Minutes of the regular meeting of the Pulaski Town
Council, held December 7, 1965, at 1:00 P. M., in the Municipal
Office.
There were present: Mayor C. V. Jackson, presiding.

The invocation was given by Councilman Gallimore.
Minutes of the regular meeting of November 16, special
meetings of November 18 and 26, were approved as recorded.
As required under Chapter 18 of the Town Code, Town
Council held its annual public hearing, for the purpose of
CERTIFICATES OF determining the number of public vehicles, taxicabs and for
PUBLIC CONVENIENCE
& NEC. GRANTED hire cars for which Certificates shall be issued during the
25 TAXICABS.
calendar year 1966. Council considered written applications for
a total of twenty-five (25) taxicabs, and on motion of Councilman
Gallimore, seconded by Councilman Eggert, and carried unanimously,
it was, RESOLVED, that Certificates of Public Convenience and
Necessity be granted, as follows:

Mr. J. G. Ripley, Assistant State Urban Engineer for the
Highway Department appeared before Council and displayed a map of
the proposed relocation of Peppers Ferry Road where it intersects

to Scott Street, explaining to Council that sidewalks in the area
would also be included in the cost of this project. He further
stated tha basis for payment of the cost of the construction of
this project would be 85~ by the State and 15~ by the Town of
Pulaski. On motion of Councilman McCarthy, seconded by Councilman
Eggert, and carried unanimously, it was, RESOLVED, that the
RESOLVED -
HIGHWAY DEPT. Highway Department be authorized to proceed with the plans, as
PROCEED WITH
PLANS. outlined by Mt. Ripley, for the construction of Project 0011-125-101,
C-501, and that the Highway Department will use its discretion in
the location of sidewalks in this area.
By letter from Mr. C. H. Boone of the Chesapeake &
Potomac Telephone Company to the Pulaski County Chamber of Commerce,
a copy of which was forwarded to Mayor Jackson, Council was advised
that direct long distance dialing for Pulaski has been r®-scheduled
for the latter part of 1968. The Ordinance Committee, to whom
the matter had previously been referred, felt this was encouraging
inasn`utch as the original plan for direct long distance dialing for
Pulaski had been five years.
Town Manager Noland advised that Mr. Taylor, State
Traffic Engineer for tlae Salem District, had visited Pulaski on the
day of the meeting of Council, and had made a study of the traffic
situation at the intersection of Route 99 (Third Street) and Madison
Avenue; that Mr. Taylor had also studied the accident records in the
Police Department, and in order to justify a stop and go light at this
intersection, according to State Highway regulations, a twelve hour
survey must show at least 600 cars per hour for eight hours passing
through this intersection on the Third Street side, and it was felt
that this intersection could not qualify for a traffic light at this
time. Mr. Noland advised that Mr. Taylor suggested that a second
signal light similar to the one already at this corner be installed,
one in each bane; that the word "stop" be painted in each of the north
and south bound lanes on Madison Avenue; that a "one way" arrow be rem
located so as to be more visable, and that the stop bar on Madison

Avenue be made wider. It was the feeling of Council that the
suggestions made by Mr. Taylor be carried out and then if this
did not cut down on the accidents at this intersection, the Town
would be in a better position to approach the Highway Department
with regards to some relief. On motion of Councilman Aust,
seconded by Councilman Larson, and carried unanimously, it was,
RESOLVED, that the recommendation of the Highway Traffic Engineer
be accepted and carried out, and that a two months study be made
by the Police Department after the installation of these recommenda-
tions, and report made to Council.
On motion of Councilman Aust, seconded by Councilman
Gallimore, and carried unanimously, it was, RESOLVED, that the
petition for sanitary sewer services to an area west of the Town of
Pulaski known as the Big Railroad Section, including Vine and
Pinnacle Streets, be turned over to the Sewer Committee for study and
report to Council.
Town Manager Noland advised that the Highway Department
had, by letter, informed the Town that plant mix asphalt on Route
99 from Washington Avenue to Eleventh Street had been included in
the 1966 plant mix schedule, and their Engineers have been
instructed to prepare plans for the widening of Randolph Avenue
(Route 99) from Eleventh Street to the North Corporate Limits.
Town Attorney Moore advised that annexation proceedings
for the Pleasant Hill Drive area are moving along satisfactorily and that
a stipulation which would take the place of taking evidence in the
matter, would be ready for adoption by Council at its next regular
meeting. Mr. Moore stated the public hearing would be held on
December 30th and annexation would become effective January 1, 1966.
Council considered Town Manager Noland's letter of
resignation to become City Manager of Martinsville, Virginia,
January 1, 1966, and on motion of Councilman Aust, seconded
by Councilman McCarthy, and carried unanimously, it was, RESOLVED,
to accept, with regret, the resignation of Town Manager Noland. The
letter of resignation is made a part of these minutes, as follows:

Gentlemen:
This is to resign my position as Town Manager of the
Town of Pulaski, and I am simultaneously accepting the position
of City Manager of Martinsville, Virginia.
It is my intention to relinquish my Pulaski responsi-
bilities no earlier than December 18, 1965, and no later than
December 31, 1965, and I intend to assume my responsibilities at
Martinsville immediately thereafter. Martinsville officials
RESIGNATION have agreed to my giving at least thirty days notice here.
OF'TOWN MANAGER
NOLAND At noon or shortly thereafter today I shall attend a
special meeting of the Martinsville City Council, at which my
appointment will be announced. Martinsville has asked that the
first announcement come from there, so you are respectfully
requested to keep this information in confidence pending its
announcement there.
My acceptance of the Martinsville offer is because
I regard it as a career advancement which I am proud to achieve,
and in no way is it an expression of dissatisfaction in Pulaski.
On the contrary, you gentlemen, the Department Heads, the Town
employees and the citizens-at-large have made my more than nine
years here a rewarding and heart warming experience which my
family and I shall treasure.
I thank you gentlemen for glossing over my mistakes
and for your friendly cooperation, and I especially thank Mayor
Jackson for his assistance, for his advice, and above all, for his
friendship. I will never ~~eally leave Pulaski.

On motion of Councilman Cummings, seconded by Councilman
Farmer, and carried unanimously, it was, RESOLVED, that Town Engineer

Councilman McCarthy made the motion, which was seconded
by Councilman Aust, and carried, that Council go into executive session.
There being no further business, the meeting adjourned
at 5:15 P. M.
