Minutes of the regular meeting of the Pu7_aski Town
Council, held August 3, 1965, at Lt: 00 P. M., in the Municipal
office.

The invocation was given by Councilman Carrico.
Minutes of the meeting of July 22nd were approved, as
recorded.
Mayor Jackson advised it was the time and place, as had
been advertised in the local newspaper, for a public hearing on the
application of R. S. McPeak to place a house trailer at 62S Ridge
Avenue in the Town of Pulaski. No one appeared opposing the
application. Town Manager Noland advised that Mr. McPeak planned

to the placing of the house trailer at 628 Ridge Avenue, Councilman

As Chairman of the Street Committee, Mr. McCarthy
reported that the Committee held its meeting on July 22nd, with Mr.
Eggert, Mr. Cummings and himself being present, together with
Town Manager Noland, Howard Jackson, and Bill Ga1l.imorQ, Contractor
for Pulaski County Free Library, on Third Street at the Library
construction site, and it was the recommendation of the Committee,
as well as the Town emplo~Tees, that the north side of Third
Street be widened and that a new sidewalk be installed from the

OWNERS ON COR. It was also recommended that this project be started immediately.
It was brought out that the property owners, with the exception
of the owners of the parking lot on the corner of Third Street
and Jefferson Avenue, had approved the proposed project. Mr.
McCarthy made the motion that this project be started immed-i.ately,
and that the Town Manager contact the owners of the parking lot
in an effort to obtain their approval. This motion was seconded
by Councilman Larson, and carried.
Tr]ith regards to a petition for sewer services which was
turned over to the Sewer Committee at a prior meeting of Council,
Councilman Carrico advised that the Sewer Committee had met and
submitted for Council's approval, two proposals: (1) That the

DRIVE struction, at an estimated cost of $12,000.00; (2) an alternate
plan, to extend the sewer line northward from Pepper's Ferry Road,
approximately 1200 feet of which line would be outside the corporate
limits, to serve property owners on Ld'e Highway, ti^?indsor Avenue
and Pleasant Hill Drive, at an estimated cost of app roximatel,y
~31~,000.00. Mr. Carrico stated it was the Committee's
recommendation that proposal number one, be accepted, provided
a minimum of fifteen connections are secured and that the parties

who are now in the process of building on Pleasant Hill hive,
will donate X250.00 which is considered approximately half
the cost of a septic tank, and that their connection fee of
Fifty Dollars be included in the ~?_50.00 donation reeuired of them,
with the understanding that all of the fifteen connections will be
reouired to use Town water. After a lengthy discussion of the
two proposals, Councilman Gallimore moved that the Committee's
report be accepted; that the proper property owners be contacted
and negotiations be worked out on these recommendations and if
it is agreeable to all concerned, to proceed with the construction
of the line on Pleasant Hill Drive. Mr. Larson seconded the motion
and it carried on the following recorded vote:

Councilman Larson, and carried, with Mr. Carrico voting in the negative,
because he felt some effort should be made to get a trailer court to
take care of these trailers.

delinquent taxP.S for. the year 1961:., as certified to the Council, be

delinquent and that said list of delinquent real estate tax be filed
with the Clerk of the Circuit Court of Pulaski County, Virginia, to be
recorded and indexed by him; that a list containing all unpaid real
estate taXP.S as of June 30, 1965, be published in a local newspaper
on August 15, 1965; that a list of unpaid personal property and head
taxes and any and all other taxes be nrenared; that such lists be posted
at the courthouse and other nub7_i_c nlac?s, all said proceedings to be in
accordance with the provisions of the Code of Virginia, 1950 Edition,
Title 58, Charter 20, Ar+,i.cl_e 7, and Chanter 21, Article 7 and any other
applicable amendments to the said Code.

On motion duly made by Councilman Gallimore, and seconded
by Councilman Aust, the following resolution was adopted:
BE IT RESOLVED that the Treasurer's list of erroneous
assessments for taxes for the year 1964 be submitted to the
Commissioner of Revenue for further verification; that upon
verification by the Commissioner of Revenue for Pulaskd County,
Virginia, that the said taxes are erroneous. The Town Treasurer
TREASURERS is hereby ordered to correct tax tickets accordingly and he is

hereby relieved for the duty and responsibility of collecting same.

On motion duly made by Councilman Larson, and seconded by Council-
man Cummings, the following resolution was adopted:
BE IT RESOLVED, that the certified list of the Town Treasurer
for the year 1962, showing remaining delinquent taxes be accepted, and
it is ordered that the revised list of real estate be transmitted
to the Clerk of the Circuit Court of Pulaski, Virgi nia, to be filed;
and the Treasurer is further directed to continue to collect the unpaid
taxes shown on said list.
Town Manager Noland explained to Council that under the recently
adopted cigarette and tobacco tax ordinance under Article III, Section
(2), the ten per cent discount on the face value of stamps for affixing
the stamps would mean that the Town would be paying the various dealers
approximately $6,000.00 a year to put the stamps on tobacco products.
COUNCIL Mr. Noland recommended that the ordinance be amended to read that .002

enact Article III, Section (2) of the Cigarette and Tobacco Tax
ordinance: In the sale of such stamps to a local dealer or other
agent, the Treasurer shall allow a discount of .002 cents per stamp
to cover the cost which will be incurred by such dealer or agent in
affixing the stamps to packages of cigarettes, cigars, smoking tobacco,
chewing tobacco, and snuff.
Other aspects of the new tobacco ordinance were discussed,

Town Attorney Moore advised that local Banks have been named

Town Manager Noland advised Council that the pick up of large
unflattened paper cartons by the Town garbage collection crews

GARBAGE CREWS Council discussed the strict enforcing of its present ordinance
having to do with the responsibility of cutting weeds and debris
from vacant lots, and Town Attorney Moore advised that if Council planned
to enforce its present ordinance, that because of the State Enabling
Act, a new ordinance should be adopted. Councilman Gallimore moved

Council voted unanimously to sponsor the annual employees

Mayor Jackson gave a report on his recent trip to Detroit, Michigan

Improvement Club, which he attended recently.
