HomeMy WebLinkAbout07-07-64I Minutes of the regular meeting of the Pulaski Town Councils held on the 7th day of July, 196)x, at 4:00 P. M., in the Municipal office. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. A. Larson, W. F. Cummings, T. J. McCarthy,; F. L. Carrico, Billy B. Flint, C. B. Gallimorj', Glen K. Aust Absent: Eugene L. Nuckols Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Midge Woodard, Southwest Times reporter Paul Dellinger, Roanoke Times reporter W. C. Barker O'Dell Mayberry, Paul Hubble and Dennis Ratcliff, in person, and by their Attorney, Philip M.Sac�er Robert Crafton H. H. Eggert Rudolph Farmer The invocation was given by Councilman Carrico. Minutes of a special meeting June 30th and special meeting'; July lst, were approved as recorded. The visitors were welcomed by Mayor Jackson. Mr. Crafton stated he was present only as an interested citizen of the town and had no business to take up with the Council. Mr. Barker was present relative to a possible inequity in the town's business license ordinance, a matter listed on the agenda, and discussion of same at this time was withheld to first hear Committee and Town Attorney re- ports. At this time Council heard a report from Town Manager Noland relative to the necessity for installing a storm sewer at the COUNCIL APPROPRIA'.PES intersection of Commerce Street and Jefferson Avenue. Mr. Noland $lb,000.00 FOR STORK[ advised that the 12" storm drain installed many years ago was in - DRAIN FROM COR. JEFF.AVE adequate, and with the new parking lots and additional flat roofs & COMMERCE ST. TO PEAK CREEK from induatrial growth in that area, made it necessary to install a larger pipe line. He further stated the proposed storm sewer would have to go under the Norfolk and Western Railway tracks to reach Peak Creek, and further advised Council that after contact with the Norfolk and Western officials it appeared the best route 3894 STORM DRAIN FROM COMMERCE STREET, CONTD. M. would be to come under the tracks in the Park just to the east of the Jefferson Avenue crossing, cross First Street and enter the alley east of the old Cavalier Building on the corner of Jefferson Avenue and First Street, rather than follow Jefferson Avenue to Peak Creek because o of the railroad signals at the Jefferson Street crossing. Mr. Noland advised that the plan was to install a h2" concrete storm sewer, and if Council approved, it would involve an appropriation of $11,000.00. There followed a discussion of this much needed storm sewer, as well as the need for other storm sewers in the area of Fourth and Third Streets. On motion of Councilman McCarthy, seconded by Councilman Cummings, and carried on the recorded vote: W. A. Larson - aye F. L. Carrico - aye W. S. Cummings - aye Billy B. Flint - aye T. J. Aust - aye Eugene L.Nuckols - absent it was RESOLVED, that the sum of $11,000.00 be appropriated from the General Fund for the installation of the 42" storm sewer drain. As Chairman of the Police Committee, Mr. Gallimore reported that at the request of Council, his Committee had made a study of the number of taxicabs in operation and had recommended be to Council that the number/reduced; that with the assistance of Police Chief Comer in getting financial records of the taxicab operators, his committee had made a study of said records and it was the feeling of the committee that an adjustment in the rates and in the boundary lines of the zones would be helpful to all concerned. At this time Mr. Gallimore asked Mr. Sadler, Attorney for the taxicab operators, to present to Council the proposal of the cab operators as Mb. Sadler had presented it to the Committee. Mr. Sadler displayed the existing zone map, showing zones 1, 2 and 3, and then called Council's attention to the proposed changes by displaying another map showing zones 1, 2, 3 and 4. Mr. Sadler stated with regards to the second map, they had attempted to straighten the zone lines, add an additional zone, and take care of the inequities now existing within the zones. He recommended a change in the present rate structure, as follows: Council mins. contd. July 7, 1961, P. M. a 110¢ Zone 1 h5o 450 Zone 2 - 55¢ 55¢ Zone 3 - 65¢, and 65¢ Zone 4 - 75¢ Mr. Gallimore advised that Mr. Sadler's outline of the matter was the Committee's recommendation to Council. Councilman Aust moved that the recommendation of the Police Committee be accepted, that the Town Attorney be directed to prepare the necessary ordinance to provide for the chages, and that said ordinance contain the requirement; that a small map shwwing the zones be displayed in each taxicab, and that all necessary procedural steps be followed so that the ordinance i will properly be before the Council. This motion was seconded by Councilman Gallimore, and carried unanimously. Mr. W. C. Barker, partner in the Barker Bros. Auto Fxchangej: on Dublin Road, advised Council that he had had to pay the sum of $500.00 for license to operate as a Used Car dealer in the Town of Pulaski, and it was his understanding that other Used Car dealers had used the amount of their sales for the purpose of purchasing licenses ORD.COMM. TO to operate, and asked that some adjustment be made. Town Attorney r STUDY LICENSE TAX ORD.RE: Moore explained the background of the Town's ordinance in this matter USED CAR DEALERS, AND and advised Council there should be some change in this ordinance, as REPORT TO COUNCIL well as some others, to make this more realistic. Mr. Moore suggested SUGGESTFD CHANGES that the ordinance committee be authorized to make a study of same and make recommendation to Council. On motion of Councilman Carrico, sec 0�ed by Councilman Flint, it was, RESOLVED, that the Ordinance Committee study the revision of this ordinance and make a recommendation to Council. a Attorney Moore advised that some study had been given to questions from Council pertaining to sewer service charges, and advised that the Town could not require a minimum monthly fee from property i NOT LEGAL owners where sanitary sewer line is available to them and they have not' TO REWIRE MIN. OWNERS HAVE NOT Mr. Moore advised further that more study would be given to Council's CONNECTED: question relative to an ordinance specifying that where sewer service is available and property owners have not paid a connection fee, and if CM6 Council mins. contd. , July 7, 196h 4 P. M. paid within a certain time the fee shall be a specified amount and if paid later to be double; and that he would give Council a. written opinion on this phase of the sewer service charges matter. Councilman Larson advised that he hoped to have a list of names to submit to Council at its next meeting, as possible trustees of the Cemetery Fund. Town Attorney Moore advised that printed option forms are being prepared to be used at the time of contact with property owners over whose land the water line from Warden Springs to Dublin OPTION FORMS would be located. There followed discussion relative to procedures BEING PRINTED FOR RIGHT OF WAY and policies involved in the securing of the right-of-way for this FOR DUBLIN WATER LINE water line, and it was brought out that a tentative layout of the line has been made and it was suggested that a meeting be held be- tween the Town Council Committee, appointed for this project, with the officials of the Town of Dublin and discuss these matters so they would be prepared to go ahead as soon as the Bond Issue is voted on. Mayor Jackson advised that he and Councilman McCarthy had attended the meeting_ in Richmond earlier in the week, before the ANTICIPATE DFLAY IN State Corporation Commission, when the Colonial Natural Gas Company GRANTING OF FRANCHISE had presented its application for a franchise to bring natural gas TO COLONIAL NAT.GAS.CO. into the State of Virginia, and it was their opinion that there might BY STATE CORP.COMM. be some delay in the rendering of a decision by the Commission on the request. On motion of Councilman Carrico, seconded by Councilman Cummings, and carried, it was, RESOLVED, that Town Manager Noland MAYOR & TOWN MGR.
