Minutes of the regular meeting of the Pulaski Town Council,
held on the 20th day of November, 1962, at 11:00 P. M., in the Municipal
office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: Billy B. Flint, T. J. McCarthy, W. A. Larson,
Glen K. Aust, F. L. Carrico, W. S. Cummings,
Eugene L. Nuckols
Absent: Claude B. Gallimore
Also present: Town Manager: T. B. Noland

The invocation was given by Rev. Neil McKinnon of the Aldersgat~
Methodist Church of Pulaski.
Minutes of November 5th were approved as corrected.
Mayor Jackson declared the meeting to be a public hearing, as
advertised in the local newspaper, on a petition to close a portion '
of Bell Avenue, and asked if there was anyone present who wished

RE CLOSING to speak either for or against the closing of this street, as

present to discuss the closing of this street, and on motion of

Rev. Neil McKinnon, pastor of the Aldersgate Methodist Church,
which church is located on Newbern Road, advised that his church has
plans for enlarging its off-street parking space by acquiring the
property located behind the church, and asked Council to close
the twenty foot alley between the church and the property of
E. G. Akers, to give the church additional off-street parking
space. He stated they would like to chain off this alley and
thereby keep tresspassors out. It was brought out in the
discussion of this request that the main water line from Warden

motion of Councilman Cummings, seconded by Councilman Larson, and
carried unanimously, the matter was referred to the Street
Committee for study and report to Council.
Visitors present interested in the air pollution situation
advised there had been no improvement in the situation. Mayor
Jackson advised them that a meeting had been set up with the heads

brought to the attention of the plant officials at this meeting as this
situation had been particularly annoying recently.
Mrs. George Cox asked Council for relief from her neighbor
piling wood and odd pieces of lumber in front as well as to the side
of her property on Valley Road. Councilman Aust moved that Town

Larson. It was then brought out that this was Mrs. Cox's second
request to Council concerning this matter and that the matter had

visit to Gouncil for an investigation. Whereupon, Mr. Aust withdrew
his motion and Mr. Larson withdrew his second.
An ordinance adopted by the City of Charlottesville, Virgi nia,
having to do with masks or disguises, trick or treat visitation
and Hallowwen curfew, was read to Council by Ordinance Chaiman

Councilman Aust reported that the Fire Committee had met with
Town Manager Noland, Fire Chief Ray and his Assistant Wm. A. Hall,
and had gone over the National and State Fire Codes under which code~t
the Town of Pulaski operates. He stated it was the desire of those
present at this meeting to obtain a "four o'clock burning law",
and this particular phase had been turned over to the Town Attorney l~or

Pulaski, using parts of the National and State Code. Councilman
Nuckols moved that the Fire Committee be requested to draw up a
Fire Code for the town, incorporating certain parts of the State
Code, the National Underwriters Fire Code and the Southern Builders
Code. This motion was seconded by Councilman Cummings, and carried.
Councilman McCarthy reported that Town Manager Noland and he had
looked at the situation at the Pulaski High School with regards to '

Town Manager Noland brought to Council's attention that during
`? the fiscal year 1961-62 the sum of $60,000.00 was appropriated to {

had been spent on this program in the 1962-6~ fiscal year,
without an appropriation. He stated an appropriation by Council
at this time for $37,655.04 would balance the books and that the
books would show that the total cost of the prod ect was $5k,27l~.97
instead of $60,000.00, as had been originally appropriated. On
motion of Councilman Larson, seconded by Councilman McCarthy,
and carried on the following recorded vote:

APPROPRIATION RESOLVED, that the sum of $37,655.O~t be appropriated to

the Water Fund.
Council agreed to take a membership with the Pulaski County
Chamber of Commerce, and on motion of Councilman Flint, seconded
by Councilman Larson, and carried unanimously, it was, RESOLVED,
1963
CLAMBER OF C, that a check in the sum of $750.00 be drawn in favor of the Pulaski
MEMBERSHIP
IN SUM OF County Chamber of Commerce covering 1963 membership dues.

Mayor Jackson advised that the New River Valley Airport
Commission realizes the crowded conditions which exist at the

developments.
On motion of Councilman Flint, seconded by Councilman

rate, as well as the fact that the town is losing $20,000.00 per
year under its present garbage operation, on motion of Councilman
Aust, seconded by Councilman Flint, and carried unanimously, it
was, RESOLVED, that the matter be turned over to the Finance Committee
to find a way to make the garbage operation self-sustaining.
Councilman Larson moved for an executive session. This
motion was seconded by Councilman Carrico, and carried.
There being no further business the meets ng ad3ourned at
