to so indicate by this resolution so that
~~ the water line proposed to be installed may be constructed
~
immediately to said promisee to be anne_red
and more particularly
to the east corner of Lot No. ~, and a_ 50-foot right of way rsserved
by the owner for future street purpose; and,

~~1HER~'AS, it is understood that the bringing of the
petition and other matters concerning the annexation will
take some time, and at the proper time the Town grill need to
take appropriate action to consent to the annexation and the
proceedings to annex.

In consideration of. the owners of said property
.donating a 1(~-foot strip lying adjacent to the northern
boundary ling of ?'leasant Hill Drive and for the full
length of the property of said e?avers along said Drive, and
for the additional consideration that said oti^rners prepare or
cause to be prepared at their own expense all of the necessary
petitions, ordinances, and other orders, notices and rapers in
PEASANT HILL connection with said annexation proceedings, the Town on its
DR. RESOLUTION part does agree as follows:
CONTINUED
1. Immediately upon the acceptance of the terms of
this resolution by Howard C. Gilmer, Jr. and ~'. 0. King, Jr.
to place a water linE to the southeast corner of Lot P1o. 8 and
a 50-foot right of way, and to furnish therefrom water to
Howard C. Gi.7.mer, Jr., beginning when recuested by him, said
connection fee, and water charge to be billed as other out-of-town
charges for Simi"Lar services; a.nd upon the said premises being
annexed, the Town sha17_ refund that part of the connection fee
which was paid by Mr. Gilmer and which exceeds the regular
connection fee for the same type of connection made within said
Town.
2. That the officials of said Town take such action as
they deem necessary to assist in the annexation proceedings and
in keeping u';_th the terms agreed to by said Town.

pay al7_ other costs, service of process fees, additional maps and

tion contained in the above resolution.

On motion of Councilman G~llimore, seconded by Councilman
IfcCarthy, and carried unanimously, the follo~tiTing resolution was
adopted:
~•,rHI~'R~'AS, upon completion of the Gatewood
Reservoir Project by the Town of Pulaski in 1960,
there follot•red a great increase in the traffic on a
previously little used road known as Miller's
Creek Road due to the popularit;T of the Reservoir
.for recreation and site seeing rurposes, and
^TF~'REAS, only .65 miles of the road running
eastward from the County line remains uninundated, and
without maintenance;and,
?~~1HERFAS, The Town of Pulaski constructed at the
expense of the Town approximately three and one-half miles
of access road to the east side of the Reservoir at an
approximate cost of X22,500.00 and the United States
Forest Service constructed approximately the same amount
providing access to the Eddy's Branch area at a cost of
approximately X90,000.00; and the .6S miles of unimproved
road being too remotely located from Pulaski for mainte-
nance by the Tot~~n of Pulaski,

RE~.CONSTR. & That the Pulaski Town Council hereby rPcopnizes the
MTN. OF MILLER'S need of the imrrovements of this .65 miles, and also its
CREEK ROAD - CO, need of normal secondary road maintenance and thus reouests
SECONDARY RD. the Board of Supervisors to take this section of Miller's
SYSTEM Creek Road into the Pulaski County secondary system with
the understanding that for purpcses of convenience to the
Highway Department the section or extension in Question would
be maintained by Highway forces responsible for maintainint
Z•~Tythe County roads.
This resolution adopted at. a special meeting of Town
Council at 1:00 P. Iii. April 29, 1965, at Pulaski, Virginia.
Town Attorney Moore advised that an executed deed by
the heirs and owners of Peak Creek had been returned to him, and that
he ~,rould present to Council at its meeting on Tuesday a resolution
and C?uit Claim Deed to be executed by the To*~m.
The meeting adjourned at ':30 P. M.
