Jackson, presiding. Councilmen: C. B. Gallimore, W. S. Cummings, T. J. McCarthy, F. L. Carrico, H. H. Eggert, Glen K. Aust Absent: W. A. Larson and Rudolph Farmer Also present: Gladys R. Dalton, Town Clerk R. Lloyd Mathews, Town Engineer H. G. Lovill The invocation was given by the Rev. Edward F. Lovill, pastor of the First Baptist Church. Minutes of the meeting of September 7th were approved, as recorded. As President of the Parent Teachers Association for Northwood School, Mr. Lovill appeared before Council to request the Council to install a sidewalk on Northwood Drive for the children walking to Northwood School from the west end of Northwood Drive and Prospect Avenue. In this connection, Councilman McCarthy, Chairman of the Street Committee, reported that his Committee, together with COMM. RECOMD.Mayor Jackson, H. C. SCHOOL well as the fact that a sidewalk along Northwood Drive would, in some instances, reduce the size of driveways and cause them to be too steep to use, Councilman McCarthy reported it was the recommendation of the Street Committee that two safety traffic lights be installed to be used during all school activities; two cross walks be installed with one policewoman or police officer to be on duty during school activities to handle the traffic, and that the speed limit of twenty-five miles per hour now in force be reduced to fifteen miles per hour to provide safety for the children walking to Northwood school. ~~i ~~ 2/ Council mins, contd. 9/,7'/65 Mr. McCarthy put the recommendation in the form of a motion, which motion was seconded by Councilman Cummings, and carried, it was, RESOLVED, that the recommendation of the Street Committee be accepted. Mr. Lovill was advised that it was the feeling of Council that this plan would work better than the sidewalk, but that if it did not Council would again look at the situation. Council heard a request from F. H. Flanagan, Mayor of Dublin, for police protection to its citizens after their municipal offices close at 5:00 P. M. Mayor Flanagan stated that presently, some citizens especially businesses, in case of emergencies call the Pulaski Police Department to contact the DUBLIN' S RE~.FOR Dublin Police car by radio after five o'clock, but not all of the ASSiT.FR.OM TOT~~N POLICE Dublin citizenry know of this. Mayor Flanagan advised that the DEPT. REF. TO POLICE C & P Telephone Company has offered them a service whereby a C OMMI TIFF telephone would ring in the Pulaski Police Department, after five o'clock and the Pulaski dispatcher could contact the Dublin Police car by radio. He further stated a key in the Pulaski Police Dept. could cut this service off. On motion of Councilman McCarthy, seconded by Councilman Cummings, and carried unanimously, it was, RESOLVED, that the matter be turned over to the Police Committee for further study. A letter from Mr. A. F. Horne, of the Appalachian Power Company, in which letter Mr. Horne advised that the APCompany desired to renew its lease with the Town for a portion of the building located on Washington Avenue and First Street, and known as the "Bunts Building", which lease ..expired on August 31, 1965, for a period of COiJNCIL AGREED TO one year, beginning September 1, 1965, and ending August 31, 1966, RE,NE,W. Councilman Cummings moved that the request be granted; that a one year lease be granted to the APCompany, to contai n the same stipulations as contained in the old lease, with the privilegd bf renewal. REMAINDER Reamer, a part owner of the parking lot on the corner of Jefferson PORTION WIL1 B~: DONE Avenue and Third Street, indicated they would be responsible for their share of the cost of widening and installing a new side- walk from the alley at the Pobst building to Jefferson avenue. On motion of Councilman McCarthy, seconded by Councilman Cummings, and carried, it was, RESOLVED, that Third Street be widened and sidewalk installed on the north side thereof, to Jefferson Avenue. Councilman McCerthy further reported that the Street Committee had looked at the right-of-way situation on the East Main Street bridge at the Southwest Motors. It was the recommendation of the Committe® that the Town remove the bridge rail adjoining the E.MAIN ST, property of Mr. Aust and Dr. Chitwood, at Town expense, after the BRIDGE RAILS TO BF REMOVED partnership has filled and leveled the land next to the bridge, to ON SO.SIDF: PROPERTY TO the satisfaction of the Town. As Chairman of the Sewer Committee, Mr. Carrico.r.eported that his committee had considered Mr. Fred Swinburne's request, as well as other sewer service requests, but that no definite conclusion SWINBURNE'S had been reached because of the fact that the Town's audit had not been SEWER REG. H. C. Jackson, Director of Public Works, estimated the line would cost approximately $3.00 afoot. There followed a dis- cussion between Mr. Swinburne and the Council with regards to the cost of installing this sewer line only to Mr. Swinburne's property. Councilman Gallimore suggested that the Director of Public Works work up a skane cost estimate'-of-the seeker line to the property of Mr. 5winburne and try to work out a share cost agreement between Mr. Swinburne and the Town on this portion of the pro3ect by Council's next meetiag. ~'(.1 Council minx. contd. 9/21/65 As had been advertised in the local newspaper, Council held a public hearing for the purpose of considering a proposed ordinance vacating any and all streets, public ways, and alleys shown i n Block 178 and Block 179, and including portions of Basker- ville Street, at the request of the Pulaski Circuit of Methodist Churches. No one appeared opposing said proposal, and on motion of Councilman Eggert, seconded by Councilman Aust, and carried on the following recorded vote: 6d. S. Cummings - aye H. H. Eggert - aye T. J. Carrico - aye Rudolph Farmer - absent the following ordinaaee was adopted: AN ORDINANCE TO VACATE AND ABANDON ALL THE ALLEYS, STREETS, AND PUBLIC WAYS SHC~nTN WITHIN THE BOUNDARY LINES G~' BLOCKS X78 AND 179 IN THE TOGJN OF PULASKI, VIRGINIA, TOGETHER WITH THAT PORTION OF BASKERVILLE STREET LYING ON THE F..ASTERN PORTION OF SAID ADOPTION OF BLOCKS AND ADJACENT TO THE Q,UESENBERRY ORDINANCE PROPERTY, AND TO PROVIDE FOR THE RECORDATION VACATING STRF.F;TS OF SAID ORDINANCE. IN BLOCK 178 & 17g BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VTRGINIA~ meeting in regular session on the 21st day of September, 1965, that: WHEREAS, by resolution adopted on the 7th day of September,' 1965, the Council of the Town, in response to a request of the Reverend L. N. Kegley, Pastor of the Pulaski Circuit of the Methodist Church, composed of Trinity, Mount Olivet, and Wesley Memorial Methodist Churches, directed that a public hearing be held on the 21st day of September, 1965, as provided in Title 15.1-1.x82, and that proper notice thereof be given as required in Title 15.1-1131 of the Code of Vixgi.nia, as amended; and, WHEREAS, notice of said public hearing has been properly given as provided in Title 151-131; and, WHEREAS, the public hearing was held at It:00 o'clock P.M., on the 21st day of September, 1965, and no person appeared before Council to object to the adoption of this ordinance vacating streets, alleys, and public ways in Blocks 178 and 179, and the said tract of land is owned by Nancy R. Gallimore, and no person will suffer damage by reason of the adoption of this ordinance; and there appears to be no valid reason why said ordinance should not be adopted. NOW, THEREFORE, BE IT ORDAINED that all of that certain portion of Sixth Street lying between Blocks 178 and 179, and Baskerville Street lying South of Fifty Street, South, and lying ad3acent to the Qaesenberry line on the eastern portion of Blocks 178 and 179, together with all those certain 11~-foot alleys lying within said blocks, all of which are shown on what is commonly referred to as the Official Map of the Town of Pulaski, Virginia, be, and the same are hereby, vacated and abandoned, and the said Town does by these presents releast and relinquish any and all rights or claims which it may have to the aforementioned public ways by reasoa of the recordation of the aforesaid Official Map of the Town of Pulaski;, Virginia. BE IT FURTHER ORDAINED that the Clerk of this Council shall, if no appeal from the adoption of this ordinance is filed within thirty days, or in the event an appeal is filed, and the ordinance is upheld, file a certified copy of this ordinance of vacation with the Clerk of the Circuit Court of Pulaski County, Virginia, with direction to said Clerk to record same as deeds are recorded. Adopted this 21st day of September, 1965. In order to expedite the matter of the annexation of a tract of land lying on the north side of Pleasant Hill Drive, Town Attorney Moore suggested that a special meeting be called, DETAILS OF ANNEXATION at which Mr. Harry Hall, Mr. B. K. There was some discussion as to the location of the proposed line, and the cost of the construction of a box culvert. A report was heard from Town Attorney Moore and Mayor VA. MUN. Mayor Jackson reported on an Aviation Program held recently at Hot Springs which he had attended. Howard Jackson suggested that where future repairs are necessary to signal lights and poles, that consideration be given H.C.JACKSONto the arm type pole and fixture, rather than the method now in SUGGS.
