Minutes of the regular meeting of the Pulaski Town Council,
held August 17, 1965, at l~:00 P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: H. H. Eggert, C. B. Gallimore, W. S. Cummings,
W. A. Larson, Glen K. Aust, Rudolph Farmer,
T. J. McCarthy, F. L. Carrico

The invocation was given by Councilman Gallimore.
Minutes of the regular meeting of August 3rd were approved,
as recorded.
As it was necessary for Town Attormey Moore to attend another

meeting, Council heard Mr. Moore's report first. Mr. Moore advised that
he had prepared an ordinance, as directed by Council, with reference to
the removal of weeds, trash, etc., from vacant lots, but he felt that
the ordinance committee should look at it-~~ before presenting it to
Council. The ordinance was turned over to the ordinance committee to
meet with Town Attorney Moore for a discussion of same.
Mr. Moore presented a letter from Rev. L. N. Kegley, Pastor of the
Pulaski Circuit of the Methodist Church, composed of Trinity Methodist
Church; Mt. Olivet Methodist Church and Wesley Memorial Chur ch, in which

Town Manager Noland presented a petition from Fred Swinburne of Alum
Spring Road, in which Mr. Swinburne requested Council to re-zone the

of establishing a nursery and plant sales operation. On motion of.
Councilman Farmer, seconded by Councilman Cummings, and carried, it
was, RESOLVED, that the request of re-zoning be referred to the Town
Planning Commission for recommendation to Council.
Council obligated itself in the amount of $150.00 worth
of advertisement next year in support of publication of the first

man Larson made the motion that Council underwrite the new publication
by $150.00 worth of advertisement, which motion was seconded by Council-
man Gallimore, and carried unanimously.
A petition from Rev. Cheverton, pastor of the Christian
Church; Rev. Campbell, pastor of the Episcopal Church, and Paul Lewey,
was read to Council by Town Manager Noland, in which they asked the Town
to re-open a prior request for a sidewalk on the south side of Northwood

seconded by Councilman Farmer, and carried, it was, RESOLVED, that the
matter be referred back to the Street Committee for study and considera-
tion.
Town Manager Noland brought to Council's attention a
letter from the Appalachian Power Company in which it was stated that
the company has added a new 3500 lumen mercury vapor light to its
street lighting tarrif, which vapor light gives one-third more illumina-
tion than the 2500 lumen incandescents now in service, and many times

Jefferson avenue at 5th, 6th, 7th, 8th, 9th and 10th Streets
and between Jefferson Avenue and Randolph Avenue on 6th, 7th and 8th Stre

seconded by Councilman Gallimore, and carried unanimously,
it was, RESOLVED, that the Appalachian Power Company be authorized
to change its contract with the Town from 2500 lumen incandescent
street lights to 3500 lumen mercury vapor.

Reservoir Committee had recommended that the request of Raymond H.
DeFrees, appearing at Council's last meeting, be turned down,
and no change be made in the present rules and regulations with
regards to the operations at Gatewood Reservoir. Councilman
Gallimore moved that the recommendation of the Gatewood Reservoir
Committee be accepted, and the motion was second~d'by Councilman
Eggert, and carried.

the bridge over the old Peak Creek channel was referred to the
Street Committee on mbt~:on-:of councilman Gallimore, seconded by

Council discussed briefly a proposal to increase its
present Fifty Dollar sanitary sewer connection fee, and on motion
of Councilman Eggert, seconded by Councilman McCarthy, and carried,
it was, .RESOLVED, that the matter be referred to the Sewer Committee
for study and recommendation to Council.
Town Manager Noland read a report from Mr. R. E. Dorer of
the State Health Department, who recently made a trip to Pulaski to
inspect several proposed landfill sites: The Aust site south of Jeffeerson
Street; the McClanahan site on Route 738, north, and the northern
portion of Loving Field. Mr. Dorer reporter that from the short-
range approach the Aust site south of Jefferson Street, seemed
to be the best of the areas inspected; it being closely situated
would cut down on hauling costs, and there appeared to be ample
cover material which could be obtained without too much expense, and
recommended this site as being the most feasible for the present
time. Council was reminded that earlier in the year several propertg~
owners had appeared before Council as a result of a rumor that the
Town was considering the Aust site for a landfill and protested same.
On motion of Councilman Carrico, seconded by Councilman Farmer, and
carried, Mr. Aust not voting, it was, RESOLVED, that consideration
of the Harry Aust site south of Jefferson Street be placed on the
agenda for action at Council's next regular meeting, and that all
persons in that area be so notified.
Council discussed the proposal from the Town of Dublin

that the Town of Pulaski allow Dublin to use Pulaski's landfill.
Discussion followed with regards to the great expense involved

Committee, and also directed the Committee to make a study
of garbage collection fees, along with the proposal from the
Town of Dublin.

of appreciation to the proper organization responsible for
