Jackson, presiding. Councilmen: C. B. Gallimrare, F. L. Carrico, T. J. McCarthy, Rudolph Farmer, H. H. Eggert, W. S. Cummings, W. A. Larson Absent: Glen K. Aust Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Midge Woodard, Southwest Times reporter John Columbus, WPUV Radio Mrs. Elsie Guynn and Chas. E. Corner, Jr. Police Department The invocation was given by Councilman Gallimore. Minutes of the regular meeting of April 20th and special meeting of April 29th, were approved as recorded. Council heard a report from Mrs. Elsie Guynn, Police- woman and Police Chief Comer having to do with the Town's program in cooperation with the "Clean-up and Beautification" program now CLEAN UP PROGRAM DISCUSSION- being carried on, which indicated that progress is being made. APPF~ARS TO BF SUCCESSFUL There were remarks from members of Council to the effect that they had observed evidences which proved that the program is having success. Town Manager Noland presented to Council a petition from approximately ten residents on Highland Terrace, requesting the Town to extend sanitary sewer service to their street. Town Manager HIGHLAND TER. PETITION FOR Noland advised that this area was already serviced with town water. SEWER SERVICE REF. TO SEWER Councilman Gallimore moved that the petition be turned over to the COMMITTEE Sewer Committee for study along with other requests. This motion was seconded by Councilman Cummings, and carried unanimously. Councilman Eggert, reported that the Land- Buildings and Parks Committee had learned that the barn located on town-owned cemetery land, the Town having given permission for building the BARN NEAR BAGENT PROPERTY barn on the land adjacent to what has been known as the Bageant TO BF REMOVED BY HU(~IFS residential property on Bayhurst Avenue, belongs to Jim Hughes, 1 1 1 Mr. Hughes having purchased the same from Mr. Bageant for Fifty Dollars, 'T ~t~2`~ Council minx. contd. May 1t, 1965 and that Mr. Hughes was willing to remove the barn. It was his Committee's recommendation that Mr. Hughes be given notice to remove the barn within sixty days, and so moved that the recommendation be carried out. This motion was seconded by Council- man Gallimore, and carried unanimously. Town Attorney Moore reported as follows: 1. That work was being done on the proposed Zoning WORK BEING DONE ON Ordinance and he hoped to present same to Council shortly. PROPOSED ZONING ORD. 2. That an addendum had been added to the resolution adopted by Council on April 29th, having to do with asuring Mr. Howard C. Gilmer of water service to his property on Pleasant Hill Drive in the pending annexation matter, said terms having ADDENDEM been contained in Mr. Gilmer's petition to the town, but which had TO RESOLUTION erroneously been omitted in the resolution adopted by Council. Presented to Council a petition on behalf of the Trustees of the Gospel Tabernacle and Charles L. HUDSON To the mayor and members of the council of the Town of Pulaski, Virginia: The undersigned do respectfully petition the Council of the Town of Pulaski, Virginia, to vacate and close that certain unopened alley running from Third Street, N. E. (Route 99) to Bank Street, lying between Lot 16 and Lot 25 in Block 246 as shown on the map referred to as the Official Map of the Town of Pulaski, Virginia, being 20 feet in width and 210 feet in length, the undersigned Trustees of the Gospel Tabernacle being the sole landowners on the west side of said alley and the undersigned Charles L. Hudson being the sole land- owner on the east side thereof; that all necessary steps and procedure be taken to vacate and close the same, and that upon the completion thereof that the Council by ordinance vacate and close said alley, releasing any claims thereto to the adjoining landowners. TO TAKE NEC. necessary in the closing of the unopened alley from Third Street, LEGAL STEPS FOR CLOSING N.E. to Bank Street: ALLEY BE IT RESOLVED BY THE Council OF THE TOWN OF PULASKI, VIRGINIA, meeting in regular session on the 4th day of May, 1965, as follows: Wf~REAS, a petition and application for vacation and closing of a certain unopened alley has been filed with the Town of Pulaski, Virginia, by the Trustees of the Gospel Tabernacle and Charles L. Hudson, which alley runs from Third Street, N. E. (Route 99) to Bank Street, lying between Lot 16 and Lot 25 in Block 246 as shown on the map referred to as the Official Map of the Town of Pulaski, Virginia, being 20 feet in width and 210 feet in length; and, ii f'. 1 ~~~~t7 Council miss. contd. May !~, 1965 WHEREAS, it appears that proper notice as required by statute has been posted in at least three places in the Town, including the Courthouse of the Circuit Court of Pulaski County, Virginia, on the 20th day of April, 1965, and at least ten (10) days have expired since the said posting, and that the Council has proceeded in its own behalf as required by law; and, WHEREAS, the Council of said Town, upon viewing the petition filed herein, upon its own motion as provided in Section 15.1-36l~ of the Code of Virginia of 1950, as amended, does hereby direct the viewers hereinafter appointed to view the above described alley, and that all other steps necessary be followed to bring this matter properly before the Council for its final consideration; and, WHEREAS, said petitioners have requested the ALLEY CLOSING Council to appoint the necessary viewers and take other steps to properly determine this matter, and the Council desires the same to be done on its own behalf: RESOLUTION N04d, THEREFORE, BE IT RESOLVED, that: CONTINUED (1) The application be received and filed. (2) Viewers be appointed to view the street, as follows: Archa Vaugha, Jr., Foy Aust, 0• H. Mayberry; Alternate: C. L. Plunkett. VIEWERS (3) Such viewers shall meet and report in writing whether in their opinion any, and if any, what, in- APPOINTED convenience would result from the vacation and closing of the alley as requested in the said petition. (It) That the Town Manager give written notice to all land owners affected by any changes by closing of the alley, and, further, that said Town Manager give public notice by publication of same in the Southwest Times, a local newspaper, once a week for two consecutive weeks, and that said notice describe the said alley, and set out therein that the Town may vacate and close the same, and that the 18th day of May, 19b5, be fixed as a date apon which the said Council will hold a public hearing upon said matters pending before it, and that all persons interested may be heard wither for or against any or all of said petition under consideration. May !~, 1965 On motion of Councilman Farmer, seconded by Councilman Gallimore, and carried unanimously, the following ordinance was adopted: AN ORDINANCE TO AMEND AND RE-ENACT SECTION 10 CF THE LICENSE ORDINANCE CODE OF THE TOWN OF PULASKI, PROVIDING FOR LICENSING OF AUTOMOBILE AGENTS, USED AUTOMOBILE DEALERS, EXCEPTING LOCAL JUNK DEALERS, AND PROVIDING LICENSE NOT TRANS- FERABLE NOR PRO-RATED, AND PROVIDING PENALTY THEREFOR BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, that: On ever resident or non-resident who is engaged in the business of buying or selling motor vehicles in the Town, and who does not pay a Town's merchant's license in connection with such business, shall for the privileges of doing such business pay an annual license tax of $50.00. On every person, firm or corporation whose principal business is buying, selling, or dealing in used auto- mobiles and who are not the duly authorised or bona fide agent OiNaINANCE or representative for the sale of one or more of the aoakes of ESTABLISHING automobiles manufactured .and sold as defined in the State LICENSE FOR Code, shall be deemed as USED AUTOMOBILE DEALER and shall pay USED AUTO a 8etail Merchants License. DEALER Any duly licensed local Sunk dealer who maintains and operates a regularly established place of business within the Town of Pulaski may sell in connection with and incidental to his regular business, used cars purchased as dunk and then repaired by him. Penalty for violation of this license ordinance shall be the same as established for violation of other license ordinances under this Code. A deed from G. C. Hall, Sr., et als to the Town of Pulaski, DEED TO PORT~14rginia, conveying their interest, to portions of Peak Creek for IONS OF specific public purposes, was presented to the Council by Mr. Moore PEAK CREEK LEFT IN and was discussed with Council. The deed was left in the Town TOWN OFF. Manager's office for those who wished to study further the contents of same. Council discussed the naming of the new Route 611 (Eiewbern Road) which will be completed in the fall of 1965. Mayor Jackson NEW RT. 611 (NEWBERN ~•) stated that because of the services which had been contributed by TO BE NAMED "BOB WHITE BLVD" ~. W. F. White to the town and as a member of the Council, he felt FOR W. F. WHITE COUNCILMAN this new road should be named the "Bob White Boulevard" in memory of -~~3~. Council mins. Eontd. On motion of Cquncilman McCarthy, seconded by Council- man Larson, and carried unanimously, it was, RESOLVED, that the new Route 611 be named the "Bob White Boulevard" in memory of Mr. W. F. White, and that said recommendation be presented to the Town Planning Commission. INFORM,4L There followed an informal report by tlvse who recently went TALK ON BRISTOL'S to Bristol, Virginia, to ascertain facts about Bristol's sales tax.
