The Invocation was liven by Councilman Gallimore The minutes of the regular meeting of Council on Januaryt I~th were approved as recorded. A five minute film was shown of Mayor Jackson, GovernorlMills VIRGINIA MUNICIPAL LEAGUE FILM SHOWN 1 CONVERSION OF HEATING SYSTEM IN MUNICIPAL BLDG. TURNED OVER TO LAND, BLDG. & PARLS COMMITTEE. 1 E. Godwin, and Vice President Hubert Humphrey, which was made at the Virginia Nhanicipal League meeting at Virginia Beach i n September X965, at which time both Governor Godwin and Vice President Humphrey appeared on the League program. John Lilly, Manager of the Pulaski Office of the Coloni8~1 Natural Gas Company, reported to Council that at the request of Acting Town Manager H. C. Jackson, he had checked and made a survey of, the present heating system in the Municipal buildi'r-g, and recd*mended to the Council that the present boiler system operation by coal l~e converted to natural-:gas. 'Mr. Li11y advised he had contacted fou~+ heating concerns for estimates on the conversion and presented to' Council two proposals, from Henson Brothers and Stevens Supply Corporation. Mr. Lilly further stated that operation by natural gas would cost the Town from ten to fifteen percent less than the Towq is now paying, and that the present boiler could be converted for economic operation. Tn motion of Councilman Aust, seconded by Councilman McCarthy, it was, RESOLVED, that the matter of converting the he~ti ng system in the Municipal Building from coal to natural gas, be turped over to the Ladd, Buildings, and Parks Committee for investigation atmd report to Council. Mrs. Hazel S. Cline presented to Council a copy of a revolution adopted by the Alpha Upsolin Chapter of Beta Sigma Pi sorority, sdtting 60 Council Minutes contel 1/18/66 forth ideas and suggestions by the sorority for beautifying the Town SORORITIES GNE IDEAS Park on First Street next to the N & W Railway tracks. Mrs. Cline FOR BEAUTIFYING TOWN PARK ON F1RST ST. stated the sorority is now planning ways the club can make some money for this project, but asked for assistance from the Town in carrying out their plans. Council was very pleased with the plans of the club and Mrs. Cline and Mrs. Crowell were advised that the Town's committee would be glad to work with them and assist in any way possible by the Town. On motion of Councilman Aust, seconded by Councilman Eggert, and carried, it was, RESOLVED, that the usual procedure followed by (Council in these matters be carried out, with a public hearing to be held on same. Mayor Jackson advised that there would ve an inspection by STATE HIGHWAY OFF. TO State Highway officials on February 2, 19~ at 10:00 A.M. of the two INSPECT RT. 99 & RT. 11 PROJECT5. pro3ects: Route 99 from Eleventh Street to the Corporate Limits and the intersection of Route 11 and Peppers Ferry Road. Mayor Jackson advised that a Central Police Trai~t~g CENTRAL POLICE TRAINING school for local police officers will' be held at State Police Head- SCHOOL TO BE HELD ON MAY 2ND. quarters beginning May 2nd, there being either two or three schools and each school to last for three weeks, the cost per man including meals, to be $68.00. He further advised that Pulaski had always participated in these school and on motion of Councilman Aust, seconded by Councilman Cummings, it was, RESOLVED, that Acting Town Manager Jackson work with the Chief of Police in the participation by the Town Police officers in this school and report to council. Acting Town Manager Jackson reported to Council on the cost TOWN MAN. JACKSON of the. recent snow removal. He stated the equipment hours, plus labor REPORTS ON COST OF SNOW REMOVAL. and 215 bags of salt used, amounted to $1331,lt9. Councilman Farmer reported that the Sanitation Committee NEW LAND-FILL SITE and Ac~iag Town Manager Jackson had visited the present landfill site TO BE DEVELOPID ON RECOMM. OF SANITATION on Draper Mountain; that is was brought out by the Acting Town Manager COMM. that with the assistance of some heavy equipment which is available to the Town, a road could be cut hear the present site and make accesanble town-owned land for use as a landfill for some time. Mr. Farmer stated it was the recommendation of the Committee that this new site be developed. I~r Howard Jackson reported that the last packer purchased by the Towtn cost $Lt608.00, and was placed on an old truck chassis. On motion of Councilman Gallimore, seconded by Councilman LAND-FILL SITE ACCEPTED. Larson, and carried, it was, RESOLVED, that the recommendation of the Sanitation Committee with reference to the new landfill site be accepted. On motion of Councilman McCarthy, seconded by Councilman PURCHASE OF GARBAGE Larson, and carried, with Councilman Eggert voting in the negatives it PACKER REFERRED TO FINANCE COMM. was, RESOLVED, that the ma'~ter of the parchase of a new garbage packer be referred to the Finance Committee for report to Council Town Attorney Groseclose stated he had no report to maksf. Acting Town Manager Jackson brought to Councils attention that the installation of the gas line by the Colonial Natural GaB= Company's construction crews was causing much damage to the Town streets NATURAL GAS CO. and alleys. REFERRED TO FINANCE COMM. Methodist Church, and across Third Street to the rear of the Steger apartment houseg would cost approximately $3,211.00. That the box culvert crossing Third Street, N. W. on a line 150 feet east of Jefferson Avenue, (at the alley by the Courtview Apartments) would cost approximately $2,700.00. Councilman Gallimore moved that Mr. Jackson's estimates of the drains in Third Street, according to the layout which Mr. Jackson described, be referred to the Finance Committee to see if an appropriation could be made to take care of the cost of these drains. The motion was seconded by Councilman Farmer, and carried. Councilman Larson gave a report on revenue received for the first six months of the fiscal year 1965-66 as a result of the new taxes imposed by Council July First, and called attention, especially, REPORT ON REVENUE RECEIVED FROM NEW to the loop hole existing with regards to placing stamps on1~r on TAXES FOR SIX M0. Mr. Larson indicated that it was estimated the new taxes would bring in approximately $63,000.00, but according to revenues for the first six months period, only $57,000.00 would be realized. Councilman Aust suggested that a letter be written to the App~.lachian Power Company thanking them for the wonderful dinner at the Armory on Monday night and explaing to those present at the dinner why this area would not experience a serious blackout such as was experienced in New York City recently.
