There were present: Mayor C. V. Jackson, presiding. Councilmen: Billy B. Flint, T. J. McCarthy, W. A. Larson, Glen K. Aust, F. L. Carrico, W. S. Cummings, Eugene L. Nuckols Absent: Claude B. Gallimore Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Miss Elizabeth Bonham Mrs. J. F. Spencer William H. Farmer Rev. Neil McKinnon Mrs. George Cox The invocation was given by Rev. Neil McKinnon of the Aldersgat~ Methodist Church of Pulaski. Minutes of November 5th were approved as corrected. Mayor Jackson declared the meeting to be a public hearing, as advertised in the local newspaper, on a petition to close a portion ' of Bell Avenue, and asked if there was anyone present who wished PUBLIC HEARING RE CLOSING to speak either for or against the closing of this street, as PORTION OF BELL AVE. Council would be glad to hear them at that time. There was no one present to discuss the closing of this street, and on motion of Coupe ilman Flint, seconded by Councilman Aust, and carried on the ; following recorded vote: W. A. Larson - aye F. L. Neil McKinnon, pastor of the Aldersgate Methodist Church, which church is located on Newbern Road, advised that his church has plans for enlarging its off-street parking space by acquiring the property located behind the church, and asked Council to close the twenty foot alley between the church and the property of E. G. Akers, to give the church additional off-street parking space. He stated they would like to chain off this alley and thereby keep tresspassors out. It was brought out in the discussion of this request that the main water line from Warden STREET COMM.TO STUDY REQ. Visitors present interested in the air pollution situation advised there had been no improvement in the situation. Mayor Jackson advised them that a meeting had been set up with the heads MAYOR JACKSON of the two furniture plants for the 27th of November, at which time REPORTED ON MEETING WITH INDUSTRIAL it was hoped some solution could be worked out. Miss Bonham, one OFFICIALS RE: AIR POLLUTION of the visitors, asked that the matter of "pop-off" valves be brought to the attention of the plant officials at this meeting as this situation had been particularly annoying recently. Mrs. George Cox asked Council for relief from her neighbor piling wood and odd pieces of lumber in front as well as to the side of her property on Valley Road. Councilman Aust moved that Town POLICE COMM. TO FURTHER INVESTIGA-Manager Noland look at the situation and if the wood is on the street TE COMPLAINT OF MRS. This motion was seconded by Councilman Larson. It was then brought out that this was Mrs. Cox's second request to Council concerning this matter and that the matter had been turned over to the Police Committee at the time of her first t s3~ C,~ua~il miss. contd. An ordinance adopted by the City of Charlottesville, Virgi nia, having to do with masks or disguises, trick or treat visitation and Hallowwen curfew, was read to Council by Ordinance Chaiman FURTHER STUDY TO BE MADE Nuckols. Councilman Aust reported that the Fire Committee had met with Town Manager Noland, Fire Chief Ray and his Assistant Wm. A. Hall, and had gone over the National and State Fire Codes under which code~t the Town of Pulaski operates. He stated it was the desire of those present at this meeting to obtain a "four o'clock burning law", and this particular phase had been turned over to the Town Attorney l~or PERMISSION GRANTEn FIRE study and report. He further stated the Fire Committee would like COMM. TO DRAW UP A FIRE CODE permission from the Council to draw up a Fire Code for the Town of FOR USE BY TOWN Pulaski, using parts of the National and State Code. Councilman Nuckols moved that the Fire Committee be requested to draw up a Fire Code for the town, incorporating certain parts of the State Code, the National Underwriters Fire Code and the Southern Builders Code. This motion was seconded by Councilman Cummings, and carried. He stated an appropriation by Council at this time for $37,655.04 would balance the books and that the books would show that the total cost of the prod ect was $5k,27l~.97 instead of $60,000.00, as had been originally appropriated. Account Number 8071, Route 11 Water Line Extension Program, from the Water Fund. Council agreed to take a membership with the Pulaski County Chamber of Commerce, and on motion of Councilman Flint, seconded by Councilman Larson, and carried unanimously, it was, RESOLVED, 1963 CLAMBER OF C, that a check in the sum of $750.00 be drawn in favor of the Pulaski MEMBERSHIP IN SUM OF County Chamber of Commerce covering 1963 membership dues. $750.00 Mayor Jackson advised that the New River Valley Airport Commission realizes the crowded conditions which exist at the EXTRA SPACE NEEDED AT Airport Administration Building and plans are in the making for NRVAIRPORT additional space, and promised to keep Council advised of such developments. On motion of Councilman Flint, seconded by Councilman HIGH SCHOOL WRESTLING TEAM Cummings, and carried unanimously, the details for allowing the TO USE BUSHONG BLDG. FCR High School wrestling team to use the office portion of the PRACTICE Bushong Building for practice, be left with Town Manager Noland to work out an agreement. M. rate, as well as the fact that the town is losing $20,000.00 per year under its present garbage operation, on motion of Councilman Aust, seconded by Councilman Flint, and carried unanimously, it was, RESOLVED, that the matter be turned over to the Finance Committee to find a way to make the garbage operation self-sustaining. Councilman Larson moved for an executive session. This motion was seconded by Councilman Carrico, and carried. There being no further business the meets ng ad3ourned at 5:~5 P. M.
