Minutes of the regular meeting of the Pulaski Town
Council, held February 1~, 1966, at 11:00 P. M., in the Municipal
Office.
There were present: Mayor C. V. Jackson, presiding

Minutes of the regular meeting of February 1st were
approved, as corrected.
On behalf of the Town of Pulaski Mayor Jackson presented
a Fifty Dollar Swags Bond to Virginia?s Junior Miss, Jewell
Anne Catron of Pulaski. Miss Catron will shortly go to Mobile,
Alabama to participate in the National Junior Miss Program. Others
taking part in the presentation were Dr. Frank Trotter; William
H. Elmore, president of the Pulaski County Chamber of Commerce,
and Garnett E. Smith, president of the Pulaski Jaycees.

that the water main in Lots One and Two, owned by the Vaughans,
be removed, as they wished to construct a two-story building
thereon, and the building itself would occupy the space where
the water main is now situated. On motion of Councilman McCarthy,
seconded by Councilman Eggert, and carried, the request for
removing said water main was turned over to the Water Committee.
Councilman Eggert reported that bad weather had prevented
the Land, Buildings and Parks Committee from taking any action on
the request of Mr. Foy Aust relative to the purchase of s strip of
land on Draper's Mountain.

Councilman Aust Reported that the Fire Committee had
looked in to the possible purchase of a new fire pumper to replace the
1928 model pumper now being used by the Pulaski Fire Department,
FIRE COMM. reserve and the present budget carried another X6,000 for the purchase of this

that it would take at least five or six months before the truck
is delivered, with the remaining portion of the purchase price
to come from the up-coming budget. There followed a lengthy discussioq
relative to the financing of this new equipment, and it was the
general fee~.ing of the council that with the Sales Tax situation
as it is, arty mayor purchase or expenditure by the Town should
be postponed until ater the General Assembly adjourns to see
what will be the outcome of the distribution of the sales tax.
Council was also reminded of the recent cave-in of the drain
pipe at Galfee Park, which will cost approximately Ten Thousand
Dollars to repair, as well as the Route 99 (Randolph Avenue)
and intersection of Route 11 and Peppers Ferry Road, pro3ects,
which have already been authorized by 'hhe Council
Councilman Larson moved that before a study ass made of

meeting in Mach. This motion was seconded by- Councilman
Cummings, and carried.
Councilman Larson reported that it was the recommendation
of the Finance Committee, that a purchase order should be placed
immediately for the chassis for the new Garbage Packer, at a cost
of $Lt,ll~8.46. Councilman Eggert moved that an order b~/ placed
for the purchase of a new chassis for the new garbage packer, and

seconded by Councilman McCarthy and carried.
Landscape plans from Dr. A. S. Beecher, V.P.I.Horticulturist,
for the park neat the Norfolk & Western Railway passenger statioa
and the median strip on Washington Avenue, were discussed and turned
over to the Land Buildings and Parks Committee, on ~hotion of
Councilman Aust, seconded by Councilman Farmer, and carried. In a
discussion relative to the Resolution submitted to Council from
the Alpha Upsilon Chapter of Beta Sigma Phi sorority on January
18th, having to-do with the beautification of First Street Park,
it was the feeling of Council that there should be an over-all
planning for the beautification of t~.i.s park, and the Land Buildings
and Parks Committee should consider this over-all plan, with the
cooperation of at~y other civic groups who wished to assist in
this project.
Councilman Gallimore moved that the Finance Committee
be authorized to study, along with the Land Buildings and Parks
Committee, the cave-in at Calfee Park, and report to Council.
This motion was seconded by Councilman McCarthy, and carried.

engine®ring report on the proposed storm culvert to begin at Peak
Creek behind the Number One Store on Main Street and to extend
through the alley to a point near the Presbyterian Church on
Fourth Street, advising that plans call for 1100 feet of 60-inch
pipe, to be installed at an approximate cost of pipe, $19.00 per
foot. Mr. Jackson further advised that if the job was done by
Town forced a portion of the equipment needed for the project
would have to be rented, and suggested to Council that they
consider whether Town forces should do the project, or if the
project should be contracted to some concern in this type of
business. Councilman Aust moved that this project be placed under

pending projects, and was seconded by Councilman Larson. Later
the motion and second was withdrawn. Councilman Farmer then
moved that the storm drain ss proposed from fourth Street to
Peak Creek be referred to the Street and Finances Committees,
which motion was seconded by Councilman Aust, and carried.
Mayor Jackson advised Council that a setter signed by
Mayor Ward Teel of Christiansburg; Mayor Stark of Wytheville
and himself as Mayor of Pulaski, had been mailed to approximately
one hundred and thirty-five towns with population overr 500 in
Virginia urging them to oppose the present sales tax bill now
being considered by the General Assembly in Richmond, and that
the committee representing fifteen towns in the Southwest Virgi nia
area had opposed the present bill and recommended that the

entire proceeds from the local one percent option tax be distributed to
the towns within the counties on the basis of the proportion of
their total population to-the -t®tal population of the county.
On motion of Councilman Eggert, seconded by Councilman Larson,
and carried,, the actions are reported by Mayor Jackson were
approved, and urged that the fight be continued to a successful
conclusion. Councilman Aust stated he felt that Mayor Jackson
was the "daddy" of the whole idea, and should be so commended,
this motion was seconded by Councilman FArmer, and carried.
Councilman Gallimore moved that Council go into
executive session, which motion was seconded by Councilman Larson,
and carried.
After a short executive session, Mayor Jackson declared

the meeting to be in open session, and on motion made, seconded
and carried, the Police Chief was directed to make recommendations
in regards to Police Officers' salaries and report back to Council
at its next meeting.
The meeting adjourned at 6:00 P. M.
