Minutes of a public hearing and called meeting held
by the Pulaski Town Council, on October 26, 1965, at Lt:00 P. M.
in the Municipal Office.
There were present: Mayor C. V. Jackson, presiding.

Mayor Jackson advised that as had been adoertised in the
MAYOR ADVISED local newspaper, it was the time and place for Council to hold

WAS TO BE HELD ~,. Moore also stated he had made certain changes, in rough form,

HEARING in the proposed ordinance as had been directed by Council, for
Council's consideration. Mayor Jackson asked first to hear from
those present who were interested in the new zoning ordinance.
Whereupon, Mr. Frye stated he had not had an opportunity to study
the revised proposed ordinance and therefore did not know if his
company would have any objections or not. Town Attorney Moore
suggested that as Council had done in such cases in the past, the
ordinance be considered for first reading in the rough form and
after it has been re-typed the public will have an opportunity to
read and study it and then Council can place it on the agenda for
a second reading. After a short discussion, Council set November
16th at It:00 P. M., for further consideration, on its second
reading, of the new zoning ordinance.

comments until they had an opportunity to examine the ordinance
after it had been re-typed. A letter from Mrs. Henry D. Jordan,

HER PROP. BE use. Mayor Jackson advised that Mrs. Elizabeth Meredith Jackson, who

BUS. owns property at the corner of Fifty Street and Jefferson Avenue,
had requested that her prop qty be re-zoned general business from
its present proposed zoning of Residence R-2.
The proposed new zoning ordi nonce was then read by
Town Attorney Moore, who brought to the attention of all concerned

READ & ACCEPTED the changes which had been suggested and recommended.
ON FIRST READING ,
On motion of Councilman Larson, seconded by Councilman
Eggert, and carried unanimously, it was, RESOLVED, that the new
zoning ordi Hance be accepted on its first reading and passed on to
its second reading on November lbth.

J~'• At this point Mr. Hillsman and Mr. Rich explained to
Council the work of a local committee which had explored the possibility
of Pulaski Town and County joi Wing in an area set-up which might
provide a means of local participation in the program under the
Economic Opportunity Act of the federal government. This area
program already comprised the counties of Wythe and Bland with
RESOLUTION the possibility of Smyth County entering in the immediate future

Town, could join the other three counties in ~n area set-up, for the purposes
convenience in administering the program on the federal level. It wigs
explained that under the area set-up there would ba an area board
of directors with representation from each area but that complete
local authority would be retained, so that projects participated in
by Pulaski County and Town would be under the sole jurisdiction of
Pulaski Town and/or County. For projects which receive federal
approval the federal government would pay ninety percent of the cost
at the beginning of the program with localities':;being responsible

for the other ten percent, with the further stipulation that all
or apart of the local ten percent share could be made up
altogether by cash or a combination of cash and certain services
which might be provided locally, such as office space, office
furniture, etc. On motion of Councilman Eggert, seconded by
Councilman McCarthy, and carried, it was, RESOLVED, that the
resolution, as presented by Mr. Rich, be adopted with the under-
standing that it does not bind the Council for sums of money:
WHEREAS, the Town of Pulaski, Virginia, has
given due consideration to and hereby desires to
declare that they believe it to be expedient and to
the best interest of the people of the Town of Pulaski,
Virginia, to support the Pulaski County Community Action
Program organized under the Economic Opportunity Act of
196l~ of the Federal Government; and,
WHEREAS, no commitment has been requested of the
Town for the payment of any specific sums of money, and
the Town does not desire to commit itself until such
time as definite and specific proposals are presented to
them.
N(JInT, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF
THE TOWN OF PULASKI, VIRGINIA, at its regular meeting on
this 26th day of October, 1965, that they will support the
Pulaski County Community Action Program, and do hereby
pledge its full support to this program with the under-
standing that it does not hereby commit itself to
financial support.
Council designated by motion of Councilman Aust,
HALLOWEEN seconded by Councilman Eggert, and carried, the night of Saturday,
NIGHT
October 30th, for celebration of Halloween Night.
As Council's next regular meeting date, November 2nd, falls
on Election Day, on motion of Councilman McCarthy, seconded by Council-

CHANGED man Gallimore, atad carried, it was, RESOLVED, that Council hold its
next regular meeting on Monday, November 1, 1965, at !~ P. M.
It was the thinking of Council that Coleman Furniture
Corporation should be responsible for re-paving of the ditch lines
across Madison Avenue, Third Street and in the alley at the rear
of Western Auto Store and running from Third Street to Fourth
Street at the Luttrell Chevrolet Corporation, the ditches having
COLEMAN FURN.RESP.

On motion of Councilman Larson, seconded by Councilman Cumming,
and carried unanimously, it was, RESOLVED, that the Town could do
the actual paving but at the expense of the Coleman Furniture
Corporation.
There being no further business, the meeting adjourned
at 5:50 P. M.
