~V~_ Minutes of the regular me eti ng of the Pulaski Town Council, held April 5, 1966, at 1:00 P. M., in the Municipal Office. There. were present: Mayor C. V. Jackson, presiding. Councilmen: C. B. Gallimore, W. S. Cummings, Glen K. Aust, H. H. Eggert, F. L. Carrico, Rudolph Farmer Absent: W. A. Larson and T. J. McCarthy Also present: H. C. Jackson, Acting Town Manager Evan Norton, newly appointed Town Manager Gladys R. Dalton, Town Clerk Garnett S. Moore, Town Attorney Charles E. Comer, Jr., Chief of Police Visitors: Midge Woodard, Southwest Times reporter Joyce Gardner, WPUV Radio Station Paul Dellinger, Roanoke Times reporter H. F. Carmack, Greyhoand Bus Company James Morris, Robinson Tract Community Club Foy Aust The invocation was given by Councilman Gallimore. Minutes of the regular meeting of March 15th were approved,. as recorded. Mayor Jackson advised it was the time and place set for a public hearing on the application of Leroy Penn to place a LEROY PEI~iN house trailer on Stuart Avenue in the Town of Pulaski, and TRAILER APPL. Council would be glad to hear anyone who wished to oppose this APPROVED. application. There appeared to be no one present who wished to oppose this trailer application, Upon the recommendation of Acting Town Manager Jackson, on motion of Councilman Aust, seconded by Councilman Eggert, and carried, it was, RESOLVES, that the application of Leroy Penn to place a house trailer on Stuart Avenue, be approved. Upon the motion of Councilman Gallimore, seconded by Councilman Eggert, and carried, permission was granted to the ROBINSON TRACT Robinson Tract Community Club, to use the northwest end of COMM. CLUB GRANTED PER- Loving Field upon the same terms and conditions as granted to MISSION TO USE LOVING FIELD. them in 1965, for baseball to be sponsored by the Club. Council mina. contd. Apr. 5, 1966 H. F. Carmack, representative from the Roanoke Office of the Greyhound Bus lines, appeared before Council and asked for support of Council in opposing an application of Trailways GREYHOUND BUS REPRESENTATNE to the State Corporation Commission to make stops in Pulaski. ASKS COUNCIL TO OPPOSE TRAILWAY Mr. Carmack advised that Trailways is presently operating in APPLICATION. this area but are not allowed to pick up or to leave passengers in Pulaski, and if they are granted this permission it will of course hurt Greyhound's business, and possibly cut down on the bus service to Pulaski. The condition of the present bus terminal in Pulaski was brought to Mr. Carmack's attention and he advised that Greyhound would be gl ad to improve conditions if it was possible, but that i t was not feasible for his company to build and maintain a terminal in Pulaski because of such a small iaolume of business. No action was taken by Council. Foy Aust appeared before Council and requested Council and the Town Planning Commission to consider an amendment to the recently adopted Zoning Ordinance and Map, and stated that he finds that in attempting to apply setback line, yard regulations, etc., FOY RUST ASK ZONING ORD. & to the proposed development of his subdivision on the north side MAP BE AMENDED. On motion of Councilman Eggert, seconded by Councilman Gallimore, and carried, it was, RESOLVED, that the matter be referred to the Planning Commission. ~'~e ~^ Council minx. contd. Apr. 5, 1966 On motion of Councilman Aust, seconded by Councilman PETITION FOR SEWER Gallimore, and carried, a petition for sanitary sewer services SERVICES IN AREA OF COMMERCE ST., signed by approximately twelve property owners, in the area of LOTTIER BOTTOM & CASE KNIFE RD. Fayette, Howard, and Commerce Streets and Lottier Bottom and TURNED OVER TO SEWER COMM. Case Knife Road, was turned over to the Sewer Committee to be considered along with other pending sanitary sewer petitions. It was brought to the attention of Council that Industrial Research has requested the Town that they be relieved of paying the sewer charge on water used by them in its cooling system INDU~TR.IAL RES- EARCH ASKS TO and then damped into the creek. On motion of Councilman Eggert, seconded by Councilman Cummings, and carried, it was, RESOLVED, that the matter be deferred until Mr. Norton became Pulaski's new Town Manager and he has an opportunity to study the s ituation with the Water Committee, and report to Council. Police Chief Comer reported there had been three wrecks at the intersection of Madison Avenue and Third Street (Rt.99), since December 13, 1965, when the Town had put into effect the second CHIEF COMER REPORTS ON WRECKS caution light and marked off "stop" signs on Madison Avenue at AT MADISON & THIRD STS. this intersection as suggested by the State Highway Department. He also reported there had been three wrecks at the corner of Washington Avenue and Third Street (Rt. 99), and that two persons had been hit at this intersection on two different occasions, where a red light is in op eration. No action was taken by Council. 0. H. Woolwine, Agent for the Norfolk and Western Railway Company, appeared before Council and asked their support in the Railway's application to the State Corporation Commission to be allowed to combine trains 17 and ~t5 aad trains 18 and lib, advising this would give a better connection with the Ease. Mr. Woolwine stated that it was the purpose of the N. & W. Railway Company to give an over-night and day-light transportation, and the change would not ~~` Council rains. contd. Railway plan for combinribg trains, which wes seconded by Councilman Gallimore, and carried. On motion of Councilman Gallimore, seconded by Councilman Eggert, and carried, it was, RESOLVED that an ESTER E. BROWN application of Ester E. Brown to place a house trailer on MAKES APPLICAT- ION TO PLACE Johnson Street, be advertised for a public hearing at TRAILER ON JOHNSON ST. Council's next meeting. Councilman Farmer made a motion that the Council place on the agenda for immediate discussion the matter of the Community Relations Committee of the local Ministerial Association exercising some control over the advertisement of certain movies shown to the COUNCIL APPROVES ACTION OF COMM. Councilman Farmer made a motion that Council approve the action being taken by the Community Relations Committee in opposing obscene movies, which motion was seconded by Councilman Carrico, and carried . Councilman Cummings reported that the Street Committee had met and it was the recommendation of the Committee that more engineering work be done on the storm drain from the area of the Presbyterian Church and Fourth Street to Peak Creek, with the new MORE ENGINEERING Town Manager to assist in this new study. RT. and study is now being made on placing the drain in the middle of Jefferson Avenue from the Presbyterian Church ~ Peak Creek near the Fire Station; that he felt the size pipe to be used is correct, but that the Committee had asked that more engineering work be done on the prod ect. Mr. Cummings further stated it was the recommenda- tion of the Committee that the drain pipe go down Jefferson Avenue `~~85 Council mina. contd. Apr. 5, 1966 to Peak Creek instead of the alley route, and that the Public Works Department was authorized to start work on the laterals approved by Council. McCarthy -absent Council approved the route of Jefferson Avenue to Peak Creek for the storm drain from the Presbyterian Church and Fourth Street, subject to further engineering, and as well as engineering of the size of the pipe to be used. Councilman Farmer advised Council that at its meeting on TOWN ATTY. TO August 17, 1965, a resolution amending the present ordinance having MEET WITH ORD. to do with the removal of debris and weeds on vacant lots, was turned COMMITTEE TO AMEND PRESENT ORD. over to this Committee, and it was the recommendation of the Committee ON DEBRIS REMOVAL. that Council consider the adoption of this ordinance as written. After a discussion of this amendment it was decided that the Town Attarney would meet with the Ordinance Committee and draft an amendment to the present ordinance. Mr. Carrico reported that the Sewer Committee had placed the petition of Henry Street-Park Avenue residents on the list of SEWER COMM. PLACES sewer applications which have been filed; that the Committee PETITION OF HENRY ST. PARK AVE. RES- recognized the fact there is no money available at this time for IDENTS ON LIST OF SEWER APPLICATIONS these requests, and has prepared a revised list of the petitions as they were presented to Council and the cost of each line. He handed copies of this list to members of Council, and stated the Committee would continue to study the applications and as the funds were made available would determine what could be done. He further stated the Committee is working on a new connection rate, and hoped to have something definite to be effective at the first of the new fiscal year. The report of the Town Treasurer with regards to the possibility of setting aside certain funds for specific projects was continued on the agenda for the next regular meeting of Council ~~~3~ Council rains. contd. Apr. 5, 1966 The Town Attorney had no report at this time. Mayor Jackson reported there is much interest being shown in the beautification and cleanliness program, by the committee headed by Mrs. Cruise as well as civic clubs, and that grading work was completed on the Dora Highway-N & W Railway Park last year and that IDr. Beecher of V~'I had submitted plans for the planting and beautification of this area, with an estimated cost being X500.00 GIVEN TO over One Thousand Dollars. He stated other clubs are being BEAUTIFICATION COMM. FOR USE ON contacted with regards to this project, but that some assistance by the N & W PARK AREA. Town would be needed; that the budget carried the sum of $l~,000. with a very small amount having been used to date, and would like an expression from Council as to a sum to be contributed by the Town. On motion of Councilman Carrico, seconded by Councilman Eggert, and carried, it was, RESOLVED that the Beautification ~:,: Committee be advised that the Town will make available the sum of $500.00 to be used in the beautification and planting of the Dora Highway-N. & W. Railway Park area. On motion of Councilman Eggert, seconded by Council- man Gallimore, and carried, it was, RESOLVED, that Council go into executive session.
