There were present: Mayor C. V. Jackson, presiding. Councilmen: F. L. Carrico, Glen K. Aust, C. B. Gallimore, W. A. Larson, T. J. McCarthy, W. S. Cummings, Billy B. Flint Absent: Eugene L. Webb The invocation was given by Councilman Carrico, Minutes of the regular meeting of May 21st were approved. Mayor Jackson declared the meeting to be a public hearing as had been re-advertised in the local newspaper for the purpose of considering the application of Sterling Kinser for a permit to place a house trailer on a lot owned by his father, Elmer E. Kinser, on First Street, S. W., and further to hear any person wishing to express himself either for or against-this proposal. Elmer Kinser stated that it appeared that none of the persons who, in writing, previously objected to his son's application at a former public hearing PUBLIC HEARING of Council, and asked Council to grant permission to his son for placing RE: KINSER a house trailer on the rear of his lot on First Street. George Webb APPLICATION FOR and wife, whose property adjoins that of Mr. Kinser, advised that H(7USE TRAILER: they had nothing against the Kinsers, nor against mofi~ile home, but COUNCIL DENIED felt that trailers in residential areas did not improve property values. APPLICATION Other property owners in the area, Anna King, Mary King, Sammy Williams and Glenna Williams, advised Council that they fe3a the same as; Mr. and Mrs. Webb with regards to the placing of house trailers in residential areas. It was brought out that it has always been the policy of Council that where there is opposition to the placing of a house trailer in a residential zone, Council has not granted the Q' ~~ Council minx. contd. Councilman Gallimore moved to continue the policy of Council in cases where there is opposition to the placing of house trailers in residential zones, and recommended that the petition be denied. This motion was seconded by Mr. Larson, and I carried unanimously. Town Manager Noland reported that as of May 31, 1963, the '' TOWN'S WATER town's water system was one hundred percent metered, at a cost of ~, SYSTEM METERED AT COST C&' between $150,000.00 and $200,000.00 in a program which began in 19t~8 BET. $150,000. to $200,000. and was accelerated in 1951. There was no report from the sewer Committee at that time. Mr. McCarthy, chairman of the Street Committee, advised that', it was the recommendation of that committee that First Street between 1 and carried unanimously after a thorough discussion pertaining to the traffic and parking situations. There was no report from the Town Attorney. It was noted that the petition of Jackson-Cummings Corporation that a parcel of land in Brown Addition be re-zoned from residential t~ i~usiness classification, had been withdrawn because of opposition by JACKSON-GUNIMINGS ' WITHDREW PET. the property owners of Burgis Avenue. ED RECOMMD. OF ST. CQMM. There followed a lengthy discussion, and Councilman Gallimore moved & DFRECTED FIRST S?. BET. that the recommendation of the Street Committee be accepted, and JEFF.& WASH. AYES. TWO-WAY asked the Town Manager to make a study of the parking situation and TRAFFIC report back to Council. This motion was seconded by Councilman Larson.} MAYOR RECOM. GOV~S.CCUNCIL FOR YOUTH HE ENDORSED BY COUNCIL WITH COMM. TO BE APPOINTED to build a nice mobile court on this land. Mayor Jackson recommended to Council to endorse the Governor s program for a committee for youth, as outlined by Mrs. H. W. Carson, J$'., at a recent council meeting, stating he felt there should be a committee of approximately fifteen, with one member from the council; a chairman from the citizenry, and other members from local civic organizations and school officials. M. is also being organized by the Judge of the County Court another committee of this nature, and wondered if the two should not be considered. It was the feeling of Council that the Governors Committee be endorsed by Council, and Councilman Aust moved that a special committee be appointed to make a study of same, as well as to ascertain what duplications, if any, would be involved in the organization of the two committees, and report to Council. This motion was seconded by Mr. McCarthy, and carried. Mayor Jackson then appointed Councilman Gallimore, Aust, and Cummings to this special committee. Council set the date of July 2, 1963, at l~:00 P. M. for a PUBLIC HEARING ON 1963-6l~ BUDGET SET public hearing on the 1963-6l~ budget, and directed that the proposed budget be legally advertised. The amount of the upcoming temporary loan was discussed COUNCIL AUTHORIZED by Council, which loan will be arranged to cover the payment of the towns unpaid portion of the cost of Route 99-Peak Creek channel TEMPORARY LOAN FOR RT. 99 & change, in the approximate sum of $122,000.00, and an approximate ADDITION TO FIRE DEPT, sum of $13,000.00 to cover the addition to the Fire Department ~~~~~~~ PAYMENTS, IN quarters on Jefferson Avenue. Councilman Larson moved that a SUM OF$135,~0. temporary loan in the sum of $135,000.00 be arranged for before July 1, 1963, to cover these two items, which motion was seconded by Councilman Cummings, and carried on the following recorded vote: W.
