There were present: Mayor C. V. Jackson, presiding. Councilmen: Billy B. Flint, Glen K. Aust, C. B. Gallimore, W. S. Cummings, W. A. Larson and Eugene L. N uckols Absent: T. J. McCarthy and F. L. Lloyd Mathews, Town Engineer The invocation was given by Councilman Flint. Minutes of the regular meeting of September 17th, were approved. There were no committee reports. No one appeared relative to a proposal for installation of "cable TV" in Pulaski, and therefore no action was taken. Town Manager Noland reported that following the MEETING HELD IN RICHMOND WITH OFFICIALS RE: CLOSING OF ALLEY AT COLEMAN FURN.; VIEWERS AGREED TO SERVE filing of the formal petition to Council by the Coleman Furniture Corporation relative to the closing of the east-west alley adjacent to and just north of the Coleman Furniture plant, a meeting was held in Richmond between Mayor Jackson, Vice-Mayor McCarthy, Town Manager Noland, f. E. Richardson and the officials of the A & P Grocery Company, at which time the Grocery Company officials advised that unless the alley remains open and thus afford truck access, their plans would not permit them to develop this site which grouts on Fifth Street. However, they did agree to study again the plot plans to see if some other orientation on that site is possible. Mr. Noland further advised that the Grocery Company wished to cooperate in any way possible and realized that for their venture to be a success, i ~ l.J~ Council mins. contd. Town Attorney Moore advised that the five viewers appointed by Council had agreed to serve, and it was his understanding that they had made their view but that no official report had been made by them as of that date. Town Manager Noland called Council's attention to the two sketches of the Loving Field Industrial Park site, which were recently received from Wiley & Wilson, Engineers; sketch A containing ten(10) industrial sites, and Sketch B containing eight (8) industrial sites, but because the Town had not head from suppliers relative to the cost of enlarging the Needmore SKETCHES OF LOVING FIEI,1) Tank, no report of figures could be made at this time. He further INDUSTRIAL PARK SITE DISPI,p'~'D, stated that he had talked with Mr. R. A. Wilkinson, Highway & REPORT ON STATUS OF F'ARK Department Engineer at Christiansburg, and Mr. Wilkinson was DFVFLOPMEN~"'> of the opinion there would be an inspection fee for the laying of the line along State primary routes - the amount of such fee was also not available at this meeting. Mr. Noland also stated that Attorney J. L. Dillow would confer with his client, Miss Margaret Strauss, on Wednesday morning relative to her granting to the Town an easement for sewer and/or water lines across her i property. Mr. Noland further stated that just as soon as these matters could be worked out, he felt there should be a called meeting of Council to consider same. Town Attorney Moore read to Council a contract from the State Highway Department relative to the construction of new MAYOR AUTHORIZED Route 611, and on motion of Councilman Nuckols, seconded by TO EXECUTE STATE HIGHWAY CpNTRACT Councilman Aust, and carried, Mayor Jackson was authorized to RE: CONSTRLfCTION OF ROUTE 67.1 execute said contract on behalf of the Town of Pulaski. Said contract is as follows: ~~~o CONTRACT WITH HIGHWAY DEPT. RE: CONSTRUCT- I ON OF RUU TE 611 Council minx. contd. Oct. 1, 1963, 1~ P. M. At a meeting of the Town Council of Pulaski, Virginia, held this 1st day of October, 1963, the following resolution was adopted: WHEREAS, the Commonwealth of Virginia, Department of Highways, and the Town of Pulaski, Virginia proposes to construct or otherwise improve a part of State Route 611 within the corporate limits of Pulaski, Virginia, between 0.81 Mi. F Int. Route 99 and Int. Route 100, and has prepared and submitted to the Town Council plans for the same, designated as Route 611, State Project 0611-125-101, C-501, Federal Project US-125-2(3), which have been approved for right of way; and WHEREAS, it is the opinion of the Town Council that the said construction or other improvements will be of immediate and continuing benefit and advantage to the Town. NOW, THEREFORE, BE IT RESOLVED, that the Town of Pulaski, Virginia, through its Town Council, hereby approves the abovesaid plans, and, in consideration of the construction and/or improvement of said route and the benefits accruing to the Town of Pulaski, Virginia, by reason of such construction and/or improvement, hereby agrees to secure in its name the right of way within its corporate limits shown on said plans as being required for said construction and/or improvements, together with the right and easement to use such additional areas, if any, that may be reouired for the proper execution and maintenance of the said construction or other improvement as are indicated and shown on said plans. The Town agrees that it will perform all phases of the right of way acquisition program in accordance with approved policies and procedures of the State and Bureau of Public Roads. Sufficient records of all transactions will be kept and made available to State or Bureau Representa- tives. The Town understands that where any payment or costs are made that do not conform to policies and procedures, thus becoming ineligible for Federal participation, that the State will not participate in this cost. The Town further agrees to save the Commonwealth of Virginia, her officials and her employees,-harmless from any and all claims for. damages of whatsoever nature that may arise from the owners, tenants or lessees of adjoining or nearby lands, as a result of the said construction and/or improvement in accordance with said plans or as a result of the maintenance thereof as so constructed and/or improved. Jackson, Mayor Mayor Jackson suggested that Council adopt a resolu- tion to be presented to the State Highway Department requesting COUNCIL TO ADOPT RESOLUTION THAT that the highway from Dublin to Pearisburg be made a four lane HIGHWAY BET. DUBLIN & PEARISBURG BE highway. There followed discussion to the effect that in October MADE FOUR LANE 1 i~ Council miss. contd. 10/1/63 !~ P. M. of 1962 Council had presented the same request to the Highway Department, and on motion of Councilman Gallimore, seconded and carried, by Councilman Cummings,/it was, RESOLVED, that the Town Attorney be authorized to prepare a resolution to be presented to the State Highway Department, pointing out the town's request of 1962, that the highway from Dublin to Pearisburg be made a four lane highway. Councilman Nuckols advised that he had been approached by some of the merchants on Main Street who wondered NO ACTION TAKEN RE: PARKI]VG if the Town would keep the parking meters in effect after six METERS IN OPERATION O1V P. M. on Friday and Saturday nights, until nine o'clock, for FRIDAY & :~.AT. NIGHTS those persons who wished to shop on Main Street. No action was taken by Council. On motion of Councilman Larson, seconded by EXECUTIVE Councilman Aust, and carried, Council went into executive session. SESSION There being no further business, the meeting ad3ourned at 6:00 P. M.
