Minutes of a called meeting of the Pulaski Town Council,
held on the 30th day of July, 1963, at 5:00 P. M., in the
Municipal. office.
There were present: Mayor C. V. Jackson, presiding.

Absent: Eugene L. Nuckols and T°'. S. Cummings

The invocation was given by Councilman Aust.
Mayor Jackson advised that it was necessary to call- a

special meeting for Council to consider the adoption of the
Resolution putting into effect as cf August 1, 1963 the group
life insurance plan. The resolution was read by Town Manager
Noland, and on motion of Councilman Carrico, seconded by
Councilman Aust, and carried on the following recorded vote:

the following resolution was adopted:
UTHEREAS, the employees and other personnel of the Town
of Pulaski, Virginia, as a group do now participate in a group
hospital insurance plan including a major medical plan; and,
Tr~f-iEREAS, Travelers Insurance Company, by a proposal on
the 8th day of July, 1963, offered to establish for the Town of
Pulaski.'s employees and officials a group life insurance plan; an~3,
?~1HE'REAS, the Town of Pulaski desires to put into operation I
the group life insurance plan proposed by Travelers Insurance
Company for its employees and officials as provided in the afore-'
said mentioned plan tc become effective as of August 1, 1963.
WHEREAS, a sufficient number of employees and officials
have agreed to take said individual. life insurance policies under{
the plan with Travelers Insurance Compaay, and have authorized
the Town through its proper officials to deduct from the pay of
the respective employee who has purchased a policy, the premium
reouired to be paid by said employee for his share of the costs
of said policy, such costs of the employee is fifty cents ($.50)
per month in the beginning, with the amount to be subject to
revision from time to time as the council may direct.
T~IHEREAS, the council. of said Town has agreed and
authorized its officials to pay from Town funds the remaining
portion of the total premium due on each employee's policy;
and,

WHEREAS, the said Town is authorized to enter into
an agreement covering the aforesaid life insurance plan with
the Travelers Insurance Company and to make contributions
toward the payment of the total premium due upon the policies
issued, under authority granted to it by its charter and under
the general statutes of the Commonwealth of Virginia.
NOG1, THEREFORE, BE IT RFSOLVED~ by the Council of the
Town of Pulaski, Virginia, at a call meeting on the 30th day of
July, 1963, as follows:
(l) That the plan for the issuance of life insurance
to the employees, officials, and personnel of said Town
proposed by the Travelers Insurance Company on the 8th day of
July, 1963, a copy thereof being incorporated herein and
being a part hereof, be, and the same is hereby accepted,
adopted, and app roved, and the Town Manager, Treasurer, and
such other officials as may be delegated by the Town Manager,
be, and they are hereby authorized and directed to put said
insurance plan into force as of August 1, 1963. It is further
directed that the Treasurer o.f the Town make the payment
of the insurance premiums for the sums due on the part of the
RESOLUTION Town in accordance with the agreed monthly premium rates
established by the Travelers Insurance Company, and to further,
deduct sums necessary and agreed upon from the employees' or
officials' earnings, and to pay the total of such sums to said
CONTINUED Insurance Company, and to do any and all other things necessary
to establish the said plan and to put in full force and effect,
and to continue it until such time as may otherwise be directed
by the Council of the said Town.
(2) That all employees of the Town of Pulaski who have
been employees or officials of said Town for at least three. (3)
months on the first day of August, 1963, shall be eligible to
participate under the provisions of the life insurance plan.
(3) Any employee hired or official el ected or appointed
after the effective date of August 1, 1963, shall become
eligible to participate in the life insurance plan at the
end of three (3) months from date on which employment began or
duties were assumed with the Town.
(~a) Temporary employee or employees who work seasonally
or on intermittent basis shall not be eligible to participate
in the insurance plan.
(5) Employees or officials may continue to carry their
Insurance policy under the terms of said plan so long as they
are eligible to participate under the sick leave program of the
Town, and for a period of three (3) months in addition thereto
if they continue to be disabled and upon their payment to the
Town of their share of the total monthly premium, and thereafter,
so long as they remain an employee or an official of the Town
providing, however, they pay the entire monthly premium due. The
Town shall not participate in the payment of any employees' or
officials' premium for a period greater than three (3) months
from the end of the payment under the Town sick leave plan.
(6) Any employee who is terminated by the Town for
any purpo,~e, may thereafter continue to carry his lif e
insurance policy providing he pays all premium due and meets
the requirements and approval of the Travelers Insurance Company.
