~ Minutes of the regular meeting of August 7th and special
meet ing of August 13th, were approved.
Mrs. Spencer explained that the saw dust fallout from the.
two industrial plants had become worse in the past few weeks, and
that the "explosions" from the open burning at Coleman Furniture t

was much worse. Council discussed at length this situation and at

the suggestion of Mayor Jackson that Council invite the plant officijals

NEXT MEF;TING hoping to arrive at a solution of these problems, Councilman Aust
moved that representatives from the two plants concerned be invited
to attend Council's next regular meeting for a discussion between
Council and :plant representatives. This motion was seconded by
Councilman Gallimore and carried on a unanimous vote.
Mr, crank Kesling, owner of Kesling's Coal Yard, advised
Council that he would like to have some of the business of hauling shone

that all of the Town's purchasing business is based on a competitive;
basis. Councilman Flint felt that Mr. Kesling should be advised that;
the Town would take sealed bids on hauling stone. Mr. Carrico sta
he felt that Council was getting involved with one of the responsi-
bilities of the Manager, and thanked Mr. Kesling for coming and maki_

his request. Mayor Jackson assured N!r. Kesling that it was
certainly not the intention of Council to discriminate against
anyone, especially Mr. Kesling.
Mr. Boadwne and Mr. IIaymore, members and representa-
tives of the Pulaski Volunteer Firemen, advised Council of the
critical need of a radio system, sur.,h as i.s being used in.
Christiansburg, for alerting and notifying, each volunteer fire-
man of afire and its location. They thanked Council for the

system was the answer to their problem. Councilman Cummings moved
that the request be turned over to the Finance Committee for a
report to Council, which motion was seconded by Councilman Aust,
and carried.
Jesse Hopkins asked Council for street improvements to
High Street, the matter being discussed at length. Later in the
meeting the Street Committee recommended to Council that the

LATER since Hopkins and Roop had completed the installation of the sewer
on High Street, the Town plan to immediately fulfill their part
of the agreement of grading and graveling said street. This
motion was seconded by Councilman Flint, and carried unanimously.
At this point Councilman Aust moved that Council recess
for fifteen minutes in order to have pictures made of Council and

Upon reconvening, Town Manager Noland advised that Mr.

plant construction project, as well as the right to swing Company
power lines overhead. The request was discussed and it was felt
that granting of triis request would in no wa,y hinder the operations
by the Town in the future. Whereupon, Councilman Nuckols moved
that the Town Attorney, in conjunction with the ,Attorney for Kahn
& Feldman (owners of Jefferson Mills), be authorized to prepare the
necessary easement and resolution for adoption by the Council.
This motion was seconded by Councilman N?cCarthy, and carried unani-
mously.
It was the recommendation of the Street Committee that a
section in the middle of the island on Fifth Street, at Washington
Avenue and Fifth Street, approximately ?0 feet long, be removed to

Nash put the recommendation of his committee in the form of a motion,+
which motion was seconded by Councilman Gallimore, and carried
unanimously.
Upon a matter of storm water flowing across the property o~
Charles Ayers on Newbern Road, t•he Street Committee recommended that
apparently-the Ayers house had been built many years ago a.nd Grove
Drive. only recently developted, and because of the specific lay of F

1rTHFREAS, the Town of Pulaski, Virginia, owns
the fee in a certain tract or parcel of land lying within
said Town and being a part of the parcel upon which is
located the Town's filtration plant which tract is adjacent
to the property of Pulaski Hospital, InG; and,
WHEREAS, the Pulaski Hospital has indicated a need
for said parcel to be used in connection with the hospital
facilities and has made an offer to said TBwn for the
purchase thereof; and,
WHEREAS, the Town has had an appraisal, by three
RESOLUTION independent appraisers, of said parcel and upon the re-
commendation of the Land, Buildings and Parks Committee
of said Town that the parcel be sold to the Hospital; and,

Hospital and more particularly described as follows:
BEGINNING at a point in the eastern boundary
line of Maury Avenue, which point of Beginning is
the common corner with property of the said Town
known as the Filter Plant Road; thence with the
said eastern boundary line of Maury Avenue, North
18 deg. 33' West 39.1 feet to a point in the line of_
property now ~nred by Pulaski Hospital, Incorporated;
thence with the common boundary line, thereof South
88 deg. 0' East 80 feet to a point; thence South 4 deg. 30'
East 28.85 feet to a point i.n the Filter Plant Road;
thence South 85 deg. 30' West 70 feet to the point of

be sold by said Town to the Pulaski Hospital, Incorporated for
the sum of Four Hundred Twenty-Five Dollars (~l~25.00), cash,

That the attorney for said Town prepare, the Mayor execute,
and the Clerk duly attest a deed conveying the parcel herein-
before described to the Pulaski Hospital, Incorporated, upon the
payment of the sum of tour Hundred Twenty-five Dollars (~Lt25.00) to the
Treasurer of said Town by the Pulaski Hospital, Incorporated.
At a prior meeting of Council Town Attorney Moore had

These ordinances were presented to Council by Mr. Moore, and on
motion of Councilman McCarthy, seconded by Councilman Carrico,
and carried unanimously, Section 19.6 of the Town Code was
amended by the following ordinance:
AN ORDINANCE TO AMEND AND RE-ENACT SECTION
19.6, ARTICLE II, TRAILER CAMPS, DIVISION
1., OF THE CODE OF THE TOWN OF PULASKI,
VIRGINIA IN REFERENCE TO REQUIREMENT FOR
WATER SUPPLY AND SEWAGE DISPOSAL.
BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI,
VIRGINIA, AS FOLLOWS:

SECTION 19-6. WATER SUPPLY; SEWAGE DISPOSAL. Any
person establishing a trailer camp shall be required to
provide for each trailer a separate connection with the
town water supply and the town sanitary sewer and to see that
each trailer is equipped with adequate water and toiled faci-
lities. However, in any case where the person establishing
a trailer camp is willing to assume the full cost of the water
and sewer system for such camp and so indicates in writing, then'
the Town Manager may require only one water meter and one sewer
connection for the entire camp, or, i.f, in his opinion, more
than one, then such number as he deems necessary under the
circumstances. In the event that town water and town sani-
tary sewer are not available, the trailer camp shall be
provided with an app rove supply of water and with a method of
sewage disposal that conforms to the requirements of the state
board of health.

vessels shall be permitted.
In the event that sanitary sewerage facilities are not
available, persons so operating a trailer camp shall provide
for each camp, conveniently located on the premises, separate
water or outdoor toilet closets for each sex, one water closet
for each ten males or a.fractional. part thereof, living or #
sleeping in the trailer cars parked on or in the trailer camp.
Such water closets shall be distinctly marked, "For Men" and
"For Women", respectively.
No waste water from sinks, showers or other plumbing
fixtures in trailer shall be deposited on the surface of the
ground, and all fixtures when in use must be connected with
the sewer system or the drainage therefrom must be disposed of
in a manner satisfactory to the ToTan Manager. In the event
that proper sewers are not available, there shall be provided
in every camp, one sloe sink properly connected with either a
sewer line of a septic tank, to be conveniently located to such
trailer cars, kept and maintained in such condition as to meet
the laws of the state.

On motion of Councilman Nuckols, seconded by Councilman
Gallimore, and carried unanimously, the following ordinance was
adopted:
AN ORDINANCE TO AMEND CHAPTER 19
OF THE CODE OF THE TOWN OF PULASKI
VIRGINIA BY ADDING SECTION 19-15
PROVIDING FOR AN OFFICE AND REGISTER
FOR OCCUPANTS IN TRAILER PARKS.
BE IT ORDAINED BY THE COUNCIL OF THE TOir7N OF
PULASKI, VIRGINIA, AS FOLLOWS:
SECTION 19-15 OFFICE AND REGISTER OF OCCUPANTS
A = (1) Every trailer or Mobile home camp or park
shall have within the park or in close proximity thereto an
office wherein the licensee or the person in charge of the
camp may be located.
A - (2) A copy of the camp license, a copy of this
ORDINANCE REGULAT_ Ordinance, and a camp regiater shall at all times be kept in

KEEP B - (1) It shall be the duty of each licensee to
keep a tegister containing a record of all mobile home and
trailer owners and occupants located within the park. The
registrer shall contain the following information:
(a) The name and address of each person occupying
a mobile home or trailer.
(b) The name and address of the owner of each
mobile home artrailer and motor vehicle by which it is
towned;
(c) The make, model, ,year and license number of
each mobile home or trailer and motor vehicle;
(d) The state, territory or country issuing such
licenses;
(e) The date of arrival and of departure of each
mobile home or trailer;
('f) Whether or not each mobile home or trailer is
a dependent or independent mobile home.
The park shall keep the register available for
inspection at all times b,y law enforcement officers, public
health officials and other officials whose duties necessitate
acquisition of the information contained in the register. The
register record for each occupant registered shall not be
destroyed for a period of three years following the date of
departure of the registrant from the park.

In any Trailer or Mobile home park where there has

The rate herein established for water shall in no way

The regular effective sewer rate shall be applied to the
total water charge, regardless of the rate used in
determining the water charge.
Councilman Gallimore moved that the organizational meeting;

Mayor Jackson advised that the lights at the New River

Mayor Jackson advised he regretted losing John Nash as a member
of Council, and commended Mr. Nash for his faithful service to the Torn -

} it an honor to serve on the Council and that he had enjoyed his four
