Minutes of the regular meeting of the Pulaski Town
Council, held on the 4th day of February, 1964, at 4:00
P. M., in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: C. B. Gallimore, W. S. Cummings,
Billy B. Flint, F. L. Carrico,
W. A. Larson, Eugene L. Nuckols,

The invocation was given by Councilman Gallimore.
Minutes of the meeting of January 21st, were approved.
Dr. W. A. Werner, Health Director, advised Council
that he understood Council was ready to make a deed to Pulaski
County for the lot at the corner of Fourth Street and Randolph
Avenue, for the construction of a public Health Center, and he
wished to thank Council for their action. Dr. Werner further

EXPLAINS HOW COST stated that 55% of the cost of the building would be

TO BE AMORTIZED amortized by Hill -Burton Funds, with fifty-five percent of the
actual cost being an outright gift from the federal government,
and 45% to be contributed by the County, and that a maximum of
one-tenth of the cost of the project could go into the cost of
the land. Dr. Werner was advised that as soon as the deed
covenant stipulation that this lot be used only for "recreation"
could be cleared, title to the lot would be transferred to
Pulaski County.
Town Manager Noland suggested there should be a clause
in the Town Code which would give the Health Department the

Town Attorney Groseclose presented a deed to be
executed by the Wysor heirs with the Town of Pulaski to waive
the "recreation only" restriction, to clear the title to the
lot located at the corner of Fourth Street and Randolph Avenue, so
it can be used by the County for the construction of a public
Health Center. It was the feeling of Council that an appraisal

appraisers to make the appraisal of said lot, and it was hoped
such an appraisal would be made free of charge. The Town Attorney
was directed to write the proper letter of transmittal to
accompany the deed to the Wysor heirs.
Mr. Sadler, Attorney for the Taxicab operators, advised
Council that it was his understanding that Ever Ready Cabs was out
of business because of financial difficulties, and requested Counc4
to revoke the four Taxi Certificates recently granted to Mrs.
Edythe Harlow, owner of Ever Ready Cabs, which would reduce the
SADLER REQ. number of cabs in operation to twenty-seven (27). Mr. Sadler

if the number is reduced to twenty-five it would give all taxi
operators a better chance to make a living. Mayor Jackson advised that
both matters would be considered, and that Council would give Mrs.
Harlow an opportunity to show cause why her taxi certificates
should not be revoked. Councilman Carrico moved that the Chief
POLICE CHIEF of Police make a complete investigation of the Ever Ready Cabs

On motion of Councilman Aust, seconded by Councilman
Cummings, and carried, it was, ]RESOLVED, that Town Manager

& FRANK SCHRADER Councilman Gallimore asked that a certain matter be
placed on the agenda for immediate discussion, and on motion
of Councilman Larson, seconded by Councilman Cummings, and
carried unanimously, it was, RESOLVED to discuss this matter
at that time. Councilman Gallimore then brought to the

PULASKI HIGH SCHOOL of the Pulaski High School while the school buses are loading

was found that this street was School Board property. Town
Manager Noland was directed to contact Mr. Newman at the High
School to see what could be worked out to clear up the situation.
Upon the recommendation of Town Manager Noland, and on
motion of Councilman Flint, seconded by Councilman Cummings,
and carried, it was, RESOLVED, that a temporary building permit
be issued in the name of Mrs. Odie Poole, whose house encroaches
upon the right-of-twy of Elm Street approximately seven feet,
only upon the grounds that by acceptance of said permit and carry-
ing out of the work called for therein the property owner does
so with the understanding and with the responsibility that the
Town of Pulaski may require at any time in the future the removal
from the public right-of-way any part of this building which
encroaches upon the right-of-way, without any cost or responsibility
to the Town of Pulaski.
A recent survey of the lighting system of the Town of
OVERALL Pulaski was explained to Council by Town Manager Noland, which

for the business area, and approximately $1780.00 for the resi-
dential area. This lighting change and cost was discussed briefly

and upon motion of Councilman Nuckols, seconded by Councilman
Flint, and carried, the Town Manager was directed to present
this in the upcoming budget for discussion by Council of the
whole "package".
Upon motion of Councilman Flint, seconded by Councilman
Cummings, and carried unanimously, it was, RESOLVED that because
CHIEF RAYTO of ill health Fire Chief D. G. Ray be permitted to retire as of
RETIRE FEB.
15,1961; WILL February 15, 196b, and be retained as an advisor to the Department

On motion of Councilman Gallimore, seconded by Councilman
FIRE COMM. Cummings, and carried, the Fire Committee was directed to consider

REPLACEMENT OF and recommend a replacement for Fire Chief Ray.

Council agreed to meet with a local attorney at 1:00 P. M.
on Friday, February 7, 196h, in the Council chamber for discussion

A short executive session was called by Councilman Larson.,
seconded by Councilman Cummings, and carried, after which Council
