Minutes of the regular meeting of May lath were approved as recorded. Council opened its meeting with a public hearing, as had been duly advertised in the local newspaper, on a petition of the Trustees of the Gospel Tabernacle and Charles L. Hudson, for the closing and abandonment of a certain unopened alley running from Third Street, N. E. (Route 99) to Bank Street, lying between Lot 16 and Lot 25 in Block 2l~6, as shown on the map referred to as the Official Map of the Town of Pulaski, being 20 feet in width and 2~0 feet in length. There appeared to be no opposition to the closing of said alley. Town Attorney Moore presented a copy of the instructions to said Viewers, and the report of the Viewers, both of which are made a part of the minutes, as well as the notice of said hearing, as follows: NOTICE OF PUBLIC HEARING MAY 18, 1965 THE COUNCIL ROOM, TOWN OFFICE TG~I'N OF PULASKI, VA. TAKE NOTICE THAT the Council of the Town of Pulaski will conduct a public hearing in the Council Room of the Town Office at 1:00 o'clock P. M. on Tuesday, May 18, 1965, on that petition set out below, requesting the closing, abandonment, alteration or discontinuance of a certain alley within the Town of Pulaski, as follows: That certain unopened alley running from Third Street, N. E. (Route 99) to Bank Street, lying between _-"r. ~~c) Council rains. Dalton, Town Clerk RE: Town of Pulaski, Virginia Vacation and abandonment of a certain alley or a portion thereof lying within the Town of Pulaski, Virginia, as more fully set out in a petition filed with said Town by Charles L. Hudson and the Trustees of the Gospel Tabernacle, and upon motion of the Council of the Town of Pulaski, Virginia, said alley being therein described., and hereinafter more fully detailed. Cgnvening of the duly appointed viewers of said Town at 11:30 A. Plunkett Viewers Viewers are hereby instructed by the said Town Attorney as follows: (1) That your appointment was made by the said Town under authority granted in Title 15.1-365 of the Code of Virgi nia of 1950, as amended, and aay and all other general powers granted said Town. (2) That as viewers appointed by said Town, you are instructed to view that certain alley set out and described fully in the petition filed, and here described as follows: That certain unopened alley running from Third Street, N. E. ( Route 99) to Bank Street, lying between Lot 16 and Lot 25 in Block 246 as shown on the map referred to as the Official Map of the Town of Pulaski, Virginia, being 20 feet in width and 210 feet in length. (3) You shall determine by your view and your evaluation thereof whether or not any inconvenience would be caused by the closing of the aforesaid portion of the alley, and if any, what inconvenience would result and to whom, from distontinuing the portion requested as a part of the alleys of the Town of Pulaski, Virginia. This report is to be filed as soon as convenient after yoou have viewed the proposed alley to be abandoned or vacated, and after your evaluation thereof from your view, and from such other facts you determine to be pertinent thereto. Hudson Trustees of the Gospel Tabernacle We, the undersigned, viewers duly appointed by reso- lution of the Town of Pulaski, Virginia, adopted on the lath day of May, 1965, convened in the Town Attorney's Office at 11;30 o'clock A. M., on the 1$th day of May, 1965; at that time we were given written instructions by the Attorney for said Town of Pulaski, Virginia, upon. our duties as viewers, the original of these instructions being herewith attached as a part of these proceedings. After reading the instructions, the undersigned did personally visit the location described in the aforementioned petition and in the instructions, and do unanimously agree that the closing of the alley in question will create no inconvenience to any one. Gallimore - absent it was, RESOLVED that the Town Attorney be instructed to proceed with RESOLVED THAT " ALLEY BE the necessary legal action to complete the closing of said alley, as ABANDONED petitioned. ~3~ Council mina. contd. 5/18/65 A petition from the merchants of the Town was presented to Council, in which they recommended that Council seek a means of revenue other than the proposed Sales Tax; stating they felt the needed revenue could be realized from a three cent tax on all types of tobacco, and suggested this types of tax be adopted for securing additional revenue for the town's fiscal year. Several of the MERCHANTS PET. merchants present voiced an objection to the Sales Tax. Later in the meeting Council set May 25th, at 7:30 P. M., in the Pulaski County Circuit Courtroom for a town meeting on the proposed tax matter. A letter from Samuel Douglas Davis, Route 99, Pulaski, NO ACTION TAKEN suggesting that Pulaski, Virginia be made a city and be re-named, ON SUGG.THAT PULASKI BE was read to Council. No action was necessary and no action was MADE CITY & RE- NAM® taken by Council. Council agreed to take their usual advertisement in the TOWN TO TAKE USUAL convention issue of the Virginia Municipal Review. ADV.IN VA. NNNICIPAL Councilman McCarthy, reporting for the Street Committee, REVIEW advised that it was the recommendation of the Committee that the proposed sidewalk from Prospect Avenue to Hillcrest Avenue, on Northwood Drive, not be built at this time due to the great expense involved, and suggested that the Police Department keep a close SIDEWALK .~'Ai NORTHWOOD DR. look on the traffic on Northwood Drive and enforce traffic regulations.. POSTPONED, POLICE DEPT. Councilman Aust moved that the recommendation of the Street TO KEEP CLOSE WATCH ON TgAF~~ommittee be ace!spted,which motion was seconded by Councilman Carrico,. and carried unanimously. Town Attorney Moore presented to Council three resolutions having to do with requests of the State Highway Department for street improvements, as follows: ~~f X36 Council rains. contd. 5/18/65 On motion of Councilman Carrico, seconded by Councilman Farmer, and carried unanimously, the following resolution was adopted: WHEREAS' Officials of the Department of Highways of the Commonwealth of Virginia and the officials of the Town of Pulaski, Virginia, have by conference and negotiation formulated tentative plans for certain pro3ects within the Town of Pulaski with participation by the State under the cost formula of 85~ by the State and 15~ by the Town; and, WHEREAS, it is necessary for a formal request to be made to the Department of Highways of the Commonwealth of Virginia by the Council of the Town of Pulaski by resolution for each p ro~ ect. RESOLUTION FOR RE-CONSTRUCTION NOW, THEREFORE, BE IT RESOLVED BY THE COUNTIL OF THE OF RAND.AVE.FR. TOWN OF PULASKI, VIRGINIA, at its regular meeting on this 18th 11TH ST TO CORP. day of May, 1965, that: LIMITS ADOPTED & FWD. TO STATE (1) The Highway Department of the Commonwealth of HWY DEPT. Virginia be, and it is hereby, requested to establish and set up a p ro~ect within the Town of Pulaski, Virginia, for the construction or reconstruction, as the case may be, of that portion of State Route #99 on Randolph Avenue between Eleventh Street, North, and the northern corporate limits of the said Town. (2) That the Town hereby agrees to pay its share of the costs of such pro3ect under the cost formula of 85~ by the Highway Department and 15~ by the Town. (3) The Town further agrees that if the said project is established as herein requested and thereafter the said Town decides not to proceed further with the said project, then the Town by this resolution hereby agrees to repay the Highway Department for the necessary engineering costs incurred for the said project to the time of abandonment. (!t) It is further directed that the Mayor execute this resolution and the Clerk attest same on the part of said Town, and that the Town officials do all things necessary on the part of the Town to assist the Highway Department to plan and establish the said pro3ect and for the final confirmation thereof by ~broper resolution of said Council. On motion of Councilman Eggert, seconded by Councilman Cummings, and carried unanimously, the following resolution was adopted: WHEREAS, officials of the Department of Highways of the Commonwealth of Virginia and the officials of the Town of Pulaski, Virginia, have by conference and negotiation formulated tentative plans for certain projects within the Town of Pulaski with participation by the State under the cost formula of 85% by the State and 15~ by the Town; and, 1 1 nl I,~ . ~~'3~ Council rains. contd. 5/18/65 WHEREAS, it is necessary for a formal. request to be made to the Department of Highways of the Commonwealth of Virginia by the Council of the Town of Pulaski by resolution for each project. NOW, THEREFORE, BE IT RESOLVED $Y THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, at its regular meeting on this 18th day of May, 1965, that: (1) The Highway Department of the Commonwealth of Virginia be, and it is hereby, requested to establish and set up a project within the Town of Pulaski., Virginia, to reconstruct U. S. Route #11 at the end of the four-lane portion thereof in the vicinity of its intersection with Peppers Ferry Road and Pico Terrace, to provide additional width, turning radius, and site distance, and to generally improve said highway at this location. (2) That the Town hereby agrees to pay its share of the costs of such project under the cost formula of 85~ by the Highway RESOLUTION FOR Department and 15~ by the Town. CHANGE IN INTER- SECTION OF RT.11 (3) The Town further agrees that if the said project & PEPPERS FR. is established as herein requested and thereafter the said Town ROAD decides not to proceed further with the said project, then the Town by this resolution hereby agrees to repay the Highway Department for the necessary engineering costs incurred for the said project to the time of abandonment. (!t) It is further directed that the Mayor execute this resolution and the Clerk attest same on the part of said Town, and that the Town officials do all things necessary on the part of the Town to assist the Highway Department to plan and establish the said project and for the final confirmation thereof by proper resolution of said Council. ADOPTED this 18th day of May, 1965. On motion of Councilman McCarthy, seconded by Councilman Cummings, and carried unanimously, the following resolution was adopted: WHEREAS, officials of the Department of Highways of the Commonwealth of Virginia and the officials of the Town of Pulaski, Virginia, have by conference and negotiation formulated tentative plans for certain projects within the Town of Pulaski with participation by the State under the cost formula of 85% by the RESOLUTION State and 15% by the Town; and, TO HWY DEPT. FOR PLANT WHEREAS, it is necessary for a formal reouest to be made to MIX ON RT.99 the Department of .Highways of the Commonwealth of Virginia by the (3RD ST) Council of the Town of Pulaski by resolution for each project. NOW, THEREFORE, SE IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKT, VIRGINIA, at its regular meeting on this 18th day of May, 1965, that: (1) The Highway Department of the Commonwealth of Virginia be, and it is hereby, requested to establish and set up a project within the Town of Pulaski, Virginia, for the placing of plant mix asphalt on State Route #99 on Third Street, West, from Route #11 (Washington Avenue} to Randolph Avenue, and thence on Randolph Avenue from Third Street to Eleventh Street, or to the terminus of the new construction on Randolph Avenue, with said plant mix to be placed during the 1966 construction season. ~~~)~ Council mins.contd. 5/18/65 (2) That the Town hereby agrees to pay its share of the costs of such project under the cost formula of 85~ by the Highway Department and 15% by the Town. (3) The Town further agrees that if the said project is established as herein requested and thereafter the said Town decides not to proceed further with the said project, then the Town by this resolution hereby agrees to repay the Highway Department for the necessary engineering costs incurred for the said project to the time of abandonment. (4) I t is further directed that the Mayor execute this resolution and the Clerk attest same on the part of said Town, and that the Town officials do all things necessary on the part of the Town to assist the Highway Department to plan and establish the said project and for the final confirmation there- of by proper resolution of said Council. ADOPTED this 18th day of May, 1965. Town Manager Noland advised Council that in addition to the needs of the Town as set forth in his budget message, he felt Council should also consider 1) Construction of a modern field ADDL. NEEDS OF TC~IN CITED BY house at Calfee Park, 2) Liberalize the Town Employee Retirement TCWN MGR. NOLAND Plan, 3) Employ additional full time firemen, Lt) Reduce width of and landscape median areas of Washington Avenue and Sixth Street, to provide adequate space for vehicular ase, 5) Build a municipal swimming pool, and 6) the $It,000.00 carried in the proposed budget, he felt, would not be sufficient for the beautification needs.
