V. Jackson, presiding. Councilmen: C. B. Gal-limore, Fugene L. Nuckols, Billy B. Flint, T,'. A. Larson, W. S. Cummings, T. J. McCarthy, F. L. Carrico, Glen K. Aust Visitors: Midge Woodard, reporter for Southwest Times The invocation was given by Councilman Carrico. approved. Minutes of the regular meeting of March 17th were Town Manager Noland advised that beginning with the new fiscal year, July 1, 196h, under the provisions of Senate Bill 101 adopted by the General Assembly session just ended, the Department of Highways will make payments for street maintenance to municipalities as of the end of each calendar ouarter at the annual rate of $101000.00 per mile on primary route extensions and `,8,000.00 per mile on other nualifyi_ng streets. Ouarterly payments will be .?2,500.00 and $200.00 respectively and "fifth payments" year-end adjustments will be eliminated in the future. Quarterly payments for the current fiscal year, ending June 30, 196)!, will be made as in the past, and a "fifth" ouarter TOWN TU RECEIVE WINDFALL PAY- adjustment will be made as in previous years. It was explained by MENT FRuM HIGHWAY DEPT. Town Manager Noland and Town Attorney Moore that as a result of FOR 1964 DUE TO PASSAGE OF Senate Bill 101 Pulaski would receive during the next fiscal year SENATE BILL 101 a windfall payment from the State Highway Department in an amount which will. approximate `fi55,000.00. All regarded this as welcome news as it would mean that a possible retirement of the Route 99 debt could be made approximately two ,years sooner than had been anticipated when the Lown was made. Mr. McCarthy advised that the Street Committee had made a view and study of the recuest that Miller Street be MILLER STREET TOO STEEP FOR opened to Traffic. In view of the steep grade, his committee TRAFFIC- "TURN" WILL BE PRO- felt that it would not be feasible to open this street. However, VIDED; LIGHTING NORMAL 1 J 5 C Council mins. contd. A- -il 7, 196)1, 1 P. M. the committee recommended that a "turn" hQ made at the present end of the street, and also recommended that a street sign be placed there. The committee found that the lighting was about the same as in other parts of the Town, and recommended no change in the present lighting. Mr. McCarthy put this recommendation in the form of a motion, which motion was seconded by Councilman Flint, and carried unanimously. Mr. McCarthy further stated that officials of the Pulaski Hospital had inouired about the ;purchase of a town -owned lot, at the rear of the H'odpita7, on which the hospital LAND BLDGS. & PARKS desired to construct a nursing home, and moved that the matter COMM. TO STUDY REQ. be referred to the Land, Buildings and Parks Committee to determine OF PULASKI HOSP. TO if the lot is surplus property, and report to Council. This PURCHASE LAND FROM motion was seconded by Councilman Cummings, and carried unanimously. TOWN Mr. Flint reported that the Land, Buildings and Parks Committee had met with the heirs of the Pulaski Land and Development Company, and it was the recommendation of his committee that the proposal of the Pulaski Land and Development Company to clear the ownership of Peak Creek be accepted - said proposal being as follows: That all claims the town might have to the walled creek channel be surrendered. In turn the Development Corporation would reserve lots adjoining and facing- the Jefferson and T,'ashington Avenue bridges on the upstream and downstream sides 130 feet deep. The Corporotion i in turn would give the town deeds for the remainder of Peak Creek from AGREEMENT Madison Avenue to Randolph Avenue. Mr. Flint put this recommendation REACHED AS TO OWNER- in the form of a motion, which motion was seconded b,7 Councilman Nuckolp. SHIP OF PEAK CREEK There followed a discussion of this proposal in which it was brought out that the 25 feet owned by T. J. McCarthy, on the creek side of Hotel Pulaski, be excepted as well as 25 feet. over each lot reserved, for ingress and egress. Mr. Flint added to his motion that the town is directed to take the necessary legal steps to complete this trans- action; that a written proposal be submitted to the Town from the land i owners and if and when adopted by said To',rn, that proper quit claim I 38� RQ 4 Council mins. contd. This addition to the motion was also seconded by Mr. Nuckols, and the motion carried on the following recorded vote: C. 13. Gallimore - aye Glen K. Aust - aye Eugene L. Nuckols - aye T. J. Larson - aye Mr. Flint further stated it was the recommendation of the Land, Buildings and Parks Committee that no feasibility survey, regarding the covering of beak Creek for paving be taken, until COMM. RECOMDS. THAT FEASI- the merchants present the Council with more detailed information BILITY SURVEY NOT BE MADE, pertaining to the costs and how it is proposed to pay for the BUT MORE STUDY OF project; that the Committee feels that astudy should be made of PROPOSALS I OF MERMANTS these proposals before `1500.00 is spent for the survey. Mr. Flint BEFORE SUCH SURVEY put this recommendation in the form of a motion, which motion was seconded by Councilman Gallimore and carried unanimously. Town Manager Noland presented an application from Mrs. Stella Murphy to place a house trailer on Valley Road, as well as AUTHORIZED application from Donald L. Beverly to place a house trailer behind PUBLIC HEAR- ING ON the residence at 653 Fast Main Street. On motion of Councilman BEVERLY HOUSE TRAILER Carrico, seconded by Councilman Aust, it was, RESOLVED, that the APPLICATION usual procedure of holding a public hearing on these applications be followed. Council then set April 21st at )a:00 P. Fl. for the date of the hearing on these applications. A request from Fred Swinburne for the extension of the town's sanitary sewer line along Snider Lane approximately WO feet to serve his prcperty and the house next to his, as well SNIDER LANE SAN. SEWER as a short extension along Alum Spring Road, was turned over to the LINE EXT. TO BE CONSID. Sewer Committee on motion of Councilman Flint, seconded by Councilman BY COMM. Aust, and carried. Town Manager Noland was given permission to attend a seminar for Town Managers to be held in Chicago, the week of May TOWN MGR. TO 3rd at Town expense, on motion of Councilman Gallimore, and being ATTEND SEMINAR IN CHICAGU seconded by Councilman Larson, and carried. i 447 F Council mins. contd. April 7, 196)!, M. Mayor Jackson gave a few highlights of his recent Mediterranean Cruise. He stated he was very much impressed with the cleanliness of these foreign cities, and that our tam's business, MAYOR JACKSOIindustrial and residential prople should be encouraged to clean u -n GIVES HIGH- LIGHTS OF their properties, not just for one week in May of each year, but to MEDITERRAN- EAN TRIP; keep them clean all the time. He suggested that an aggresive campaign! SUGGESTS CLEAN UP be put on for "clean up and keep clean", -nd solicited the help of PROGRAM the local press, radio, civic clubs, etc. He also asked council members to thaink about this and bring tr.eir suggestions to Council at its next meeting. Mr. LarFrn"s motion, which was seconded by Councilman Cummings, to go into an executive session, was withdrawn. There was no further action of Council and the meeting adjourned at 5:L5 P. M.
