HomeMy WebLinkAbout03-01-66~~~2 Minutes of the regular meeting of the Pulaski Town Council, held March 1, 1966, at 11:00 P. M., in the Municipal office. There were present: Mayor C. V. Jackson, presiding. Councilmen: C, B. Gallimore, T. J. McCarthy, H. H. Eggert, W. A. Larson, Glen K. Aust, F. L. Carrico, Rudolph Farmer, W. S. Cummings Also present: Acting Town Manager: H. C. Jackson Clerk: Gladys R. Dalton Town Attorney: Alan Groseclose Town Engineer: R. Lloyd Mathews Visitors:' Midge Woodard, Southwest Times reporter Joyce Gardner, WPUV Radio Station Linda Morris, ~Toyce Melvin, Sharon Owens, and Roger Combs from the Dublin High School Government Class James McCormick and George Allen The invocation was given by Councilmen Carrico. Minutes of the regular meeting of February 15 th were approved as recorded. Mayor Jackson welcomed the visitors. The students from the Dublin High School explained that their class is studying state and local government, and their teacher, Mrs. John Campbell, felt they would be greatly benefited by attending a Town Council meeting. James McCormick, Manager of the Gulf Oil Station, and MRS'S McCORMICK George Allen, owner and operator of Pulaski Radiator & Upholstry Company, & ALLEN REQ. REMOVAL OF both places of business being located on Route 99 (Fast Main Street), MEDIAN STRSP " RT. 99. REFERRED requested Council to consider the removal of that portion of the four TO ST. COMM. foot concrete median strip located in Route 99 and in front of their places of business, to provide for a better flow of traffic in and out of their places of business. On motion of Councilman Cummings, seconded by Councilman Farmer, and carried, it was, RESOLVED, that the matter be referred to the Street Committee for study and report to Council. Councilman Eggert advised that all the members of Council had viewed the drain pipe damage at Calfee Park during the past week and realized the seriousness of the situati on. Mr. Eggert stated it was the recommendation that pipe for the entire length of the park (610) feet be replaced with concrete pipe at a cost of approximately $8,000.00, and made the motion that work start Council rains. contd. This motion was DRAIN PIPE TO BE REPLACED FOR ENT- seconded by Councilman Gallimore, and carried. As Chairman of the IRE LENGTH OF CALFEE PARK. Finance Committee, Councilman Larson reported there was no problem 1 with .regards to financing this project for replacement of the drain pipe in Calfee Park, and recommended that work be done immediately. Gallimore - aye Councilman Gallimore reported that the Police Committee, POLICE KEPT. ALLOWED TO INCREASE SAL. OF CERTAIN OFFICERS. along with the Finance Committee, had met with the Chief of Police and in order to provide for a more workable condition in the Police Department, recommended that the Chief be allowed to increase the salary of certain officers, as submitted by the Chief, for the remainder of this fiscal year. Councilman Larson, as Chairman of the Finance Committee, advised that his committee approved the recommendation of the Police Committee, which would not require an appropriation because the police force has been short-handed for several months and there has accumulated some salary money because of these vacancies. Councilman Eggert moved that the recommendation of the Police Committee be carried out, which motion was seconded by Councilman Aust, and carried, with Councilman Larson abstaining. Councilman Cummings reported that the water committee could not make a report on the request of Mrs. Julia Vaughan for the removal of a water main from her two lots, until-more information had been obtained by the committee. He further stated the Pico Terrace-8onte 11 project is estimated roughly to cost $138,000.00, and the Tin will be responsible for moving a water main in Pico Terrace, which would cost approximately $12,000.00 - he stated $32,000.00 would be a rough estimate of the Town's share of the costs. Town Attorney Groseclose had no report to make. Mayor Jackson reported that the Pulaski County Board of Supervisors met in special session on February 28, 1966, and declined to adopt a resolution requesting the General Assembly MAYOR JACKSON to list Pulaski along with other towns in the State, to share REPORTS ON SALE5 TAX BILL. in the one percent optional tax on a population basis, to be addscito the regular two percent sales tax now being considered by the General Assembly for the State of Virginia. Mayor Jackson stated that a strenuous effort was made to get the enabling act included as part of the Sales Tax Bill, and it appeared that these efforts were in vain. Mayor Jackson reported that the plans submitted by Dr. Beecher of VPI for the beautification of the area near the Norfolk DR. BEECHER and Western passenger station, and median strip on Washington SUBMITS PLANS TO BEAUTIFICATION Avenue, north, were presented to the Beautification Committee COMM. FOR PARK NEAR N&W STATION. at a recent meeting, and that plans were being made by the local civic groups to work on the area next to the N &W passenger station, but that the median strip plan for Washington Avenue would be held up at this time because of lack of funds. Mayor Jackson advised further that Dr. Beecher would be asked to make. recommendations for beautifying Council mins. contd.
