Minutes of a public hearing held by the Pulaski
Town Council, on June 30, 1965, at 4:00 P. M., in the Municipal
Office.
There were present: Vice-Mayor T. J. McCarthy,
presiding.
Councilmen: W. A. Larson, W. S. Cummings, Glen K. Aust,
Rudolph Farmer, C. B. Gallimore

The invocation was given by Councilman Gallimore.
Vice-Mayor McCarthy stated it was the time and place as had
been advertised in the Southwest Times for a public hearing on a
proposal for an increase in certain taxes and services rendere d by
the town. Town Manager Noland advised those present that Council
had under consideration three proposals as a means of securing addition-

of Pulaski; also to increase charges and fees for the collection of garbage
as contained in Section 9-23 of the Town Code under Schedules A and B;
and an increase on cigarettes per package, plus a tax on cigars, smoking
and chewing tobacco and snuff. Mr. McCarthy advised that Council would
be glad to hear the visitors, one at a time, on the subject of tax
increases. Mr. Martin and Mrs. Collins apposed the increase in real
estate taxes from $1.60 to $1.80 for each $100.00 assessed value,
stating they felt they were paying town taxes and were not receiving
sewer services. It was explained to them that real estate tam money
was not used for improvements to water and sewer facilities, but that
the revenue from the water and sewer servic fees are used for water

and sewer improvements. They were told to get a petition from the
property owners in their area who desire sewer services and present
same to the Council for consideration.
Council then heard from Mr. Hall, Mr. Macgill, Mr. Wheeling
and Mr. Obel Ratcliff, all of whom opposed the increase in the real

After discussion between Mr. Sadler, Mr. Moore and Council,
concerning possible cable TV franchise ±,, Mr. Sadler's client, on
motion of Councilman Gallimore, seconded by Councilman Larson, and
carried unanimously, it was, RESOLVED, that the Town Attorney prepare

GRANTING CITY permission to the City Cable Company to transfer its franchise to the
