There were present: Mayor C. V. Jackson, presiding. Councilman: Eugene L. Nuckols, W. A. Larson, T. J. McCarthy, Glen K. Aust, F. L. Carrico, Billy B. Flint Absent: Town Manager: T. B. Comer, Jr. Ben M. Giles and Otho Cassell, Probation Officers Frank Johnson, Pres. Merchants Council The invocation was given by Councilman Flint. FOR CHANGE IN DOTr1~1TC~rN WHITE WAY S~'STEM TO BE STUDIED BY STREET COMM. advised Council that the Merchants Council was endorsing a '"light-up - paint - up" program for the downtown area, and solicited the Town's help by requesting that forty-six (!~6) of the present white-way lights in the downtown area be changed to mercury vapor lights (21,000 lumen). Mr. Johnson ouoted the cost to the Town for such change. On motion of Councilman Flint, seconded by Councilman Aust, and carried, it was, RESOLVED, that the matter be turned over to the Street Committee for investigation and report to Council. Mr. Sadler advised that the case against Mr. Burgess for driving while under the influence of alcohol was disposed of in the September Term of Circuit Court by acquittal on a technicality, and as a result of same Mr. Burgess was placed under the supervision of the BURGESS' PERNffT Court, and that Mr. Giles and Mr. Cassell, Probation Officers, would TO DRIVE TAXICAB TO BE RESTORED be responsible for working with Mr. Burgess in this matter and ON TEMP. BASIS, ONLY - reporting to the Circuit Court. Mr. Sadler further stated that WITH PROB~.T'IOD1 OFFICERS REPORT- because of Mr. Burgess' physical condition he was unable to do ING TO CIR. COURT very strenuous work, and asked Council to consider restoring Mr. Burgess' permit to operate a taxicab, on a temporary basis, if necessary, until such time as Mr. Burgess could fi nd some work he is able to do. M. i as well as to say that he preferred that Mr. Burgess find some other type of occupation, but if his operators license could be restored on a temporary basis, he would certainl-y be in favor of his permit being revoked should he violate this privilege. Mr. Cassell also concurred in Mr. Giles' and Mr. Sadler's statements relative to the matter of restoring Mr. Burgess' operators license to operate a taxicab. Police Chief Comer advised that he revoked Mr. Burgess' liecnse because he felt hauling passengers while under the in- fluence of intoxicants was very dangerous; that since Mr. Burgess' license had been revoked he had not seen him around places where beer is sold, and that he was wil-Ling to go along with restoring his license on a temporary basis, say sixty or ninety days, but that if Mr. Burgess is ever caught again,wou]_d suggest that his license be revoked . Councilman Flint moved that Mr. Burgess' license to operate a taxicab be re-instated for a period of Ninety (90) days, G.BURGF;SS and if he is again caught operating under the influence of LI C , TO OF'R. A letter from the Model Railroad Club was read to Council by Town Manager Noland, in which letter Council was reauested to stop the King Coal and Wood Yard from blocking Bell Avenue, by placi ST. COMM. TO wood on the public right of way, which was their entrance to their STUDY R!i,~.. OF r~ODEL R~. property and Clubhouse. On motion of Councilman Carrico, seconded CLUB TH.~T KING COAL YD by Councilman Flint, and carried, Mr. Nuckols voting "no", the BE REQ. NOT TO BLOCJ~ matter was referred to the Street Committee. COURT SUBDIV. It was estimated that this line would cost the Town approximately $200.00. Councilman Aust moved that the recommendation of the Sewer Committee be accepted, which motion was seconded by Councilman Larson, and carried unanimously. Mayor Jackson reported that his contact with Glen C. CLOUD ON LOT I~TH-5TH & RAND. TO BF CLEARED WITH HEIRS Hall, one of the grantors in a deed to the Town, conveying the lot on the corner of Fourth Street and Randolph Avenue, indicates that the restriction contained in this deed that this lot be used for recreational purposes only, might be cleared up upon contact with the Wysor heirs, or ~+rth':Mr. Joe Smith, one of the Wysor heirs. Council being interested in clearing this title so the lot in Question can be conveyed to the County of Pulaski for the construction of a Public Health Center. RF: WATER & SEWER FOR DETACHED DWELLINGS to water connections for detached dwellings such as apartment units. Councilman Carrico moved that the Town Attorney be directed to study the ordinance and take the necessary steps to clear up the provision having to do with water and sewer connections for apartment houses. Cummings - absent it was, RESOLVED that the sum of :620.00 be appropriates for the cost of the installation of two new aluminum glass front doors for the Municipal office, thus providing a vestibule. 1 1 i i Council mins. contd. Nov. 19, 1963, L P. M. Councilman Flint advised that the Kiwanis Club in an effort to raise additional funds for underprivileged children, would like permission from Council to use the area to the rear of the National Guard Armory for night-time target shootings; that the Club would be responsible for the expense of lighting the area, and that the target shootings would be held only on Friday and Saturday nights, from now through January, 1961. After a full discussion of this request, Councilman Carrico moved that KI~~)ANIS C:L. the Kiwanis Club be allowed to hold these target shootings, and BE ALLCF~~'.D TO USE MTPI.A.REA that the details for the site be worked out by the Recreation FOR TARGET SHOOTING 1~~4HE~ Director.
