Minutes of the regular meeting of the Pulaski Town
Council, held November 16, 1965, at lt:00 P. M., in the Municipal
Office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. S. Cummings, H. H. Eggert, T. J. McCarthy
Rudolph Farmer, Glen K. Aust, F. L. Carrico
Absent: C. B. Gallimore and W. A. Larson

The invocation was given by Councilman Aust.
Minutes of the regular meeting of November 1st were
approved, as recorded.
Mrs. Fred Ayers and m®mbers of Cadet Troupe 521 were
CADET TRO~IPE welcomed by Mayor Jackson, as were other visitors. Mrs. Ayers advised

MEETING. that the girls were working on their government badge "Citizenship",
which required their attendance of a Town Council meeting.
Town Manager Noland read a letter from the Pulaski Band
BAND BOOSTERS Boosters, thanking Council for their check in the sum of $500.00
THANK COUNCIL
to be applied to the cost of the New High School Band uniforms.
Mrs. Collins and Mrs. Martin presented a p etition to
Council for sewer services to the Big Railroad Section of the Town.
The petition contained approximately twenty-four signatures of
PETITION PRES- property owners in that section. After a discussion of the location

Bottom, Mrs. Collins was advised to furnish the town with street
address designation of those who had signed the petition and return
the same to the Town Manager and the petition would then be given
consideration.

commeat on the proposed Zoning Ordinance to do so at this time.
Mr. Frye of Coleman Furniture stated his only complaint was to
Section 10-2-2 and the omission of the clause having to do with
the allowing of a chain link fence. This section having been
included.in the November 196t~ draft of the ordinance but had
been inadvertently 1 eft out of the draft as prepared by Town
Attorney. Mr. Frye was assured that this clause would be re-
instated in the final draft of the ordinance.
Mr. Ray Jackson of General Chemical Company advised that he

had no complaint to make regarding the ordinance since it had been
re-drafted. He stated he would like two copies of the final draft
of the ordinance for his files. During a discussion of the ordinance
by Town Attorney Moore and members of Council, several changes were
made to clear up the contents of specific paragraphs and to correct
one typographical error. Councilman Eggert moved that with the
changes agreed upon, that the zoning ordinance be adopted on its
final reading, to become effective at and after 12:01 A. M. on the
first day of December, 1965, and his motion was seconded by
Councilman Farmer, and carried on the following recorded vote:

Town attorney Moore then advised council that perhaps there should
be an amendment to Section 15-].-3 having to do with the requirement
for holding public hearings, whereupon Councilman Eggert withdrew his
motion for the adoption of the zoning ordinance and Councilman Farmer
withdrew his second, and Mr. Eggert then moved that the amendment to
that section be adopted, which motion was seconded by Councilman Farmer,
and carried unanimously. Councilman Eggert +bhan moved that the ordinance,
as prepared by the Town Attorney and as approved by Council, be
adopted to become effective December 1, 1965, which motion was
seconded by Councilman Farmer, and carried on the following
recorded vote:

Councilman Cummings moved that one thousand (1000) copies.
of the new Zoning Ordinance be printed in booklet form, and the sum

Councilman Farmer reported that the ordinance committee
had met on November Ltth in the office of Mr. Boone, Supervisor of the
Chesapeake and Potomac Telephone Company for this area, with Mr. Eggert,
Mr. McCarthy, Mr. l~oland, Mr. Hillsman and Mrs. King of the Chamber of

that some inefficiency existed but stated his company was well on the$.r
way to correcting it. It was the recommendation of the ordinance
committee that a letter be written to Mr. Boone asking the Telephone
Company to reappraise the area equipment based on the Town's present
and immediate future meeds and ask the Company to set up the priority
date for the installation of direct dialing in Pulaski. Mr. Farmer
stated the matter of radical tree trimming by the Telephone Company
was also discussed, but it was brought out that the matter had been
given consideration by the Town and Telephone officials prior to
November first and corrective measures had been taken regarding
future tree trimmings.

Mr. Boone advised Council that he felt the cause for the
incorrect long distance calls had been corrected. He further stated
that direct long distance dialing for Pulaski would involve a two
million dollar capital outlay by the Company as a new central building

would be necessary, the old building on Fourth Street would
not be adeouate, but that any communication from the Town
regarding direct long distance dialing would be forwarded on to
the main office of the C & P Telephone Company.
Councilman Aust moved that the report of the
REPORT BY ordi Hance committee be accepted, which motion was seconded by
ORD. COMM.
ACCEPTED. Councilman Carrico, and carried.

TELE. Mayor Jackson reported that he had appointed a ten
m®mber citizens committee to study the needs of the community
and town, the ten members being a good representation of the
community, and that all ten had accepted their assignment; that
the committee held its first meeting on November 15th, with

there was much discussion at the meeting relative to the Town's
needs and plans for obtaining these needs. A copy of Mayor

Mayor Jackson called attention to the newly adopted
Pulaski County Mobile Home Ordinance with regards to set back
lines and stated that if this applies within the corporate limits
of the Town, permits previously granted by Council to place house

NEWLY ADOPTED Moore stated he felt the set back regulations were intended to

MOBILE HOME ORD. apply only to rural areas and not the Toxn,, but there was a
conflict between the zoning ordinance and the County's trailer
ordinance. Councilman Carrico moved that the Town Attorney be
directed to contact the proper coanty official and report to
Council on these matters, which motion was seconded by Councilman
Eggert, and carried.
Councilman McCarthy reported that the Street Committee
had met and it was the recommendation of the Committee that the
STREET COMM. REC- Randolph Avenue improvements be made as outlined by the Highway

Ferry Road where it would intersect with Routell. Councilman
Farmer moved that the recommendations of the Street Committee
be accepted, which motion was seconded by Councilman Aust, and
carried unanimously.
