There were present: Mayor ~C. V. Jackson, presiding. Councilmen: C. B. Gallimore, Eugene L. Nuckols, Billy B. Flint, F. L. Carrico, T. J. McCarthy, W. A. Larson, W. S. Cummings Absent: Glen K. Aust Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Alan Groseclose Visitors: Midge Woodard, Southwest Times Paul Dellinger, Roanoke Times P. M. Sadler, Attrnney for Taxicab owners present 0. H. Mayberry, Paul Hubble, Irvin Morefield and Chas. W. Matherly The invocation was given by Councilman Carrico. Minutes of the regular meeting of January 7th were approved as recorded. Mr. Sadler appeared before Council relative to the recent permission granted by Council to Mrs. Edythe Harlow for the purchase of a taxicab franchise from the Estate of James E. Gallimore, and to ascertain if the number of cabs in operation could be reduced MR. SADLER REQ. EVER by that franchise rather than increased. At the request of Mr. Mayberry, local Greyhound Agent, and on motion of Councilman Carrico, seconded by Councilman Flint, and carried unanimously, Council agreed to reserve two car length SPACE RESERV-Parking spaces along Fourth Street, near Washington Avenue, for. the ED ON FOURTH ST. FOR stopping of Greyhound buses. Mr. Mayberry explained that the Greyhound GREHOUND BUS TO LOAD & Bus Station is now being operated at the City Cab stand, and if the UNLOAD buses were allowed to part on Fourth Street at the curb for loading and unloading, he felt this would not inconvenience any one as this was an unrestricted parking area, and would greatly relieve the congestion now existing at the Cab stand. Acting in the absence of Town Attorney Moore, Mr. Groseclose advised Council that in his opinion he could see no reason why Council members as such could not be named as Trustees for the LEGAL C~INION RE: COUNCIL ACTING AS TRUSTEES FOR OAKWOOD CEM. TRUST FUND FOR PERP. CARE OPINION ON PARKING METER FINES NO REPORT FOR REFUSE COLLECTIC~i Oakwood Cemetery Trust Fund, with the presidents of the two local banks acting as Trustees or advisors to said Trustees, for the purpose of establishing perpetual care at Oakwood Cemetery upon the payment from individuals specified sums for this purpose. Mr. Groseclose further stated that it was his opinion that as the Council membership changed by elections, the incoming councilmen would take the place on the trusteeship of those not re-elected. The matter was discussed further by Council and the Town Attorney was directed to look further into the matter and draw up the necessary papers to establish such a trusteeship for Council's consid®ration. Town Attorney Groseclose rendered an opinion on an administrative matter having to do with fines for parking meter violations. Town Manager Noland advised that a complete analysis had not been made of the Refuse Coll ecti on, and therefore no report could be made at this time. On motion of Councilman Larson, seconded by Councilman 1 EXECUTIVE SESSION McCarthy, and carried unanimously, a short executive session was called by Council, after which Council adjourned at 5:00 P.
