Minutes of a public hearing held by the Pulaski
Town Council, on June 11, 1963, at l~:00 P. M., in the Municipal
office.

The invocation was given by Town Manager Noland.
Mayor Jackson declared the meeting to be a public hearing
as had been advertised in the local newspaper, and the time and place to
hear those who were in favor of, or opposed to the re-zoning from
residential to business classification a certain parcel of land within
the corporate limits and known as the John T. and Gerald E. Bolen lots,

JOHN T.BOLEN .extending a distance of 205.5 feet along the eastern boundary line of

a 30 foot street, between Baywood Street and Locust Street and ex-
tending a distance of 396 feet along the western boundary line of
Ridge Avenue. Mr. Gerald Bolen stated that he and his brother, John
T. Bolen, have recognized the need for a properly designed and

organized accommodations for mobile homes in Pulaski, and it was
their wish to establish a mobile court to take care of about ten
units for the present and possibly more as the demand arose. Mr.
Bolen presented to Council tentative mobile court rules and regula-
tions which they planned to put into effect as well as a preliminary

planned layout of the court itself, which indicated parking
space for approximately twenty-two trailers and a playground
area.
Those who opposed, and so stated their reasons, are as
follows:
Clyde Bralley, 626 Ridge Avenue - His property was about the
nearest to the tract of land to be re-zoned, and he was opposed to the
trailer court because it would decrease the calue of his property.
Mrs. Hobert Bond, 611 Ridge Avenue - Stated she was

opposed to it, and did not believe this was a good place for a
court. She felt if they would build houses on this site, that it
would be alright.
Thomas H. Bentley, 961 Locust Avenue: Didn't think
JOHN T. BOLEN too much of the proposal, and did not appear at the first hearing;

that he had purchased a piece of property for his own protection,
because the land in question was never kept up and was allowed to
grow up; that he had four lots there, three of which are vacant
and if the trailer court is allowed to go in, he would let his
land be re-zoned business also. Later in the hearing Mr. Bentley
stated he had purchased five hundred and some feet of pipe to get
the sewer line to his property 'rom Newbern Road, and since that
time several others had hooked on to the line and he (Mr.Bentley)
had said nothing about it, and would not say anything unless the
trailer court goes in and then he would make a complaint.

being established at this site:

D. Obel Ratcliff stated he owned some land in that
area, but did not live there, and was only interested in coming to t~ e
hearing as he understood the School Board would make a statement and; he

wished to hear that statement.

It appeared that the main opposition to the land being

re-zoned for a trailer court was that it would decrease the value of
BOLEN LOTS other property in the area, and concern was evident as to how well a'
trailer court would be kept up in view of the past record as to the
condition of this site.
The Bolens expressed their appreciation for the conce~tt
of these parties, and assured them that if a trailer court could be
established on this site that it would be well kept, and they would
have no reason to complain. They further stated that should the
parcel of land be re-zoned business and a mobile court was not
established there, they would be willing for the land to be re-
classified as residential.
Mayor Jackson stated that inasmuch as there was not
a full council, he wondered if council could make a decision on the
matter. Councilman Aust moved that the petition of Gerald F. and

At this point Mr. Nuckols, as member of the Planning
Commission, stated that the Planning Commission recommended to Counc~.l
that the re-zoning be approved for the reason that Council had re-

for that purpose and so recommended to the Council. that it be re-

zoned, by unanimous vote of the Commission; with the idea that it bed
restricted to use only as a mobile home court and nothing else, and r
because of the Commission's recommendation he was in favor of the
re-zoning. Mr. Nuckols made a substitute motion that the matter be '~
tabled until a full Council was present, and if these parties do not(

wish to come back at such time, the matter be decided upon the
evidence heard today. The motion was seconded by Councilman
Flint. During the discussion that followed Town Attorney Moore
advised that the Zoning Ordinance requires a three-fourths vote of
Council, and that Council must consider the fact that there is no~

At this point there was a recorded vote on the

The matter of the adoption of an ordinance to
put into operation the increase in sewer rates from forty percent
