Websterm, Sr. The itzvocation was given by Town Manager Noland. Minutes of the regular meeting of August 17th were approved, as recorded. The many visitors were welcomed by Mayor Jackson. Mayor Jackson advised it was the date, time and place as had been advertised for a public hearing on the application of David Ayers to place a house trailer on West Commerce Street, and that Council wou[1d TRAILER be glad to hear from thos who opposed same. There appeared to be no APPLICATION OF D. AVERS one present opposing the application, and Town Manager Noland reported APPROVED that Mr. Ayers planned to place anew wide two-bedroom trailer, the approximate value being 46,000.00, on this lot and to connect to the Town sewer and water. The Town Manager recommended that the applica- tion be approved. On motion of Councilman Eggert, seconded by Councilman Aust, and carried, it was, RESOLVED, that this trailer application be approved. - ~.(~2 Council mina. contd. 9/7/65 A letter from Mrs. Marvin E. Holcombe, addressed to the Mayor, was read to Town Council by Town Manager Noland, in which letter Mrs. Holcombe complained of the poor facilities at the Greyhound Bus Station in Pulaski. Comments from members of Council were to the effect that it was regrettable that the Greyhound Bus Company did not provide , an adequate bus terminal, but since it was not the resonsibility LETTER OF COMPLAINT of the Town, felt that a copy of said letter and reply, should RE: GREYH. BUS.FACS. be forwarded to the Greyhound Bus Company for their information. FORWARDED TO COMPANY Mr. Philip Sadler appeared before Council in behalf of the many visitors who opposed a landfill operation being located near the south end of Jefferson Avenue in the Town. Mr.Sadler, as well as the many persons who were heard by Council, opposed the proposal because these property owners felt it would reduce the value of their property and degrade the whole area; because of the traffic hazard it would ease as well as being very dangerous for the children attending Jefferson School in that area. Mr. Sadler OPPOSITION stated his clients felt they would sustain a great loss on their TO PROPOSED property, and life savings, if they were to market their property LANDFILL AT to move away from the "dump" area, and asked Council to eoasider SOUTH END other places before making a decision. Mr. Sadler filed with Council OF JEFFERSON a formal ob3eetion to the landfill being placed in the South AVENUE Jefferson Avenue area. Town Manager Noland read a report from Mr. R. E. Dorer, State Health Dept. Bureau of I nseet and Rodent Control, who came to Pulaski, at State expense, to view and make recomendations to the Town for the location of a new landfill. Several persons were heard on the subject, and Council advised that Council had promised to give the residents of that area an opportunity to be heard before a final decision was made on locating a landfill in that area and that this matter was on the agenda for that purpose, and that Council had made no decision on the matter as of that date. Max Trompter, who owns property at the corner of Washington Avenue and Fourth Street, requested Council to take TFiOMY'TE~.: '. Councilman Cummings reported it was the recommendation of the Street Committee to go along with the request of the Pulaski Circuit of Methodist Churches, for the Town to vacate any and all streets, public ways, and alleys shown in Block TOWN TO VACATE 178 and Block 179, including the portions of Baskerville Street ALL STS. ALLEYS lying on the east side thereof contained within the described IN BK. 179 & 179 boundary conveyed in that certain deed from Martin Land and Improve- meet Company, Incorporated, to M. C. Gallimore, dated August 28, 19111, AND and on motion of Councilman Cummings, seconded by Councilman Eggert, and carried on the following recorded vote: RESOLUTION W. A. Larson - aye F. L. Aust - aye C.B.Gallimore - abstaining BY COUNCIL The following resolution was adopted: BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, meeting in regular session on this 7th day of September, 1965, that: .WHEREAS, by letter of August 16, 1965, the Reverend L. N. Kegley, Pastor of Trinity, Mount Olivet and Wesley Memorial Methodist Churches, comprising the Pulaski Circuit, advised the Mayor and Council of said Town that the churches above gamed had entered into an agreement to purchase certain property from Nancy R. Gallimore, lying in the Town of Pulaski and shown on what is commonly referred to as the Official Map of the Town of Pulaski as Blocks 178 and 179; and, WHEREAS, on the map, the said blocks are divided into alleys and streets, none of which have ever been accepted, opened or improved by the Town of Pulaski; and, /~~~ ~ A1. Council mins. contd. 9/7/65 WHEREAS, the Pulaski Land and Improvement Company put upon the records in the Clerk's Office of the Circuit Court of Pulaski County, Virginia, a map that is now commonly referred to as the "Official Map of the Town of Pulaski," showing the Town to be divided into blocks, lots, streets and public ways, but that at the time the said map was recorded, the Pulaski Land and Improvement Compcny did not own at~y of the land comprising Blocks 178 and 179, nor iw there any record that it ever owned this property; and, WHEREAS, the Council is advised that by reason of a recordation of a map by a person not the then owner of said lot, that said recordation does not 1 egally affet a dedication of any pablie right of way shown thereon. nor in fact did it serve to subdivide said blocks into lots as shown; and, WHEREAS, the matter was referred to the Street Committee of the Town on the 17th day of August, 1965, and the said Committee has this day made its report to the Council recommending that the Council take the necessary action to clear any cloud now existing upon the title to said parcel of land by reason of the afore- mentioned recordation of said Map; and, WHEREAS, the Town is further advised that it may proceed under the authority of Title 15.1-1x.82 of the Code of Virginia as amended, and by further. giving notice as required by Title 15.1-1i31 of the Code of Virginia. NOW', THEREFORE, BE IT RESOLVED THAT: The Clerk of the Council give notice of a hearing as required by Title 15.1-1182 for a public hearing at 11:00 o'clock P. M., on the 21st day of September, 1965, in the Council Chambers of the Town of Pulaski, Virginia, for the purpose of hearing any person who desires to appear before Council to object tc the adoption of an ordinance vacating streets, alleys and public ways shown as Blocks 178 and 179 and more particularly the property now owned by Mancy R. Gallimore, under consideration by the said Council; and to do such other and further things as may be required by the aforementioned sections of the Code. Action was deferred on the adoption. of a resolution approving immediate annexation of lands on the north side of Pleasant DEFERRED ADOPTION OF Hill Drive, for a called meeting of Council. Lovi11 The invocation was given by the Rev. Edward F. Lovill, pastor of the First Baptist Church. Minutes of the meeting of September 7th were approved, as recorded. As President of the Parent Teachers Association for Northwood School, Mr. Lovill appeared before Council to request the Council to install a sidewalk on Northwood Drive for the children walking to Northwood School from the west end of Northwood Driv® and Prospect Avenue. In this connection, Councilman McCarthy, Chairman of the Street Committee, reported that his Committee, together with COMM. RECOMD.Mayor Jackson, H. C. Jackson and Lloyd Mathews, had .looked at this SAFETY WALKS AND TRAFFIC situation only the day before Council's meeting and since there SIGNALS @ffi NORTHWOOD were no funds in the budget for financing this costly project, as DRIVE APPROC. SCHOOL well as the fact that a sidewalk along Northwood Drive would, in some instances, reduce the size of driveways and cause them to be too steep to use, Councilman McCarthy reported it was the recommendation of the Street Committee that two safety traffic lights be installed to be used during all school activities; two cross walks b® installed with one policewoman or police officer to be on duty during school activities to handle the traffic, and that the speed limit of twenty-five miles per hour now in force be reduced to fifteen miles per hoar to provide safety for the children walking to Northwood school. --T- ~~ ~"~ Council mins, contd. 9/7/65 Mr. McCarthy put the recommendation in the form of a motion, which motion was seconded by Councilman Cummings, and carried, it was, RESOLVED, that the recommendation of the Street Committee be accepted. Mr. Lovill was advised that it was the feeling of Council that this plan would work better than the sidewalk, but that if it did not Council would again look at the situation. Council heard a request from F. H. Flanagan, Mayor of Dublin, for police protection to its citizens after their municipal offices close at 5:00 P. M. Mayor Flanagan stated that presently, some citizens especially businesses, in case of emergencies call the Pulaski Police Department to contact the DUBLIN' S REGI.FOR Dublin Police car by radio after five o'clock, but not all of the ASSiT.FROM TOi~tN POLICE Dublin citizenry know of this. Mayor Flanagan advised that the DEPT. REF. TO POLICE C & P Telephone Company has offered them a service whereby a COMMITTF'.F telephone would ring in the Pulaski Police Department, after five o'clock and the Pulaski dispatcher could contact the Dublin Police car by radio. He further stated a key in the Pulaski Police Dept. could cut this service off. On motion of Councilman McCarthy, seconded by Councilman Cummings, and carried unanimously, it was, RESOLVED, that the matter be turned over to the Police Committee for further study. A letter from Mr. A. F. Horne, of the Appalachian Power Company, in which letter Mr. Horne advised that the APCompany desired do renew its lease with the Town for a portion of the building located on Washington Avenue and First Street, and known as the "Bunts Building", which lease ..expired on August 31, 1965, for a period of COUNCIL AGREED TU one year, beginning September 1, 1965, and ending August 31, 1966, RENEW. Councilman Cummings moved that the request be granted; that a one year lease be granted to the APCompany, to contain the same stipulations as contained in the old lease, with the privilege 0$ renewal. This motion was seconded by Councilman Gallimore, and carried unanimously.
