There were present: Vice Mayor McCarthy, presiding in the absence of Mayor Jackson. Councilmen: Claude B. Gallimore, Eugene L. Nuckols, W. S. Cummings, W. A. Larson, F. L. Carrico, Glen K. Aust Absent: Councilman Billy B. Flint Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors; Jim Terrell, reporter for Southwest T3cmes Mrs. J. F. Spencer Miss Elizabeth Bonham W. G. Cox The invocation was given by Councilman Carrico. The minutes of a regular meeting held February 5, 1963, and special meeting held February 20, 1953, were approved. The citizens interested in air pollution complained of fire, fumes and fallout from the two furniture plants, stating that the fallout had let up for awhile, but that recently the situation had been worse. They were advised that a meeting with AIR POLLUTION the two plant officials and the town had been held recently and SURVEYS BEING it was mutually agreed that the plants would make a survey of MADE & T06JN TO CONSIDER HANDLING what they can do and that the town would also consider the handling MATERIALS AT LANDFILL of debris at the landfill from these plants. I t was also explained that another meeting would soon be held between plant and town officials. Mr. ~F. G. Cox, who had previously appeared before Council requesting an extension of the sewer line to Snider Lane to serve his SEWER LINE TO BE residence, was present to see what action Council had decided to EXT. G.'COX SEWER LINE AGREEMENT 1 KENNETH FARMER APPOINTED TO RECREATION COMMISSION TO FILL VAC. OF CONWAY SMITH plus a $50.00 connection fee, if the town would consider extending the line from the manhol~# on Alum Spring Road to his residence now under construction on Snider Lane. The Sewer Committee considered this proposal of Mr. Cox, and Chairman Carrico stated it was the recommendation of the Sewer Committee that the sewer line be extended on Snider Lane to the new residence of W. G. Cox, on the proposal that he (Mr. Cox) i pay the town the sum of $128.00 on the cost of the pipe; a X50.00 connection fee, and that Mr. Cox use his equipment to dig the ditch for the line and cover same; that should he ran into rock in digging the ditch, the town would be responsible for blasting same. Councilman Nuckols moved that Council accept the recommendation of the Sewer Committee, which motion was seconded by Councilman Cummings, and carried unanimously. Councilman Aust advised that it was the recommendation of the Recreation Corrmiittee that Kenneth "popeye" Farmer be appointed to fill the vacancy occasioned by Conway Smith on the Recreation Commission, stating Mr. Farmer had been contacted and would appect the appointment. Mr. Aust moved that Kenneth W. Farmer be appoint~d to the Town Recreation Commission, and a letter of thanks be sent J to Conway Smith for his services on the Commission, which motion eras seconded by Councilman Larson, and carried unanimously. In the absence of Mayor Jackson, Town Manager Noland H.H.EGGERT & A DOW UW'ENS RE-APPOINTED TO TOWN PLANNING COMMISSION advised that H. H. Eggert and A. Dow Owens had been re-appointed by Mayor Jackson to the Town Planning Commission, to serve a four year term, beginning with February 20, 1963. Town Manager Noland read a letter from Hercules Powder LETTER OF APPREC ION FROM H~ULES POWDER ~0.. Company, Radford, thanking the town for the recent use of its two power megaphones during a plant emergency. Town Manager Noland presented the application of Sterling Kinser for permission to place a house trailer on First Street, S.t~. TOWN MGR. This motion was seconded by Councilman Cummings, and ca~g~~ unanimously. Upon hearing a request from the Trail Dusters Motorcycle , TRAIL DUSTERS TO Club of Radford for the use of Loving Field, Councilman Carrico USE LOVING FIELD FOR MOTORCYCLE moved that they be allowed to use the Field under the same MET - TERMS SAME AS PREVIOUS YEAR conditions as stipulated last year. This motion was seconded by Councilman Nuckols, and carried unanimously. Councilman Carrico reported that the Sewer Committee RIDGE AVENUE SEWER recommended that the Ridge Avenue Sewer line, which could serve LINE EXT. AT COST OF APPROX. $5200. ten houses, a distance of approximately 1,000 feet and cost APPROVED; CONNECTION FEES TO BE FIRST approximately $5,200.00, be constructed. Councilman Carrico COLLECTED moved that the line be constructed, with all connection fees to be collected before said construction, and said motion was seconded by Councilman Cummings, and carried unanimously. The Town Manager also painted out that water and sewer lines were being installed as a part of this pro3ect on the private F ~~ property at the expense of the property owner with this additional work to involve a second fire hydrant to be located in the parking lot to the rear of the new buildings under construction. Plans for additional office space were distributed to members of Council by Town Manager Noland. The committee was urged to make some immediate investi- gation, if possible. Councilman Carrico moved that Council go into executive session, EXECUTIVE SESS~rhich motion was seconded by Councilman Larson, and carried unanimaksly.
