Minutes of the regular meeting of the Pulaski Town
Council, held on the 2nd day of January, 1963, at l~:00 P. M.
in the Municipal Office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: F. L. Carrico, Claude B. Gallimore,
T, J. McCarthy, Z~'. A. Larson,
Billy B. Flint, Glen K. Aust,
Eugene L. Nuckols

The invocation was given by Councilman Gallimore.
Minutes of the regular meeting of December 1.8th were
approved.
Mayor Jackson advised those visitors interested in the
air pollution situation that there was nothing new to report at that
time. Mr. Farmer stated he could see no change in the situation
at all, and Mrs. Spencer stated the Pu7_aski Furniture Company was
burning in open fire waste material as well as wet bark; that

Mr. Obel Ratcliff asked permission of Council to continue
with the building of the house-at 6th Street, N. F., which had been
haulted by the Town Manager, and after a discussion of the matter,

the Town Manager in haulting the construction, that the Town
Attorney be instructed to resist the appeal. This motion was
seconded by Councilman Flint, but Coun^^ilman r?uckols later with-
drew his motion and Councilman Flint withdrew his second. Z1~hereupon,
Councilman Carrico moved that the Chairman of the Ordinance
Committee and the Town Attorney should appear on behalf of the
Town before the Board of Zoning Appeals, i_f the matter is appealed
to the Board. This motion was seconded by Councilman Gallimore,
and carried unanimously.
Councilman McCarthy moved that the consideration of a resolu-
tion to parallel State Code as it applies to employee unions, being
item number three on the agenda; and the consideration of a revision~;of

illness. This motion was seconded by Councilman Gallimore, and
carried unanimously.
Councilman Nuckols moved that Councilman Larson be temporary
chairman during the discussion of Council's next item of business, that
of considering the offer of a deed from Jackson and Cummings, Incorporated,

a right of way to the town as represented by said deed from Jackson
and Cummings, Incorporated, which motion was seconded by Councilman
Gallimore, and carried unanimously. Councilman Cummings and McCarthy,
and Mayor Jackson abstained from voting, because of personal interests.
Because of more pressi ng business Ccouncilman McCarthy moved

Councilman Larson moved that Council go into executive
session, which motion was seconded b,y Councilman Aust and carried
unanimously. After a period of approximately thirty minutes,

Mayor Jackson declared the executive session closed and the regular
session of Council open. Council heard the recommendation of
Councilman McCarthy,. Chairman of the Industrial Committee,
upon the request of Mr. Warren Bogardus, representing Sweet-Orr
Company, that the town 1 ease to the Sweet-Orr Company the entire

Company in an expansion of their Pulaski Plant. Councilman Flint
moved that Council accept the recommendation of the Industrial
Committee and grant such lease and ox~tion as set forth in said
recommendation, which motion was seconded by Councilman Gallimore,
and carried unanimously.
Councilman McCarthy moved that the Town Attorney be
directed to prepare a proper resolution to be brought back to
