V. Jackson, presiding. Councilmen: C. B. Gallimore, Billy B. Flint, Eugene L. Nuckols, Tr;. A. Larson, T. J. McCarthy, ^1. S. Cummings, Glen K. Aust, F. L. Carrico Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors; Ronnie Pat'~erson, reporter Harry Aust The invocation was given by Councilman Carrico. The minutes of July 16th, July 30th, August 2nd, and ?.ugust 6th, were approved. Mayor Jackson stated the called meeting was necessary CALLED MEETING to consider the items carried on Council's agenda for its regular meeting of August 6th, at which time there was not a quorum present, and no action could be taken. Town Manager Noland displayed and commented on a APCo. BROCHURE ON PROPOSED letter from the Appalachian Power Company and brochure having been CONSTR. OF TWO DANE IN GRAYSON prepared by that company which gives details about proposed two COUNTY DISCUSSED dam developments on New River in Grayson County. Cn motion of Councilman Carrico, seconded by Councilman oust, and carried, it was, RESOLVED, that a proper resolution be drawn commending RESOLUTION TO BE PREPARED FOR ADOPTION RE: COMMENDING DUBLIN RURITAN CLUB ON LOCATION OF RURITAN HEADQTRS. AT DUBLIN COUNCIL PAYS RESPECTS TO E. W. HOGG, DECEASED the Dublin Ruritan Club upon its success in getting the National Ruritan Club to locate its headouarters at Dublin, copies to be mailed to the Dublin Ruritan Club and Jack Harrill, who was also instrumental in getting the National. headquarters to locate at Dublin. Council stood for a moment of silence in respect for Mr. E. 1~1. Mr. Harry Aust discussed with Council the negotiations which had been continuing for sometime between himself and represent- atives of a supermarket chain concerning the possibility of the chains' development of a new store on his land located on the south side of Fifth Street between ?°lashington and Madison Avenues. Mr. Aust explained that various negotiations between the two parties and the Town, concerning the availability of an alley which some abutting owners had erroneously assumed had been closed had broken down with i the .result that the supermarket chain has now stated it will not consider the purchase of the land unless they could p1.an on having the alley opened up to traffic for usF by thF general.public, On motion of Councilman Flint, seconded by Councilman Nuckols, and carried on the follotaing rQcorded vote: C. Aug. 12, 1963, t, P. M. The matter of a request from the Medical Arts Pharmacy on MED. ARTS Randolph Avenue was tabled until the next meeting in order that SIDEWALK REQ. TABLED additional information can be secured. The ,petition of seven persons on Pinnacle and Vine SEWER RER. Streets for sewer service was turned over to the Sewer Committee on FOR PINNACLE & VINE 5T. motion of Councilman Aust, seconded by Councilman Flint, and TURNED OVER TO COMM. carried. Council considered the request of Appalachian Pcxrer Company to lease the first floor of the garage building at the corner of First Street and Z~?ashi.ngton Avenue, and on motion of Councilman Larson, seconded by Councilman Cummings, and carried, with Councilman Carrico abstaining, it was F,ESOLTJ~'D, that the Town offer to lease to the Appalachian FIRST FLOOR OF BUNTS Power Company approximately 5ltO0 square feet of floor space, being GARAGE BLDG. LEASED TO mast of the first floor of_ said building, at the rate of X150.00 per APCo. for 2 year YRS. $150. M0. month, said lease to be for a two period and to carry a ninety day vacation clause. Council discussed the matter of furnishing water to the Town of Dublin, and heard a revised report from Councilman Larson relative to the cost of this project. On motion of Councilman McCarthy, seconded by Councilman Cummings, and carried, it was DUBLIN WATER REQ. TO BE R.FSOLUP'D, that the committee again talk with the members DISCUSSED AGAIN WITH of the Dublin Council and see if the Town is still interested DUBLIN COUNCIL in purchasing water from the Town of Pulaski and, if so, give them the benefit of Councilman L~rson's figures, it being recognized, also, the tremendous amount of work and time spent by Councilman Larson in compiling these figures. Old delinquent accounts covering various charges which have been carried on the Town books for years, were discussed. Mayor Jackson declared the executive session ended, wherP- upon, Councilman P~cCarthy moved that ?^'i-lP;,r ~ ?,Nilson, Engineers, be contacted, or if that firm be too busy, contact some other reputable firm, for the purpose o.f making an industrial survey, and determine the cost of such survey, including a Master Plan for development of the Loving Field Industrial Park. This motion was seconded bar Councilman Flint, and carried. Councilman Carrico moved that the Land, Buildings and Parsk Committee, together ws_th the Town Manager and Town Attorney, negotiate with the firm of ?^°iley and ?^'ilson regarding the price of such survey.
