HomeMy WebLinkAbout03-17-64Minutes of the regular meeting of the Pulaski Town Council, held on the 17th day of March, 19611, at 11:00 P. M., in the Municipal office. There were present: Vice Mayor T. J. McCarthy, presiding. Councilmen: W. S. Cummings, Billy B. Flint, C. B. Gallimore, Glen K. Aust, F. L. Carrico, Eugene L. Nuckols Absent: W. A. Larson Also present: Town Manager: T. B. Long Frank Johnson, W, -alter Thornton & Ron Lindamood f The invocation was given by Councilman Aust. i Minutes of the regular meeting of March 3rd, were approved{. r Mrs. English and Mr. Long appeared before Council regard- ing the proposed sanitary sewer line to Grove Drive-SutherlandWoods-F,�glish Forest Road area, and Mrs. English stated that Mr. Long was in the process of constructing a new home on English Forest Road and wished to know as soon as possible if the sewer line would be installed. It was brought out that Council had previously stipulated that upon the payment of $50.00 connection fees by the twenty-eight signers of the petition, the Town would programme the construction of said ff TOWN TO START sewer line. It was further brought out, that sixteen of the twenty-seven CONSTRUCTION OF SAN. SEWER signers had deposited their checks in the amount of $50.00, making a i LINE TO GROVE DR. AREA UPON total of $800.00 on deposit. Mrs. Eng7.ish stated that Mr. Long was` REC. OF $1400. & PROPER.LY ready to make his $50.00 connection fee deposit, which would leave a EXECUTED CONTRACT balance of $550.00 due to make up the sum of $1.100.00, and that she w and Mr. Long would advance this amount to the Town with the under- standing that they would be reimbursed when other signers deposited their checks with the Town. Later in the meeting the matter was discussed further by Council, and on motion of Councilman Carrico, seconded by Councilman Gallimore, it was, RFSOLVFD, that the Town proceed immediately with the construction of the proposed sanitary a, 812 Council mins. contd. Mar. 17, 196)1, Z! P. M. LAND BLDGS & PARKS COMM.TO STUDY REQ.OF MERCHANTS FOR FEASIBILITY REPORT ON COVERING PEAK CREEK FOR PARKING LETTER FROM MAYOR JACKSON READ TOWN ATTY. MOORE REPORTS ON LEGISLATIVE MATTERS sewer line to Grove Drive -Sutherland Woods-Fnglish Forest Road area, upon .receipt of the payment of a total of $11.100.00, the eouivalent of twenty-eight connection fees, and upon the execution of a suitable contract between Mrs. English, Mr. Long and the Town of Pulaski, to be drawn by the Town Attorney. As president of the Pulaski Merchants Council, Frank Johnson advised that the Merchants Council had passed a resolution reauesting the' Town Council to have Wiley and Wilson, Consulting Engineers, make a feasibility report on the proposal to cover Peak Creek, between Washington and Jefferson Avenues, for free parking. A letter pertaining to this matter from Wiley and Wilson was read by Town Manager Noland. Councilman Carrico moved that the matter be studied by the Grounds Committee, with a recommenda- tion to the Council whether Council should proceed with the matter of determining the ownership of Peak Creek, which motion was seconded by Councilman Aust. There followed a discussion in which it was brought out by Town Attorney Moore that the Town does not own Peak Creek, and that it belongs to Mr. Glen C. Hall, approximately twenty-five or thirty heirs of T. W. Kersey and Frank Wysor, both deceased, and to Mr. T. J. McCarthy. Mr. Carrico re -phrased his motion, as follows: That the request of the Merchants Council for the Town to have Wiley and Wilson make a feasibility report of the covering of Peak Creek channel be turned over to the Land, Buildings and Parks Committee for a complete study and report to the Council. This motion was seconded by Councilman Aust, and carried unanimously. A letter and cards from Mayor C. V. Jackson, who is enjoying a Mediterranean Cruise, having been mailed from Tangier, Morraco, and Athens, Greece, were read to Council by Mr. McCarthy. Town Attorney Moore gave a brief resume of action taken by the State Legislature as it affects towns and counties, and particularly with regard to matters of interest in the Southwest Virginia area. 1 1 r� Council mins. contd. Mar. 17, 196), 813 I On motion of Councilman Flint, seconded by Councilman Gallimore, and carried unanimously, it was, RESOLVED, that an agree - meet between the Town of Pulaski and the Norfolk and Western Railway' MAYOR TO Company for the placing of a ten inch sanitary sewer line across EXECUTE AGREE- MENT WITH N & W railroad right-of-way to serve Project Decision property, be FOR PLACING AAN.SEWE;R LINE executed by the Mayor, s+zbject to the approval of said agreement TO PROJECT DECISION SITE by the Town Attorney. Upon the motion of Councilman Flint, seconded by Councilman Gallimore, and carried, a matter concerning Gatewood Reservoir was placed on the agenda for immediate discussion. Mr. Flint suggested that small electric motors be allowed to be placed on the town -owned boats at Gatewood lake, and moved that the GatewooO COUNCIL APPROVED THE USE OF Reservoir Committee give serious study to permitting privately SMALL ELECTRIC owned small electric motors to be used on the rented boats at MOTORS ON BOATS j AT GATEWOOD RESERVOIR Gatewood Lake. This motion was seconded by Councilman Gallimore, 1 and carried. Town Manager Noland discussed a personnel matter with Council, but no action was taken as none was necessary.
