TO STREET COMM. Minutes of the regular meeting of the Pulaski Town Council, held on the 3rd day of March, 1964, at 4:00 P. M., ' in the Municipal office. approved. There were present: Vice Mayor McCarthy, presiding. Councilmen: C. B. Gallimore, Billy B. Flint, F. L. Carrico, Glen K. Aust, Eugene L. Nuckols, W. S. Cummings, W. A. Larson Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Alen Groseclose Visitors: Nancy Davis, Southwest Times reporter Paul Dellinger, Roanoke Times reporter George E. Adams Mrs. Edythe Harlow The invocation was given by Councilman Gallimore. The minutes of February 7th and February 18th, were Mrs. Edythe Harlow, owner of Ever Ready Cabs business, appeared before Council to show cause why the five Certificates of Convenience and Necessity, four of which had been granted by Council at it's annual taxicab hearing, and one having been purchased from the Gallimore Estate, should not be revoked. Mrs. Harlow explained the financial condition of her business which resulted in the re -possession of her automobile fleet while she was in a Salem Hospital. She asked that she be allowed at least sixty days to get her business going again, stating she felt she could put on at least two cabs now if she was able to work out a location for the cab stand, and hoped to be able to pick up the remaining three certificates before the end of the year. On motion of Councilman Nuckols, seconded by Councilman Flint, it was, RESOLVED, that Mrs. Harlow be permitted to continue the use of two of her cabs for a period of sixty days, and take no action on the other cabs at this time, and that she report back to Council in sixty days. George Adams requested that Fourth Street between Baskerville and Miller Streets be opened and maintained by the Town; also reauested street lights, and fire hydrants. Mr. Adams Council mins. contd. Mar. 3, 196L stated the nearest fire hydrant was within approximately 600 feet. On motion of Councilman Carrico, seconded by Councilman Gallimore, and carried, it was, RESOLVED, that the request of Mr. Adams be turned over to the Street Committee for study and report to Council. At the direction of Council, Councilman Aust stated it was the recommendation of the Fire Committee that Mr. Ralph Pearce be ma made Assistant Fire Chief to Fire Chief Wm. A. Hall, with a salary of RALPH PEARCE APPT. ASST. $300.00 per month, effective next pay day. Mr. Aust put this FIRE CHIEF, $300. MO recommendation in the form of a motion, which was seconded by SALARY Councilman Gallimore, and carried unanimously. Councilman Carrico stated it was the recommendation of the Sewer Committee that the Town install a sanitary sewer line ex- tending southward along Elm Street to Jackson Avenue, from Dora Highway, a distance of approximately 600 feet, to cost approximately SEWER LINE TO ELM ST. $900.00, and to serve at present three houses for which connection APPROVED: 1900. CONSTR.fees have been paid, the cost of same to be paid out of the Sewer COST FROM CUR. BUDGET Fund in the current budget. Mr. Carrico put this recommendation ONLY FOURTEEN OF TWENTY- SEVEN SIGNERS OF PETITION DEPOSITED CHECKS: RE: GROVE DR. SEWER LINE 1 into the form of a motion, which motion was seconded by Councilman Aust, and carried unanimously. Town Manager Noland advised that fourteen of the signers of the petition for a sanitary sewer line to Grove Drive -Sutherland Woods- English obds-English Forest Road area, had deposited their Fifty Dollar checks representing their connection fee. He further stated that Council had recommended that upon the deposit of checks from approximately twenty-seven of the signers, the Town would begin the construction of this proposed sewer line. It was noted that several of those who had already paid were trying to contact the others to urge them to make their deposits, as well as the fact that no actual delay had resulted insamuch as the weather had not been suitable for this work. 3Y0 Council mins. contd. March 3, 196h On motion of Councilman Aust, seconded by Councilman Nuckols, and carried unanimously, the following resolution was adopted, a copy of same to be forwarded to Mr. D. G. Ray, and a copy posted on the bulletin board at the Fire Station: WHEREAS, D. G. Ray became a member of the Pulaski Fire Department in April of 1923, became a full time Town employee and fireman in 19116, became Fire Chief in February of 1955; and, ADOPTION OF WHEREAS, during all these years of service to the RESOLUTION people of the community Mr. Ray has provided leader - THANKING ship and has exemplified the highest standards of D. G. RAY loyal and unselfish service, often in foul weather FOR SERVICES and in the face of danger, but has now found it to TO COMMUNITY be in the best interests of his health to retire, AND TOWN NOW, THEREFORE, BE IT RESOLVED, that this Council doth hereby publicly recognize Mr. Ray's lasting contribution to the welfare of the area and hereby thanks him for his many accomplishments in carrying out his goal of service, and hereby wishes for him good fishing and much happiness during his retire- ment.
