Minutes of the regular meeting of the Pulaski Town
Council, held on the 17th day of December, 1963, at Zt:00 P. M.
in the Municipal. office.

Minutes of the regular meeting of December 3rd were
approved ,
Mayor Jackson declared this was the time and place,
as had been advertised in thA local newspaper, for holding a public
hearing on the petition of Kahn & Feldman, Inc, and the Virginia
Maid Hosiery A~ills to vacate. and abandon all of Maple Street
PUBLIC HEARING lying north of First Street, South, or adopting an ordinance

present who opposed the proposal.
Councilman McCarthy advised that the Street Committee,
one hundred percent in attendance, had met and viewed the situation

under authority granted in Title 15, Section 756 of the Code of
Virginia of 1950, as amended, and any and all other general
powers granted said Town.

complete the action of the Town Council. in 1437, and asked that
the proper ordinance be drawn for the closing of this alley. Mr.
Hill advisee that Kahn & Feldman, Inc. planned to put a structure
on a portion of this alley, but that there were no objections
to their proposal. B,y auestioni.ng Mr, Gilmer and Mr, Hill, Town
Attorney Moore established the fact that Jefferson Mills (Kahn &
Feldman, I nc.l and Virginia Maid Hosiery Mills oT~rn the property
on a7.1_ sides of the alley except First street, and that no other

to whom, from discontinuing the portion requested and the entire

Mr. Koch, Attorney for the Bowles hes.rs, advised that it
appeared that the alley had never beer opened and that if the allo5*
is not officially closed the sale of this property to Pr. Hyde could not
be consumated. There folloTrred a five minutes recess of Counci_1 to
allow the street Committee to clear u:~ certain matters relative to
this petition, which was followed by a report of Chairman McCarthy,
that the Committee as a whole saTa no reason ?~rhy the alley should
not be closed; that i.t Uras the understanding of the Committee that.
there was ,some opposition ;n that. area. as to the type of development

is taken before December 31st of this year, the Town Code would
not be violated if 1'Prs. Harlow, or any other operator, is
successful in purchasing the franchise of James E. Gallimore,
deceased, Mrs. Harl.o~r stated that she would immediately arrange,
if at all_ possible, t.o purchase the aforesaid franchise.
Mr. Boadwine and Mr. U/assum, members of the Pulaski Fire
Department, advised Council that the Department carries insurance
on the Volunteer Firemen, and asked that the Department be re-
imbursed by the Town for the insurance premium, in the amount
of $323.00, paid this year, or for the upcoming year's premium.
It wa.s brought out that the Town also carries a policy on the
Volunteer Firemen, and discussed fully. It was the suggestion
of Town Manager Noland that the matter be hold in abeyance to see
what will be the outcome as to present insurance coverage from
the experience at the Electro Plastics Plant fire.
Chairman McCarthy advised that the Street Committee
had met with Mr. King of King Coal & ?^'ood Yard, relative to
the complaint of the Model Rai1_road Club, and although there
was not a full report to be made at that time, they were
hoping the situation -~rould be worked out satisfactorily
without any action of council.
Town Attcrney Moore advised he had no report to make
at that. time. Council agreed to meet in special session on
December 30th, at 1,:00 P. Ni, for a discussion of matters which
will be coming up before the Legislature in January.
Photographs of the Electro Plastics Plant fire of
December 7th were exhibited by Town Manager Noland, and there
follo~,red a general discussion of the fire, i n which i.t was
brought out that the Pulaski Fire Department suffered
eauipment loss, hose and ladders, in the amount of `fi111~5.00;
that the Dublin Fire. Department had an eauipment loss of `fi199.00, and
the Newbern Fire De~aartment suffered a loss in the amount of
X55.00. Town Manager Noland suggested the Dublin Fire Department

and Newbern Fire Depar±.ment be reimbursed by the Town for their
losses by appropriation, and Council then adopt resolutions

commending the volunteer firement, the Pulaski ??ospital and its
doctors. The fcllowing resolutions wire adopted: !

meeting on the folloUring day 1^ri th representatives of the `'mall Business
Administration to discuss the possibility of that Federal Agency
participating in the problem of getting the Electro Plastics
business back into ^peration, and that the Cox building next to
the Electro Plastics plant on First Straet, and the ?^7ysor building
recently occupied by the Cavalier Supply Company ~^rere being
considered as possibilities, i~ir. Aloland gave a report to Council

ed in the lease: The Electro Dlastics will pay in advance the
