R ~~ V \l Minutes of the regular meeting of the Pulaski Town Council, held on the nth day of November, 1963, at l~:00 P. M., in the Town Office. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. A. Larson, T. J. McCarthy, Glen K. Aust, F. L. Carrico, Billy B. Flint, C. B. Gallimore, Eugene L. Nuckols. Absent: W. S. Currnnings Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore The invocation was given by Councilman Aust. Mayor Jackson stated that proper notice had been given in the local newspaper to the effect that Council would hold its R~;UULAN. riEET1NG regular meeting of November 5th, which is Election Day, on November RE-SCHEDULED BECAUSE OF lath, at ~t:00 P. On motion of Councilman Aust, seconded by Councilman ELECTION DAY Larson, and unanimously carried, it was, RESOLVED, that all official business which would normally have been transacted on November 5th be transacted on the nth of November. Town Manager Noland stated an inouiry had been received relative to the advance retirement of some of the Town's one percent Filter Plant bonds, but it was his recommendation that it NOT ECONO1~iICAL TO CALL IN would not be economically feasible for the Town to call in the bonds FILTER PLANT BONDS AT PRES. at this time. Mr. Noland was advised to inform the inouiring parties TIME. that the Town was not interested in making a sale of these bonds at this time. J, McCarthy, and seconded by C. B. Gallimore, the following resolutions were made and adopted: BE IT RESOLVED that. the Town Treasurer's report for delinquent taxes for the year 1962, as certified to the Council, be " accepted; that the Treasurer be credited with the amount shown to be delinquent and that said list of delinquent real estate tax be filed with the Clerk of the Circuit Court of Pulaski County, Virginia, to be recorded and indexed by him; that a list containing all unpaid real estate taxes as of June 30, 1963, be published in a local newspaper on November 15, 1963; that a list of unpaid personal property and head '. taxes and any and all other taxes be prepared; that such lists be poste at the Courthouse and other public places, all said proceedings to be in accordance with the provisions of the Code of Virginia, 1950 Edition Title 58, Chapter 20, Article 7, and Chapter 21, Article 7 and any other applicable amendments to the said Code. BE IT FURTHER ORDERED that the Town Treasurer shall continue his efforts to collect all above mentioned unpaid taxes. November !~, 1963 On motion duly made by F. L. Carrico, and seconded by T. J. McCarthy, the following resolution was adopted: BE IT RESOLVED, that the Treasurer's list of erroneous assess- ments for taxes for the year 1962 be submitted to the Commissioner of Revenue for further verification; that upon verification by the Commissioner of Revenue for Pulaski County, Virginia, that the said taxes are erroneous. The Town Treasurer is hereby ordered to correct i tax tickets accordingly and he is hereby relieved from the duty and responsibility of collecting same. With regards to the Treasurer's report on the taxes due by CONCLUSION OF TREASURER'S REPORT ON DEI_,IN~`UENT TAXES Miller Bushong for the Bushong Building property, on motion of Councilman McCarthy, seconded by Councilman Gallimore, and carried unanimously, it was, RESOLVED, that the Treasurer be directed to take credit for the unpaid portion of taxes due by Miller Bushong on the real estate purchased by the Town during the year, and for that = portion of the time the Town owned said property. McCarthy, Chairman of the Street Committee, advised that the Committee met with Mr. Joe Shumate, Sr. and Mr. Joe Shumate, Jr. oh October 24th to discuss the feasibility of extending their Industrial Lane between Madison Avenue and the alley behind Western Auto Store. All members of the Committee were present as well as Town Manager Noland anal Supt. of Public l~'orks H. C. Jackson. Mr. Shumate advised the committees that the Coleman Furniture Corporation expected to expand the plant operations to take on from 300 to 600 new employees. The cost of the extension of the Industrial Lane was estimated to cost the Town of Pulaski $1,200.00 to $1,500.00. This will improve the street and the committee voted 1©C~`~ to recommend to the Council that the Town make; the Industrial Lane Extension at the Town's expense to assist the industrial expansion. The Coleman Furniture Corporation to work out parking facilities for the parking space lost, by the improvement to the above described lane. INDUSTRIAL Town Manager Noland presented an estimate of the cost of extending LANE ON THIRD S'T'. the Industrial Lane on Third Street to the alley back of the Western FOR C OL~~'MAN FURN. TO Auto Store, which included the removal of the trees, to be $1,206.00. ',Tt BE INST.'~LLED UPON ASSURAN-was the feeling of Council that the removal of the trees, leaves and vihes on CE OF C OLF.MAN' S EXPANSION Third Street would improve the approach to Pulaski. Pr. Gallimore suggjested PLANS that it be understood that the work oti the Industrial Lane not be starved until Coleman Furniture Corporation gave to the Town a firm commitment that they are making the expansion. On motion of Councilman Flint, seconded by Councilmen Larson, and carried unanimously, it was, RESOLVF~, that the recommendation of the Street Committee relative to the extensijon of the industrial lane along the north side of Third Street, be accepteld. Councilman Aust stated that it was the recommendation of the Sewed Committee that the request of Mr. Fink for a sewer line extension to TOWN TO Crestline Drive, at an estimated cost of $1,000.00, be granted, providekl CONSTRUCT Mr. Fink will pay the sum of $150.00 for his connection, rather than thle SEWER LINE CRESTLINE usual $50.00 fee. There followed a discussion relative to the fact that; DR.-FINK TO PAY `1.50. Mr. Fink's property would be the only one to receive the benefit of thin CONNECTI ODI FF.F extension for the present. Councilman Carrico moved that the Town obligate F ~ ` J`* Council rains. contd. November l~, 1963 itself for the construction of the sewer line to that part of Crestline Drive, provided Mr. Fink pays $:1.50.00 for his connection fee. The motion was seconded by Councilman Aust, and carried unanimously. Council reviewed its action taken on October 15th with ref er- ence to the installation of a sanitary sewer line to the Grove-Drive- GROVE DR.- Sutherland Woods areas, and after a discussion of same authorized SUTHERLAND ti~IDS, SETidER TRUNK LINE TO Town Manager Noland to start the construction of the trunk line from START FALL 1963; PROPERTY Newbern Road this fall and winter as weather permits. Councilman 0~^tNERS TO DEPOSIT USU. Larson moved that Town Manager Noland contact the people in that area FOR CONN .FEE TOG,?N TO TAxE MEMBERSHIP IN PUL.CO. CHAMBER of coMM.$75o. and advise them of the circumstances, and ask for a deposit of $50.00 by check to be held until the sewer is made available to them; said Fifty Dollars representing their sewer connection fee. This motion was seconded by Councilman McCarthy, and carried unanimously. On motion of Councilman Larson, seconded by Councilman Flint, and carried unanimously, it was, RESOLVED that the Town take a membership in the Pulaski County Chamber of Commerce in the sum of $750.00, said ~~~~^~~~~r; 1~:•r. amount having been placed in the current budget for this purpose. Town Manager Noland advised that if the Central Elementary $3oo.approp. FOR REPAIR TO CENTRAL ELEM. GYM FLOOR FOR SKATING gym is to be used for roller skating by the Town Recreation Department, the Town must share with the County in refinishing the floor of the gym, the cost of which would amount to approximately $600.00, with the Town to pay one half of this cost. Councilman Larson moved that the sum of $300.00 be appropriated to cover the Town's share in the refinishing of the gym floor at Central Elementary School. FOR HEALTH CENTER-CLOUD ON TITLE TO BE CLEARED had been received by the Town to sell the County the lot at Randolph Avenue and Fourth Street, between Fourth and Fifth Streets, for the i Council mins. conts.
